VACATION OF ARVAL AVENUE INFORMATIONAL ITEMS COMMISSION ORAL COMMUNICATIONS Mr-T- -u A REGULAR MEETING OF THE TRAFFIC AND PARKING COMMISSION OF THE CITY OF LYNWOOD January 23, 1991 A regular meeting of the Traffic and Parking Commission of the City of Lynwood was held on the above date. The meeting began at 6:00 p.m. in the City Council Chambers at 11330 Bullis Road in the City of Lynwood, California. CALL TO ORDER The meeting was called to order by Chairman Robert Archambault. Commissioners Joe Battle, Delmar Cabaret, William Cunningham, Edward Pacheco and Chairman Archambault answered roll call. Jahanshah Oskoui, Assistant Director, Oretha Williams, Administrative Analyst 1, Department of Public Works, and Officer Donald Goss of the Lynwood Sheriff's Department were also present. PLEDGE OF ALLEGIANCE The pledge of allegiance was lead by Commissioner Battle. ACKNOWLEDGEMENT OF POSTING Mr. Oskoui affirmed that the January 23, 1992, agenda was posted 72 hours prior to the scheduled meeting in accordance with the Brown's Act. APPROVAL OF MINUTES Commissioner Cabaret motioned to accept the minutes. Commissioner Pacheco seconded the motion. It passed unanimously. PUBLIC ORALS There were none. 1 r� � • SCHEDULED MATTERS Item No. 6. New Speed Limits - Five Year Speed Study. Mr. Oskoui mentioned, under the California regulation, the law prescribes, if radar is to be used to enforce posted speed limits, a new study has to be completed every 5 years. It has been more than 5 years. In contract agreement with the City of Lynwood, the Los Angeles County, Department of Public Works, completed an analysis and new speed limits have been recommended. Mr. Oskoui informed the Commission that, as part of the study, several factors were considered, such as, accident reports, traffic volume, etc. However, the dominant speed traveled by the motorist, less 5 miles increment, has presidents in setting new speed limits. Basically, the majority of the streets' speed limits will remain unchanged except for Martin Luther King Jr. Boulevard, from Bullis Road to the east City limits from the 40 mph to 35 mph, and from Wright Road from Duncan Avenue to Fernwood Avenue from the existing 35 mph reduced to 30 mph. Mr. Oskoui informed the Commission that the item will be presented with an ordinance for acceptance by the City Council at its meeting of February 14, 1992, and the City Ordinance will be forwarded to the Compton Municipal Court following the City Council's acceptance. Commission discussion followed. Commissioner Battle expressed concern and opposition to the new recommended and reduced speed limit set for Martin Luther King Jr. Boulevard from Bullis Road to the I -710 Freeway. He expressed that the on -ramp to the I -710 Freeway entering from Martin Luther King Jr. Boulevard will eventually be re- opened and sense that the new reduced speed limit will not accommodate the appropriate speed for traffic entering the freeway and, therefore, speed should not be reduced, considering that fact. Commissioner Battle, expressed that he does not agree with the new speed limit set for eastbound traffic for that portion of Martin Luther King Jr. Boulevard from Bullis to I -710 Freeway and desire to act on a separate motion. Commissioner Cabaret asked whether or not that Martin Luther King Jr. Boulevard will need to a new study around the reopening of the I -710 freeway on /off ramp. Mr. Oskoui, explained that the reopening of the I -710 freeway will change the surrounding street characteristics. Therefore, a new study, at that time, again will need to be done of Martin Luther King Jr. Boulevard. Mr. Oskoui reiterated, if the City desires to cite speeding vehicles based on radar, an update must be made and approved, therefore request the Commission's support. 2 rN Commissioner Cunningham motion to support staff's recommendation to accept the new recommended speed limits with an ordinance to be forwarded to the courts and Commissioner Cabaret seconded the motion. It passed unanimously. Commissioner Battle opposed. INFORMATIONAL ITEMS Mr. Oskoui summarized the Public Works Monthly Report activities for December, 1991, Monthly Goals scheduled for February, 1992, informed the Commission that the Garage Division has recently purchased a digitized computer, purchase authorized by the City Council, to analyst and detect problems and potential problems of various types of vehicles and Traffic Impact Study associated with the proposed vacation of Arval Street, at which, the property at the rear of the St. Francis Medical Office facilities and explained that it is a required condition that more parking spaces be provided for the parking lot, and therefore, Arval Street will be vacated. Commission discussion continued. Commissioner Pacheco expressed concern of vehicles continuously parking in the alleyways along the parking lot east of Arval and directed the Sheriff's Department to respond to the matter. Mr. Oskoui informed the Commission that a public hearing has been scheduled for February 4, 1992, notices have been distributed as ordered by law, and notice placed in the local newspaper relating to Arval Street Vacation. Commissioner Pacheco asked if alleyway curbs can be painted red. Mr. Oskoui, replied, if any vehicle is parked illegal in the alleyway, the Sheriff's Department may ticket vehicles in violation. COMMISSION ORALS Commissioner Pacheco, requested status of the on and off ramps proposed for installation on Atlantic Avenue. Mr. Oskoui explained, the City, approximately one month ago, met with Caltrans and the City provided Caltrans with a proposal. The City is now awaiting on response from the State. Mr. Pacheco requested information to the current cost for on -ramp installation. Mr. Oskoui replied that he would have obtain the current cost. He added, the proposed cost, four to five years ago, ranged around three million dollars to construct an on -ramp on Atlantic Avenue. 