Jones Clerk- Treasurer GREENCASTLE COMMON COUNCIL REGULAR SESSION TUESDAY, JUNE 12, 2001 7:00 P.M. CITY HALL The Greencastle Common Council met in Regular Session, Tuesday, June 12, 2001, 7:00 p.m. at City Hall. Mayor Michael called the meeting to Order at 7:10 p.m. On the Roll Call, the following were found to be present: Councilor Roach, Councilor Hammer, Councilor Liechty and Councilor Rokicki. Councilor Crampton was absent. Police Department Report and Log of Ordinance Violations by the Building Commissioner were distributed at the meeting. Motion to approve May 8, 2001, Regular Session minutes was made by Councilor Rokicki, seconded by Joe Liechty. Vote was unanimous. ® Motion to approve City claims made by Councilor Liechty, seconded by Councilor Roach. Vote was unanimous. Mel Eastham from the Rolling Thunder group thanked the City and Mayor for all their help and wonderful send off to Washington, D.C. Mr. Eastham presented the Mayor with a Rolling Thunder Pin, Councilor Mike Rokicki with a patch from Thunder Alley and the City with the Official Flag. Mayor Michael presented a Letter of Recommendation from the Cable Access Committee to relocate the Cable Access Equipment to City Hall. After some discussion, Councilor Roach suggested the Cable Access Committee and City Attorney Robertson meet with the School Board and bring a Resolution to the next Council meeting. Councilor Roach also suggested sending a letter to the school terminating the agreement signed March 10, 1998. Resolution 2001 -19, A Resolution Authorizing Additional Appropriation, was read by Mayor Michael. Motion to approve made by Councilor Rokicki, seconded by Councilor Hammer. Vote was unanimous. Resolution 2001 -20, A Resolution Affirming Lear Operations Corporation of Compliance with Statement of Benefits was read by Mayor Michael. Motion to approve made by Councilor Hammer, seconded by Councilor Roach. Vote was unanimous. ® Tom Cath and Jan Firebaugh presented a brief update on the proposed Skatepark. Jan Firebaugh stated they are looking at the area by Shelter 42 where the old sand volleyball courts were. Park A Director Rod Weinschenk stated he has discussed the liability issue with Rick Bittles at HBG and stated that the City's current insurance would NOT cover a skatepark. Director Weinschenk further stated that Mr. Bittles will check into other companies and reported that legislation has passed that puts liability back on the persons involved in "extreme sports ". Jan Firebaugh and Tom Cath stated they are looking at concrete ramps due to the fact that they are cleaner and lower maintenance. They do cost more in the beginning, but ultimately pay off in the end. Approximately $12,000.00 has been raised by a group of people supporting the project. Ordinance 2001 -3, An Ordinance Amending Section 2:4,11, of the City of Greencastle Personnel Policy, first reading, was read by Mayor Michael. After some discussion regarding pool employees and siblings working together, Councilor Roach made the motion to table, seconded by Councilor Hammer. Vote was unanimous. City Attorney Robertson stated there was no update on the refinancing of Water and Wastewater bonds due to the fact they are waiting to see if we are going to fund some of the water projects out of the proceeds, ie., wellfields, water tower, etc. Councilor Roach requested moving along with the refinancing of bonds and stated if we have to do another bond issue for the other projects we will. City Engineer Morrow passed out information regarding the RFQ's for engineering firms for the Police Station. Council requested interviews be set up with Hannum, Wagle and Cline, RQAW ® and Paul Cripe. The interview meeting is set for July 5, 5:30 p.m. at City Hall. This will be a joint session of the Council and Board of Works. Motion to adjourn made by Councilor Hammer, seconded by Councilor Liechty. Vote was unanimous.
