SHIRLEY RIGGS PUBLIC ORAL COMMUNICATIONS INFORMATIONAL ITEMS COMMISSION ORAL COMMUNICATIONS T07 -610 0 A REGULAR MEETING OF THE TRAFFIC AND PARKING COMMISSION OF THE CITY OF LYNWOOD November 19, 1992 A regular meeting of the Traffic and Parking Commission of the City of Lynwood was held on the above date. The meeting started at 6:00 p.m. in the City Council Chambers at 11330 Bullis Road in the City of Lynwood, California. CALL TO ORDER The meeting was called to order by Chairman Delmar Cabaret. Commissioners Edward Pacheco, Edmond R. Archambault, William Cunningham and Chairman Cabaret answered roll call. Commissioner Joe D. Battle arrived at 6:14 p.m. Jahanshah Oskoui, Assistant Director of Public Works, Oretha Williams, Department of Public Works, and Officers Tim Bryant and Donald Goss of the Lynwood Sheriff's Department were also present. PLEDGE OF ALLEGIANCE The pledge of allegiance was lead by Commissioner Archambault. ACKNOWLEDGEMENT OF POSTING Mr. Oskoui announced that the agenda of November 19, 1992, was duly posted 72 hours, as prescribed by the Brown's Act. APPROVAL OF MINUTES Commissioner Cunningham motioned to accept the minutes as written. Commissioner Pacheco seconded the motion. It passed unanimously. PUBLIC ORALS There were none. 1 SCHEDULED MATTERS 6. Request for On- Street Handicap Parking Space in front of 12232 Waldorf Drive, Mr. Robert Burton, Applicant Mr. Oskoui discussed that Mr. Burton, the applicant, has requested an on- street handicap parking space to be installed in front of his resident at 12232 Waldorf Drive. Mr. Oskoui explained that Resolution No. 79 -89, outlines certain conditions to grant on- street handicap parking space. Mr. Burton's property was surveyed, it has a garage at the rear of his house, and the garage has an eight feet long driveway extending from it. Mr. Burton has two vehicles, both presently being parked on his property. A sketch of the property was presented to the Commission. The report also included Mr. Burton's physician's statement. The applicant has been interviewed by staff and was invited to tonight's meeting, however, he was not present in the audience. Commissioner Cunningham stated, certain property conditions mentioned in the report of Mr. Burton's seems questionable, however, since Mr. Burton has an extreme handicap condition, he operates a special designed wheelchair with his nose and his wife has difficulty moving him about, he favors granting Mr. Burton an on- street handicap parking to be installed in front of his resident. He continued and discussed the site conditions and that Mr. Burton's neighbors, who reside across the street from him, frequently park their vehicles on the street, in front of his residents, and Mr. Burton does not always have proper vehicle access. There was no further discussion. Commissioner Cunningham motioned to grant Mr. Burton on- street handicap parking. Commission Archambault seconded the motion. The motion passed unanimously. Chairman Cabaret mentioned, at the last Traffic and Parking Commission meeting of November 19, 1992, a decision was made to grant Ms. Giordano who resides at 11631 Virginia Avenue, on- street handicap parking space in front of her resident, however, certain conditions were not discussed regarding Ms. Giordano's case and asked if the Commission could rescind their decision to grant on- street handicap parking for Ms. Giordano. Mr. Oskoui stated that, if it is the Commission's desire, a letter can be written to Ms. Giordano informing her that the Commission has decided to rescind their recent decision to grant her on- street handicap parking space. 04 9 0 INFORMATIONAL ITEMS Mr. Oskoui summarized the activities which were performed in September, 1992, in the Department of Public Works, presented the Department's goals for December, 1992, and mentioned that articles were also attached for the Commission's review. Mr. Oskoui mentioned that bid packages are being prepared and the City's normally slurry seal streets throughout the City each year. He explained that slurry sealing the streets is the one of the best alternative processes for street preventive maintenance. Commissioner Cunningham mentioned that in the monthly report, it does not state which streets will be slurry sealed and asked Mr. Oskoui if staff has decided which streets have been considered for the slurry sealing process. Mr. Oskoui replied that a street survey will be performed, list compiled and then the streets will be selected for slurry sealing. Commissioner Cunningham asked Mr. Oskoui if he would he provide the status of the Well Project No. 20. Mr. Oskoui mentioned that the well's problem has not been resolved, however, four alternative resolution are being consider to repair of Well No 20. Mr. Oskoui informed the Commission that the Trolley Bus which now service the Lynwood Teen Center