0 M 9 9 Commissioner Cunningham mentioned, presently a tow service operation is taking place in a residential area located at 10701 San Miguel Street near the intersection of Abbott Road. A male has been observed to operate the tow service from his home without possession of a permit. Commissioner Cunningham explained that he has observed vehicles rotating from property to the public street. In one instance, the operator parked a car on the street bearing expired license plates. Although the prosecuting attorney is aware of situation and will write letters to offender, the Commission can observe and watch for results. Commissioner Cunningham, expressed a tree needs trimming and is concerned of the overgrown foliage of a palm tree at the driveway, in front of Eddie's market locate north east of Clark's Drug Store. Commissioner Cunningham expressed concern of visibility problem for motorist entering Imperial Highway from south bound traffic on Ruth Street and directed staff to investigate conditions. Commissioner Cabaret, requested Mr. Oskoui to enlighten the Commission on the practice of speed bumps in public right of way and whether they are considered legal. He has observed other City streets with speed bumps. He stated that he supports speed bumps as a means to reduce traffic speeds thereby reducing accidents involving pedestrians. Mr. Oskoui, responded that he will check and determine if speed bumps placed in streets are legal. Commissioner Battle, raised question concerning possibility of City upgrading area on Long Beach Boulevard, south of Agnes Street. He explained that the streets in the area has poor lighting. It is often that street lights are out of order and the existing street lights need upgrading to brighten up the area. Mr. Oskoui informed the Commission, the Long Beach Boulevard Reconstruction Project will improve the light condition on Long Beach Boulevard. Mr. Battle expressed concern that Carlin Avenue is poorly lighted. Commissioner Cunningham requested status of the Mervin Dymnally Park Project. 4 Q Mr. Oskoui, replied that the Park Project information is made available by the Parks and Recreation. Mr. Oskoui discussed the Irrigation and Water Reclaimed Project (water from Los Coyotes and 12" pipeline from Whittier) The project will start in three weeks. He explained that the City will save 25% on non - potable water by providing to special users, for example, St. Frances Medical Center and other agencies. Other Cities will participate in this program, such as Downey, Santa Fe Springs and Norwalk. The non - potable water will come from Los Coyotes. An advantage is that the City will not pay for the waterline. The City will identify potential users, such as St. Frances Medical Center, this system will allow the City to save 25% on non - potable water. Commissioner Cunningham, expressed concern that handicap parking spaces on private property are being misused by vehicles without handicap identification. He wanted to know if manager /clerk had to initiate complaint against violators. Mr. Oskoui explained, if handicap parking spaces are on private property, the owner, manager or clerk of property would have to initiate complaint and handicap signs in place. The Sheriff's will not respond otherwise. Chairman Archambault, submitted a list of Code Enforcement complaint's. Chairman Archambault, mentioned that one of his neighbors, Mrs. Smith, wife of the late Commissioner Smith, witnessed, late at night, a van load of people dropped off at a house on Los Flores and Penn Street. Mr. Oskoui, mentioned that the City does not have jurisdiction to respond to such a complaint. The Code Enforcement Department may get involved, if complaint is valid. Which means that the garage to the house has been converted to living quarters with occupants. Commissioner Battle, made a suggestion, he suggested that Commissioner Archambault may contact the Sheriff's Department, in which they may give direction to a contact person for investigation purposes. 