The ordinance establishes two new residential planned unit development (P.U.D.) zones. The areas likely to be developed under the P.U.D. zones are large parcels containing natural features which the city wishes to preserve through low density and flexible design. The ordinance encourages high quality single fam- ily residential development while preserving environ- mentally sensitive areas and maximizing open space. The P.U.D. ordinance establishes a multi -step process to review applications for development. A developer must first receive approval of a concept plan for the site, fol- lowing a public meeting and review by the planning com- mission and city council. Within a year of approval of the concept plan, the developer must apply for development plan approval. Greater detail must be provided and approval of the development plan results in rezoning the property, subject to conditions. Development plan approval follows a public hearing before the planning commission and approval by at least 2 / 3 of the full city council. After approval of the development plan, nothing may be constructed on the property which is inconsistent with the development plan.