located across the street from the park, on Mulford Avenue has two new bus stops added. Commissioner Cunningham asked if the Rapid Transit District (RTD) bus lines has been considered to be extended to the Transit Center which is located on Bullis Road and M.L.K. Jr. Blvd. Mr. Oskoui mentioned that he will check for that information and later provide the Commission with an answer, whether the RTD will extend its service route to the new Transit Center. Commissioner Battle stated, he is interested to know if the Lynwood Community Center has being considered for park and ride location. COMMISSIONS ORALS Commissioner Cunningham mentioned that he met with the Assistant City Manager and they discussed the problems resulting from continued abandoned vehicles, illegal selling of vehicles from private property and stripped down vehicles, left throughout the City. The City will make an effort to resolve the problem and if 3 0 problem continues to get worst, problems can be further discussed and consideration can be made to make changes in the local agency policies. Commissioner Cunningham mentioned that front yard parking will not be eliminated entirely, however, both the Traffic and Code Enforcement Department's, if they become involved and participate at the meetings, can make some positive changes to the existing problems. Commissioner Cunningham mentioned that he discussed, at the last Traffic and Parking Commission meeting, that a parkway tree's lower branches were creating traffic visibility problem at the corner of Imperial Highway and Cornish Avenue, and the tree branches have now been trimmed. Commissioner Cunningham asked if the Commissioners would be able to continue to receive work orders of their concerns that they express after each Traffic and Parking Commission meeting. Mr. Oskoui replied that staff will continue to provide the Commissioners with the work orders. Commissioner Battle, apologized and stated that he regretted not being able to attend the last meetings, however, his working hours have conflicted with some of the prior scheduled Traffic and Parking Commission meetings. He stated, he is expecting his work schedule to changed in January, 1993, and should be able to attend the future scheduled meetings. Commissioner Battle, expressed concern that vehicles frequently violate the posted speed limit and run the traffic signal light at the intersection of Atlantic Avenue and Carlin Avenue. The violations occur normally during commuting hours, from 7:00 a.m. and 10:0 a.m., and from 5:00 p.m. to 7:00 p.m. Commission Battle, requested that the Sheriff's Department surveillance that intersection. He also expressed concern that the Sheriff Department may experience surveillance problems, an inabiliity to hide their Sheriff's vehicle from view for surveillance purposes. Officer Bryant stated that the Sheriff can perform a patrol check at location for violators. Commission Battle discussed that private property lots are being used to sell vehicles at intersection of Atlantic Avenue and Carlin Avenue on the northwest corner of where the market is located, vehicles are being sold from the lot and asked if the lots could be fenced off. He also mention that at the old dairy, at the corner of Atlantic Avenue and Carlin Avenue, vehicles are being sold illegally from the property. 4 0 0 Mr. Oskoui replied, regarding private property, the City does not have the authority to fence off private property, however, if the nuisance problem occurs regarding private property, staff can address the problem with the City Council and request to set a public hearing for nuisance abatement. Commissioner Cunningham mentioned that the bus stop benches on Atlantic Avenue and Carlin Avenue are in bad condition. Commissioner Battle asked if the Sheriff Department have access to radar system for Atlantic Avenue and Carlin Avenue to target vehicles that violate the posted speed limit. Officer Bryant mentioned that the radar is not available. It was not included in the Sheriff's Department budget. Commissioner Battle expressed that whenever the I -710 Freeway has traffic backup problems, the overflow of vehicle traffic is diverted onto Atlantic Avenue, creating a vehicle backup problem. Staff can request the Code Enforcement Department to contact the property owners, to have them remove the abandoned vehicles request that they stop the selling of vehicles from their lots. Mr. Oskoui mentioned that he will address and send a memo to the Code Enforcement Department and request them to investigate the vehicle selling problem. Mr. Oskoui announced that four items will be discussed in detail at its January, 1993, Traffic and Parking Commission meeting to inform the Commission of proposed projects. However, a list of the project will be provided and handouts will be given to each of the Commissioners at the