9 9 9 A motion was made by Commissioner Cabaret to adjourn the meeting and convene on Thursday, February 27, 1992 at 6:00 p.m. of the Traffic and Parking Commission in the City Council Chambers. It was seconded by Commissioner Battle and carried unanimously. The meeting adjourned at 7:13 p.m. 0UDS }Y(. PURPOSE: That the Traffic and Parking Commission review staff's engineering study regarding the traffic safety conditions at the intersection of Ruth Street and Imperial Highway and support staff's recommendation to implement the outlined additional safety measures. BACKGROUND: In the January 23, 1992, Traffic and Parking Commission meeting, Commissioner Cunningham requested staff to investigate the traffic safety conditions at the intersection of Ruth Street and Imperial Highway. Commissioner Cunningham wanted to ascertain that motorists traveling from Ruth Street into Imperial Highway do not have visibility obstructions. ANALYSIS: • Ruth Street is a residential street with the following geometric characteristics (see attached sketch): Right -of -Way width: 50 feet Curb -to -Curb width: 30 feet Type of intersection: T- intersection with Imperial Highway Alignment: North -South Type of control: Stop control on Ruth Street • Imperial Highway is a major arterial with the following geometric characteristics (see attached sketch): Right -of -way width: 100 feet Curb -to -curb width: 70 feet Alignment: East -West In addition, staff has obtained the following pertinent data: A. Accident History: There has been one accident in the past two years (1990 and 1991) at the subject intersection (see attached collision diagram): - April 15, 1990, hit fixed object, driver under influence. Speed limits: Ruth Street: 25 mph (Prima Facie Speed) Imperial Highway: 40 mph (Posted) With only one accident in two years, the intersection is not a high accident location. It should be noted that the accident was caused by a driver under the influence, hitting a fixed object. This type of accident is not considered to be correctable using conventional traffic control. In addition, a recently completed speed zone study which set the 40 mph speed limit for Imperial Highway, also indicated an accident rate for the segment of Imperial between Long Beach Boulevard to Bullis Road, comparable to the County's average accident rate. Furthermore, Ruth Street is a designated route for school children (see attached Elementary School Safest Route Map) with an assigned adult crossing guard and a pole mounted flashing beacon ensuring additional safety for them. In order to evaluate the visibility conditions at the subject location, staff after visiting the site prepared the attached visibility diagram. The diagram illustrates that motorist stopping at the stop sign on Ruth Street do not have visibility obstructions and will have full view of vehicles traveling east bound or west bound on Imperial Highway. It is concluded that the intersection of Imperial Highway and Ruth Street is presently operating safely, however, to further improve safe operation of the intersection, staff recommends the implementation of the following additional measures: 1. Installation of two thirty (30) feet long sections of red curb on the north side of Imperial Highway, immediately east and west of Ruth Street. 2. Restripe the existing school cross walks on Ruth Street and Imperial Highway. 3. Replace the existing 24 inch by 24 inch Stop sign at Ruth Street with a new 30 inch by 30 inch sign. 4. Trim the parkway trees in the area to ensure unobstructed visibility. 5. For the Sheriff's Department, to study the traffic on Imperial Highway at the subject location and to ascertain that motorists observe the posted 40 mph speed limit and report back to the Commission with its findings in three months. Murga, Director of Public Works 0i BY: Jahanshah Oskoui, Assistant Director of Public Works SUBJECT: Arval Avenue Vacation PURPOSE To recommend that the Traffic and Parking Commission review the proposed Arval Avenue vacation, set up a public hearing and present its recommendation to the City Council. As part of the conditions of approval for the Conditional Use Permit No. 32, per Planning Commission Resolution No. 2362, the vacation of Arval Avenue was required (see attached). The reason for the proposed vacation, was to accommodate additional parking spaces on Arval Avenue by changing the parking configuration. On December 17, 1991, the City Council adopted a Resolution (see attached) declaring its intention to vacate and abandon Arval Avenue and set a public hearing. At its meeting of February 4, 1992, the City Council held the public hearing and voted to continue the public hearing to the meeting of February 18, 1992, to allow the public additional time for comments. City Council at its meeting of February 18, 1992, directed staff to take this matter back to the Traffic and Parking Commission for additional study and review, including issues as related to handicapped and full size parking spaces and come back to City Council with its recommendation. ANALYSIS Presently, the parallel parking configuration accommodates approximately five to seven cars on each side. A perpendicular compact car parking configuration would accommodate twelve stalls on each side of the street, for a total of 24 compact spaces. A traffic impact study for the proposed vacation of Arval Avenue was conducted (see attached report). The study indicates that the vacation of Arval Avenue, and its conversion to a twenty -four (24) car parking lot, will not have significant traffic impact on the affected properties. RECOMMENDATION That the Traffic and Parking Commission review the proposed Arval Avenue Vacation, set up a public hearing and present its recommendation to the City Council. Proposal : The applicant is requesting that Condition No. d. (1) of Section No. 1 of Resolution No. 2362 of Conditional Use Permit No. 32 be extended for one (1) year and that they be allowed to lease the remaining 13,000 plus square feet of office space in the Imperial Stockwell Medical Building at 3680 Imperial Highway in the HMD (Hospital- Medical - Dental) zone. Facts : on January 8, 1991, the Planning Commission approved Resolution No. 2362, of Conditional Use Permit No. 32 (CUP 32) to increase available parking to 208 spaces for the existing Imperial Stockwell Medical Building (see Attachment A.). In part, Resolution No. 2362 requires that: 1. Eighty -four (84) parking spaces be maintained ( Section No. 1 1. b. (1)). 2. Maintain 33 parking spaces in the triangular lot (Section No. 1 1. b. (2)). 3. Restripe "Lot A" for 39 (parking) spaces (Section No. 1 1. b. (3). 4. Apply and obtain City approval for the vacation of Arval Avenue (Section No. 1 1. c.). 5. Applicant acquire the triangular residential lot across from the building for parking spaces; and, obtain a noncancellable and recordable lease contract for additional off -site parking in the vicinity of the Imperial Stockwell Building (Section 1. 1. d. (1) (2)). With respect to Condition No. 1. c. of Section No. 1 (item No. 4 on the above list), the applicant has applied to the City for approval of the vacation of Arval Avenue. However, the application is still under review by the Public Works /Engineering Department (see Attachment B.). The applicant has submitted proposals to a neighboring resident to purchase property for demolition to provide parking for the subject site (see Attachment B.) . With respect to all the other conditions cited above, the applicant has shown compliance. O ff believes that the applicant shown a good faith effort in complying with requirements of Resolution No. 2362 and recommends approval of the request to extend for one (1) year Condition No. d. (1) of the resolution. The Staff recommends that the applicant be allowed to lease 6,000 square feet of office space during the extension period. At the end of the extension period, the application and conditions under Resolution No. 2362 will be reviewed. Recommendation : Staff respectfully requests that after consideration the Planning Commission extend for one (1) year Condition No. d. (1) of Resolution No. 2364. 1. The applicant is requesting approval of a Modified Conditional Use Permit to increase available parking to 187 spaces for the existing Imperial Stockwell Medical Building at 3860 Imperial Highway in the H -M -D (Hospital - Medical- Dental) zone. Facts: Section 25 -13.8 of the LynVood Zoning Ordinance requires that a Conditional Use permit be obtained prior to construction in an H -M -D zone. The original approval of this structure was based on a CRP thus the requirement for modification. 2 . The property is located on the south side of Imperial Highway between Martin Luther King Jr. Boulevard and Stockwell Drive. The property in irregular in shape and totals approximately 52,010 square foot. 7. The property is presently developed with a five story medical office building with underground parking and additional adjacent parking. The surrounding land uses comprise of a mixture of residential and commercial which are as followst North - Commercial South - Residential 4. The Planning commission approved a modified Conditional Use Permit under Resolution No. 2309, approving a change in building usage and requiring additional parking. The applicant is now requesting a second modification, as the original proposal cannot be realized. Under this modification the applicant proposes to provide a total of 187 parking spaces. Review At its regular meeting of fcember 27, 1990, the Site Plan Review Committee evaluated the proposed development and recommended approval to the Planning Commission subject to specific conditions. 7. zoning Enforcement History None of Record a. Public Response None of Record Analysis And Conclusion 1. Consistency With General Plan The property is consistent with the existing zoning classification (HND) and the general plan designation (Commercial). Therefore, granting Conditional Use Permit No. 32 will not adversely affect the Lynwood General Plan. 2. Analysis On September 29, 1981, Resolution No. 790 was approved for development of a five (5) story Condominium Medical building with one - hundred fifty (150) parking spaces. The number of required spaces was derived based on providing parking for thirty (30) medical suites, as amended by Resolution No. 961 for the same development. On January 9, 1990, the City Planning Commission approved modified Conditional Use Permit No. 32 allowing a change in building usage and requiring additional parking. it was the change in building usage (the leasing of space to tenants which are more labor intensive) that has caused a problem whereby patrons have been forced to park on residential streets and other commercial development sites. complaints had also been registered by adjacent business owners who own a portion of the triangular lot on the subject site. Moreover, the