December, 1992, meeting. Mr. Oskoui announced that the annual Commissioner's dinner will be held on December 10, 1992, at Bateman Hall and all the Commissioners have been invited to attend. Commissioner Cabaret mentioned that the complaints that he addressed at the last two meetings of October and November, 1992, have all been resolved. ADJOURNMENT A motion was made by Commissioner Cunningham to adjourn the meeting of the Traffic and Parking Commission to the third Thursday, December 17, 1992 at 6:00 p.m. The motion was seconded by Commissioner Battle. MURGA, DIRECTOR OF PUBLIC WORKSy0,� SUBJECT: REVIEW OF SAFETY CONDITIONS CC Intersection of Josephine Street and Fir Street PURPOSE: To recommend that the Traffic and Parking Commission support staff's recommendations for providing additional safety measures at the intersection of Josephine Street and Fir Street. BACKGROUND: Staff has reviewed a complaint received in person from Ms. Adela Jimenez, residing at 3636 Josephine Street, who complained about the safety conditions at the subject intersection. Ms. Jimenez has expressed her concern with regards to drivers speeding through Josephine Street and Fir Street. In addition, Ms. Jimenez complained about a number of accidents that have lead to property damages. ANALYSIS: Josephine Street and Fir Street are both residential streets which form a T intersection, and have the following characteristics: Josephine Street o Property line to property line width: 55.41 feet west of Fir Street, 50 feet east of Fir Street o Curb to curb width: 42 feet west of Fir Street, 30 feet , east of Fir Street o Speed limit: 25 MPH Fir Street • Property line to property line width: 50 feet • Curb to curb width: 35 feet • Speed limit: 25 MPH The intersection is controlled by a stop sign at Fir Street. Some of the residents in the area have explained that , they have noticed a number of hit and run accidents causing property damages that were not reported. 0 0 Staff has reviewed the accident reports for the subject area for a two year period of June 1990 to June 1992 (see attached copies of SWITRS report). The reports reflect three accidents for that period. o 11.30.90 Broadside, failed to observe stop sign 0 2.28.91 Broadside, failed to observe stop sign o 6.22.91 Hit fixed object In order to address the problems with failure to observe the stop sign at Fir Street, and accidents causing property damage the following corrective and additional safety measures can be implemented: 1. The Sheriff's Department implement a selective enforcement program in the area to address the failure to observe the stop sign at Fir Street and the speeding issue, to implement a selective enforcement program and report the detailed results of the program to the Commission in three months (May of 1993). 2. The Sheriff's Department be on the look -out for the unreported accidents (see attached copy of memo to the Sheriff's Department). 3. To provide additional safety measures. The Department of Public Works will install a double head arrow sign (W 56) with a yellow type N marker reflective background at the intersection. These signs will warn the drivers traveling southbound on Fir Street that the street does not go through. In addition the existing 24 by 24 inch stop sign will be replaced with a 36 by 36 inch stop sign for better visibility (see attached sketch). 4. Replace the existing 150 watts street light fixture with a 250 watts fixture, to further improve visibility at night. 5. Staff will monitor the accident reports in the next three months and evaluate the effectiveness of the proposed additional safety measures as outlined in items 1 through 4. If it is determined that the proposed additional safety measures have not resolved the problems, staff will bring back a report to the Commission with additional recommendations for it's consideration. RECOMMENDATION To recommend that the Traffic and Parking Commission support staff's recommendations for providing additional safety measures at the intersection of Josephine Street and Fir Street. BACKGROUND: A request to prohibit parking on one side of Pear Street, from Redwood Avenue to the end of the cul -de -sac, was received from Ms. Nita Allens, residing at 11428 Pear Street. ANALYSIS: Staff conducted a field survey of Pear Street. Results of the survey are summarized as follows: 1. Property to property line width is 40 feet. 2. Curb to curb width is 30 feet. 3. Length of the street is 165 feet. 4. Number of parking spaces available: A.) Five (5) on the west side. B.) Three (3) on the east side. 5. Street sweeping schedule hours are: A.) Mondays 6 -8 A.M. on the east side. B.) Tuesdays 6 -8 A.M. on the west side. In addition, a "Resident Opinion" survey was conducted. Summary of the survey as well as the survey forms are attached. Four of the residents preferred parking