management company (American Real Estate 6 parking beneath the building only for Ama As of this date the owners of the Stockwell building have not been allowed to lease the remaining floor and one -half (4th and 5th floors) of tenant space in the building. As mentioned the first modification cannot be realized as there was a problem with the original dimensions submitted to the City for the restripinq of the triangular lot. di,k80:c6vU • Within the.last two months] anninq staff has hold several meetings with a representat vs of American Real Estate Group (representing New West Federal Savings), a representative of a potential new owner for the Imperial Stockwell Building, and other owners of commercial property adjacent to the Imperial Stockwell development. These meetings were held to examine alternatives for increasing parking availability. If the structure were built today in accordance with current parking standards, the site would have to provide two - hundred eight (208) parking spaces. Studies have been completed on various means of acquiring additional parking; these include: a. Restriping a jointly owned triangular parking lot behind the Building. Imperial Stockwell Building owns 5/17 of available parking on this lot or » spaces. It has been concluded that restrlpinq would not result in additional parking. b. Restriping "Lot As adjacent to the Imperial Stockwell Building. Additional spaces can be provided on this lot, a restripinq plan has been prepared with a total of 39 spaces. c. Review parking available to the public on three parking levels in the imperial Stockwell Building. A total of 84 parking spaces are available, at least 20 of these will be accessible to the public. d. Acquisition of a triangular residential lot across the alley from Imperial Stockwell on Stockwell Avenue. This lot has been available for sale in the past although it is currently off the market. A. striping plan has been prepared which would provide 16 now parking spaces. a. vacation of Arval Avenue from Century Boulevard east to an alleyway serving both commercial development on Century Boulevard and the triangular parking lot mentioned in Item 4.a. A striping plan has been prepared which shows that 24 compact parking spaces could be provided if Arval Avenue was converted to a 20 wide alleyway with parking on either side. f. Acquisition of off -sits parking within the vicinity of the Imperial Stockwell Building through lease agreements. It is anticipated that some additional parking could be acquired by the Imperial Stockwell Building for employes and long term parking needs and make parking at the building more readily available for visitors. The Redevelopment Agency may at some point build a parking structure to meet the long term needs of existing and future development in the MM Redevelopment zone. We obtained all ownership records for that entire block. (a copy of which is enclosed herein). 2. We searched to see if any of the above were being marketed for sale through the M,s, newspapers, and local brokers. 3. We found that the property known as 11005 Stockwell Dr. was being marketed by the office of Bob Compton Realty Company. 4. On or about Oct. 7, 1991, we spoke to a Ms. Betty Norris at the above office (tel. I (213) 564 -5771) and requested the information. She said she thought there are some problems with the sale, that the agent in charge ( "Ron ") was not available, but she was kind enough to fax us a copy of the plot map. (dated copy enclosed). We were finally able to speak to "Ron" about a week later, he told us that there has been a death in the owner's family and that they have decided to withdraw the property from the market. 6. We than proceeded by contacting the other owners on the list. By Oct. 19 we had spoken to every owner on the block except for one (William Raimann) who did not live on the property and who was not accessible. We tried to solicit at least one of the owners to sell, at Mr. Rastogar's request we offered up to 254 above market prices, but none of the owners wanted to sell. 1..../2 9 May 30, 1991 Page 2 of 2 pages F 7. During the last half of December Mr. Rastegar notified us that he intends to hire another firm (Matlow Kennedy which is a much larger firm and has offices closer to the area) to pursue the matter. We asked him to allow us two more weeks to try one more time. Subsequent to his approval we re- contacted all the owners on the block and did our beat to procure at least one property. Eventually we had to contact Mr. Rastegar during the first week of January and inform his that we were unable to procure the property that he had wanted and agreed to turn the matter over to Mr. Jeff Evans of Matlow Kennedy. MLK Boulevard, Imperial Highway, and Stockwell Drive - - -and parking for the buildings immediately adjacent to it. The triangular parking area serves primarily the first two, but it is likely a few from the residential structures on Stockwell Drive also make use of it. The triangular parking area is also accessible via two alleys which join Stockwell Drive, but Arval Avenuc is the primary connection as shown by the traffic counts (Figure 2 sum marizes the 24 hour total, and morning and afternoon peak hours) - -- almost 70% of the inbound trallic and some 55% of the outbound traffic use it. The proposed driveway aisle would be approximately 20' wide between the back ends of parked vehicles. This would be, at best, an uncomfortable condition for a through driver, even though the length is not great. It would be even more discouraging if, as can be expected, la ger than compact cars park in some of the spaces marked along " Arval Avenue" On that basis, it is estimated that roughly balf of the present users of Arval Avenue would find it more desirable to exit onto or enter from Stockwell Drive (or a suggested new driveway on Imperial Highway, discussed below). The resulting traffic flow estimates arc shown in Figure 1 It is possible that the increase on the southerly alley at Stockwell Drive ntav he noticed by the abutting building occupants. The change at the northerly end would not only involve fewer vehicles, but a much smaller percentage of the cx sting use and would, therefore, be most unlikely to be noticed. It appears possible that some of the traffic diverted from Arval Avenue could be encouraged to use right turns from and on to Imperial Highway if a driveway approach were constructed in the existing Medical Building parking lot. Figure 4 shows what the expected flows would be in that case. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD ORDERING THE VACATION AND ABANDONMENT FOR PUBLIC PURPOSES THAT PORTION OF ARVAL AVENUE, BETWEEN MARTIN LUTHER KING JR BOULEVARD AND THE FIRST ALLEY EAST OF MARTIN LUTHER KING JR BOULEVARD, CITY OF LYNWOOD, AS SHOWN ON TRACT NO. 14391, MAP BOOK 312, PAGES 1 AND 2, RECORDS OF LOS ANGELES COUNTY WHEREAS, the City Council of the City of Lynwood did, on the 17th day of December, 1991, adopted Resolution No. 91 -184, declaring its intention to vacate Arval Avenue between Martin Luther King Jr. Boulevard and the first alley east of Martin Luther King Jr. Boulevard, City of Lynwood, as hereinafter described; and WHEREAS, notices of said vacation have been published and posted in the time, form, and manner required by law; and WHEREAS, a Public Hearing on the matter wan held on February 4, 1992, as prescribed by law; and NOW, THEREFORE, the City Council of the City of Lynwood does hereby find, proclaim, order and resolve as follows: Section 1. That the following described street easement is unnecessary for present or prospective public use, is consistent with the general plan of the City of Lynwood, is not useful as a non motorized transportation facility as defined in section 156 of the California Streets and Highways Code, and that L the public interest, necessity, and convenience require, and the City Council of said City hereby declares its order to vacate and abandon said street easement: That portion of Arval Avenue west of Stockwell Drive lying between the easterly line of Martin Luther King Jr. Boulevard and the westerly line of the first alley east of Martin Luther King Jr. Boulevard, as shown on Tract 14391, Map Book 312, pages 1 and 2, records of Los Angeles County; Section 2. That this vacation is conditioned on the approval by the City Attorney of an agreement being signed and recorded by the Signal Medical Group and the Saint Francis Professional Building Inc., providing for the construction and continual maintenance of the vacated portion of Arval Avenue as a public parking lot, indemnifying the City of Lynwood against all cost, expense and liability in connection therewith, and providing that any termination or cancellation of the agreement shall require the approval of the City of Lynwood. Section 3. That a twenty foot (20') wide clear fire access lane be maintained in the vacated Arval Avenue, from Martin Luther King Jr. Boulevard to the first Alley east. L Section 4. Long Beach Blvd. Reconstruction Project, Phase IIB Project No. 5 -5084 Phase IIB is the third of four phases of the Long Beach Blvd. Improvement Project. The project comprises of the widening of both sides of the street, reconstruction of sidewalk, curb and gutter, installation of landscape medians, new street light upgrading, traffic signals at Burton Avenue and Cedar Avenue, from Agnes Street to Palm Avenue. Budget: $1.7 million Funding: Federal Hwy. Administration (86%), Street Lighting (9 %) and Gas Tax (58). Project Engineer: Paul Nguyen, Civil Engineering Associate Project schedule: Phase IIB started in December, 1990 and is scheduled to end October, 1992. Percentage completed: 508 Project Description Phase IIB is comparative to the other three phases, the street will be widened from its existing eighty feet right - of -way to ninety -four feet right -of -way. Furthermore, along that portion of the boulevard, landscaped medians will be constructed, sidewalk, curb and gutter will be reconstructed, street lights installed and traffic signal lights at two intersections, Cedar Avenue and Euclid Avenue, will be upgraded. The two existing north and south bound traffic lanes and parking on both sides of street will be maintained. Due to the difficulty in acquiring certain properties within the project area, the advertisement for the project has been delayed to late February, 1992, with a tentative bid opening scheduled