prohibition on the east side of the street. Three residents preferred the prohibition on the west side and one did not want parking removed. T07-090 0 E Also, due to the narrow width of the street the prohibition on one side of the street will make the access for emergency vehicles easier. Based on the results of the "Resident Opinion" survey and field surveys, and considering that by eliminating parking along the east side of the street, less number of spaces will be eliminated compared to the west side. ANALYSIS: Per City Council Resolution 79 -89 (Attachment "A ") which outlines the following warrants for assigning on street handicap parking; in order to assign an on- street handicap parking space all of the following warrants must be met: 1. Applicant or guardian must be in possession of a valid license plate "Disabled Person" or "Disabled Veteran" issued by the California Department of Motor Vehicle on the vehicle. 2. The proposed disabled parking space must in front of the disabled person's place of residence. 3. Subject residence must not have off - street parking available or off - street space that may be converted into disabled parking. 4. Applicant must provide a signed statement from a medical doctor. 5. Applicant must pay an initial fee of $15.00. 6. Applicant must pay an annual fee of $10.00. Staff interviewed the applicant and she explained that although there is a garage that can be accessed through the alley yet maneuvering the vehicle at such a short space is almost impossible for her. It must be emphasized that even "disabled parking zones do not constitute "Personal reserved parking,- and, that a person with valid "disabled persons" license plates (DP or VT plates) may park in such stalls. Persons parking in such stalls without valid DP or VT plates may be cited and towed away as resolved by City Council Resolution No. 77 -89. Normally, in establishing on- street parking facilities for the disabled there shall be a reasonable determination made that the facility will serve more than one disabled person and that the need is of an on -going nature. The intent is to prevent the pro- liferation of special parking stalls that may be installed for a short -term purpose but later are seldom used. Unjustified installation of such parking stalls unnecessarily increases the City's maintenance and operations costs reduces available on- street parking for the general public and detracts from the overall effectiveness of the disabled persons parking program. However, exceptions may be made, in special hardship cases, provided all of the following conditions exist: (1) Applicant (or guardian) must be in possession of valid license p lates for "disabled persons" or "disabled veterans" issued by the California Department of Motor Vehicles on the vehicle. It must be emphasized that even "disabled parking zones" do not constitute "Personal reserved parking," and, that ao person with valid "disabled persons" license plates (DP or plates) may park in such stalls. Persons parking in such stalls without valid DP or VT plates may be cited and towed away as resolved by City Council Resolution No. 77 -89. Normally, In establishing on- street parking facilities for the disabled there shall be a reasonable determination made that the facility will serve more than one disabled person and that the need is of an on -going nature. The intent is to prevent the pro- liferation of special parking stalls that may be installed for a short -term purpose but later are seldom used. Unjustified installation of.such parking stalls unnecessarily Increases the City's maintenance and operations costs, reduces available on- street parking for the general public and detracts from the overall effectiveness Of the disabled persons parking program. However, exceptions may be made, in special hardship cases, provided all of the following conditions exist: (1) applicant (or guardian) must be in possession of valid license plates for "disabled persons" or veterans" issued by tai a ornia Department of Motor Vehicles on the vehicle. (2) The proposed disabled parking space aiust be in front of the disabled persons place of residence. (3) Subject residence must net have off - street parking available or off - street space that maybe converted into disabled parking. (1) Applicant must provide a signed statement from a medical doctor that the disabled parson is unable (even with the kid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or bar home and automobile without the assistance of a second person. (5) Applicant must pay an Initial fee of $15.00 to cover the cost of field investigation, installation, maintenance and future removal. (6) Applicant must pay an annual fee of $10.00, after the first year, to cover the cost of yearly investigation to confirm the pre- sent need for the handicapped parking zones. Note: Please do not sead check until after this application has been reviewed by the Traffic and Parking Commission and approved by the City. STEIN TIM ti 1IAI I' \% R I I LR County transit officials said 'Thursday that they are working toward opening the Metro Red Line subway Jan. 11 after expressing confidence that they have sort- ed out problems with the train system's supplemental brakes. Announcement of the tentative start date, which Is two months ahead of sched- ule, leaves only one major issue to be resolved —which police agency will patrol the subway Although the Los Angeles County Transportation Commission will not take up the potentially messy issue until next month, the Los Angeles Police Department and Southern California Rapid Transit District Transit Police Department already are competing for the job. The Los Angeles City Council is sched- uled to formally approve the LAPD plan to bid for the contract today The council's Public Safety Committee on Monday rec- ommended approval of the LAPD's bid, citing the benefits of coordinating security above ground and below Opening day for the subway had been held up by a nagging problem with the subway cars. They would not slow by coasting on their electric motors —a pro- cess that also generates electricity and improves the trains' efficiency The short - circuiting problem eventually was traced to two flaws, faulty diodes and inadequate weatherstripping; both are being repaired. Based on the cost of security on the Metro Blue 1-me, a force that size could cost between $3.9 million and $4.6 million a year. That figure would represent about one -third of the amount the RTD budgets for security on all its 2,100 buses, and it is likely to heat up the debate over whether inner - city bus riders receive second - class service while millions are lavished on the region's new train tines. The RTD has estimated that • $1.25 is spent on security for each Blue Line train rider, but only about 3 cents is spent on security for each bus passenger. In the past, the LACTC has said train security is vital to winning public acceptance of the rail sys- tem. Without making that system as attractive as possible, they con- tended, the congestion- fighting and smog- cutting benefits from the region's multibillion -dollar in- vestment in trolley lines and sub- ways may be diminished At the same time, Neil Peterson, executive director of the commis- sion, said that improving bus secu- rity will be his "highest priority in the next three to four months," and he has formed a task force to find some ways to cut down on bus crime. "Nobody in the country has a good way to do that ]fight crime on buses]," he said. "Now that we've done it on trains, we are committed to try to do the same on buses. But there is a real issue of how to do it." He said the task force is sched- uled to report back to him in 90 days. Regardless of equity, the process of selecting a police force for the Red Line may open old wounds in the RTDAransit force's rankpand file. Twice the members of"the RTD board of directors decided�to use transit police to patrol the Blue Line and twice the commission board forced them to recant in favor of Los Angeles County sher- iff's deputies. LACK officials said the depu- ties more experienced and professional, and thus worth the additional cost That premium was estimated to be as high as $3 million a year. Security on the Blue Line ac- counts for nearly a third of its total operating costs. In comparison, se- curity on New York City buses and subways is estimated to account for 8% of that system's operating costs. The twin rejections, both made in public amid considerable rancor, badly hurt morale among the 198- member transit police force, union leaders said. Several of the county's top tran- sit officials, speaking on the condi- tion of anonymity, said they be- lieved the LACTC has designed the Red Line to accommodate the LAPD —for example, by revamp- ing the emergency communica tions system at a cost of $2 million to be compatible with the city - force's radio system. This, they said, indicates a pref- erence—if not a prejudice —for the LAPD. Peterson flatly denied any pre' disposition to either police agency- "There can't be a deal•Wuck;' he said. "it takes the approval of the city for the LAPD to bid foi the -job, and it takes the approval of the [ LACTC) board to geleet a bidder. Neither event has h ap ened yet:, k^ RTD Police Chief Sharon Papa also downplayed the significance of the communications system. She said the LAPD inevitably would be called on for help with any major incident, and once the LAPD offi- cers are underground, they would need a reliable and compatible radio system. Selection of the LAPD to patrol the fled Line could have dividends for the city, however, by providing new money— transit funds —to ex- pand the depleted LAPD.