for March, 1992. Project Status Advertisement for the bidding process is scheduled for late February, 1992. .. • 2. well No. 20 Project No. 5 -5118 Well No. 20 is located at 11720 Thorson Avenue. Budget: $250,000 Funding: Water Account Project schedule: Study will start in March, 1992 and is scheduled to be complete by May, 1992 Percentage completed: 58 Project Engineer: Raul Saenz, Water Division Supervisor Project Description The Consultant, Montgomery Engineers, will perform an economic and feasibility study on Well No. 20. The study will determine stable levels of iron and manganese. The consultant recommends viable methods to reduce those levels as mandated by the California Department of Health Services. Additionally, a hydrologist and efficiency analysis will be performed and recommendation will be made for improvements. Project Status Montgomery Engineers has been awarded a contract to start in March, 1992, an economic and feasibility study for 1991 -92 project. 3. Street Lighting Improvement Project Bullis Road From Platt Avenue to Imperial Highway Project No. 5 -5131 Southern California Edison is required by the City of Lynwood to underground their facilities in Underground District No. 8. Budget: $140,000 Funding: Street Lighting Project schedule: Poles will be installed in March, 1992 and will be complete by the end of April, 1992 Percentage Completed: 10% complete Project Engineer: Paul Nguyen, Civil Engineering Associate 2 Project Description: 4. The Southern California Edison Company is required by the City of Lynwood, Underground District No. 8, to underground all of their electrical facilities on Bullis Road, from Platt Avenue to Imperial Highway. Their work will involve the removing of wooden power poles in which the street lights are mounted. Seventeen (17) street lights will be installed on the east side of the street with high pressure sodium vapor luminaries. Project Status The project is being advertised, bid is scheduled for February 20, 1992, award of contract March 3, 1992. construction and installation shall follow. Relocation of Corporate Yard Project No. 5 -5132 Various maintenance departments will ultimately be moved to the new Corporate Yard located at 11750 Alameda Street. Project schedule: Started on October 28, 1990 and is continuing. Budget: $150,000 Project Funding: Water and LRA Funding Project schedule: Project started on October 28, 1990, is continuing. Percentage completed: 28% Project Engineer: Yadi Farhadi, Civil Eng. Assistant Project Description Seven maintenance departments will ultimately be moved to the new Corporate Yard site located at 11750 Alameda Street. The objective is to centralize all seven maintenance divisions. As a result of the Travelodge Motel construction located at 11401 Long Beach Boulevard, both the Water Maintenance and Building Maintenance Divisions have relocated to the new site. In February, 1992, the Electrical /Street Lighting Maintenance Division relocated to their new site. • Project Status Building A - A metal door side of the building which emergency exit. 0 was installed on the east will later be used as an Building B - 95% of the exterior painting has been completed, downspouts and roof maintenance have been completed, an access ladder to the roof has been installed, timer sensor, bypass for lighting system have been installed and ballards around columns have been installed. Building C - Rough plumbing was completed (gas pipe test and water were applied) window frames were installed, on the north and east side of the building and also east side of the hallway which connects to building B, connection between steel structure and wood framing was completed, phase I of rough HVAC was completed and sheet metal roof was completed. 5. Alameda Water Main Design Project No. 5 -5120 To optimize water flow efficiency, new ductile iron pipe is proposed for installation along Alameda Street, from Fernwood Avenue to Butler Street. Budget: $25,000 Funding: Water Fund Account for the designing of plans and writing of specifications. Project Engineer: Raul Saenz, Water Division Supervisor Project schedule: Project projected to start March, 1992 and is contingent upon budget. Percentage completed: 5% Project Descriotion: As part of a five year program, the water system will essentially be upgraded. Approximately 3,000 feet of 12" ductile iron pipe will be installed. The intent is to increase water flow efficiency along Alameda Street, from Fernwood Avenue to Butler Street. Project Status: The project is presently under study. 4 • 6. Bullis Road Improvement Project Project No. 5 -5138 Bullis Road from Lynwood Road to the South City limit will be restored. Budget: $300,000 Funding: Gas Tax and Section 108 funding Project schedule: Project started and is scheduled to be complete by March, 1992. Percentage completed: 108 Project Engineer: Jahanshah Oskoui, Asst. Director, Public Works Project Description Damaged sidewalk, drive approaches, curbs and gutters will be repaired along with overlaying of street pavement. Project Status Reconstruction work is presently being done to badly deteriorated sections of pavement so that the roadway will be prepared for the overlay of asphalt. 7. Rehabilitation Project: Wells 11 and 15, Boosters 1, 2 and 3 Project No. 5 -5128 Budget estimate: $110,000 Funding: Water Fund Project schedule: Bid opening was held on October 22, 1991. The Project started December 3, 1991 and is expected to be complete by March, 1992. Percentage completed: 808 Project Engineer: Raul Saenz, Water Division Supervisor Project Description Contractor will provide all labor, furnish materials, equipment, tools, transportation and services to perform all work required for rehabilitation. Move to involve: removal of motor, discharge head, and pump; brush, swab, and bail entire length of casing; redevelopment of aquifer to determine best efficiency operation; sizing for new motor and pump and upgrading of electrical panel. 9 Protect Stat. is The Contractor, McCalla Bros. is continuing with the rehabilitation. 8. Sidewalk Reconstruction Project Project No. 5 -5125 As part of this project, sidewalks , curbs and gutters, and drive approaches at 70 locations throughout the City will be reconstructed and wheelchair ramps will be constructed at approximately 10 locations. Budget: $80,000 Funding: SB -821 and Landscape Maintenance Project schedule: Construction is scheduled to start March 10, 1992 and completion is scheduled for by May 11, 1992. Percentage completed: 10% Project Engineer: Jose Molina, Civil Engineering Assistant Project Description As part of the Sidewalk Reconstruction Project, sidewalks, curbs and gutters and drive approaches at 70 locations through the City will be reconstructed and wheelchair ramps will be constructed at approximately 10 locations. Project Status The bid opening for this project was held on February 6, 1992. The lowest responsible bidder was Ancon Marine, Wilmington, Ca., with a bid of $70,317.50. 9. Televising and Cleaning Sewers Systems Project No. 5 -5135 Sewer locations will be televised to locate trouble areas and to clear sewer lines. Budget: $82,000 Funding: Water Fund N 0 0 Project schedule: Televising of the sewer systems is scheduled to start in March, 1992 and end in April, 1992. Percentage completed: 208 Project Engineer: Khoi Nguyen, Civil Engineering Assistant Project Description The project has been divided into two phases. On December 26, 1991, Phase I of the project was advertised. The bid opening was held on January 2, 1992. The lowest responsible bidder was National Plant Services of Long Beach, with a bid of $21,850. The City Council, at its meeting of February 4, 1992, awarded the contract to National Plant, as the lowest bidder. The first phase will include the cleaning and televising of approximately 50,000 linear feet of sewer lines throughout the City. Depending on the results of the first phase, staff will make a determination of the scope of work to be done for the second phase. Project Status A preconstruction meeting has been scheduled for February 10, 1991. The project will start by March, 1992, and will be completed by the end of April, 1992. 10. Sewer Manhole Repairs Project No. 5 -5136 In order to ascertain proper operation of the City's sewer system, it is necessary to rehabilitate deteriorated /damaged sewer manholes at various locations throughout the City. Five Year Speed Zone Study California law requires that speed limits, if they are to be enforced by the use of radar, must be reviewed every five (5) years and that said speed limits must be set on the basis of engineering and traffic survey to be properly enforced. Budget: State Grant funded project Funding: The State will pay up to a maximum of the total grant amount which is $41,510. The total amount charged by consultant is $40,210.00, therefore, the State will consume the total cost of services provided by ASL. Project Status Presently, Southern California Edison is installing conductors into the conduits. 6. FETSIM Retiming of Traffic Signals Retiming of four traffic signals along four arterials. In agreement with the State of California, staff completed the retiming of Martin Luther King Jr. Boulevard 10 and ASL, Conating Firm, completed reti *ng of the three intersection of Long Beach Boulevard, Atlantic Avenue and Imperial Highway. Project schedule: The project will be become final after the City ordinance has been accepted the Compton Municipal Court Project Description Four intersections were retimed to optimize traffic related conditions. The intent is to optimize traffic flow, and reduce air pollutions. Project Status The retiming of the traffic signals are in the final stage. An item was presented at the Traffic and Parking Commission meeting of January 23, 1992 and February 4, 1992 to the City Council for project completion acceptance. 7. Arval Street The City will no longer maintain the easement and will relinquish all cost as result of Arval Street vacation. The developer will convert the street to a private parking lot to ease parking problems. In addition, it is required by the Planning Commission that the developer SJR convert Arval to a parking lot for the medical building facility located on Imperial Highway. Budget: $2,000 Funding: General Fund Project schedule: Street conversion project started in December, 1991 and street will become vacated by February 18, 1992.
