CARRIE MAE ZIELRE PUBLIC ORAL COMMUNICATIONS INFORMATIONAL ITEMS COMMISSION ORAL COMMUNICATIONS ADJOURNMENT T06 -980 I • • A REGULAR MEETING OF THE TRAFFIC AND PARKING COMMISSION OF THE CITY OF LYNWOOD August 27, 1992 A regular meeting of the Traffic and Parking Commission of the City of Lynwood was held on the above date. The meeting started at 6:00 p.m. in the City Council Chambers located, 11330 Bullis Road in the City of Lynwood, California. CALL TO ORDER The meeting was called to order by Chairman Edmond R. Archambault. Commissioners William Cunningham, Edward Pacheco and Chairman Archambault were present. Ted Semaan, and Oretha Williams from the Department of Public Works were also present. Mr. Semaan announced that Commissioner Cabaret, prior to the meeting, contacted the office and announced that he would be on vacation and would not be present. Mr. Semaan also announced that the Sheriff's Department earlier contacted the Department of Public Works' office and announced that they would not be present. Commissioner Joe Battle was not present. PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Chairman Archambault. ACKNOWLEDGEMENT OF POSTING Mr. Semaan announced that the agenda of August 27, 1992, was duly - posted as prescribed by the Brown's Act. APPROVAL OF MINUTES Commissioner Cunningham motioned to accept minutes of July 23, 1992, as written. The motion was seconded by Commissioner Pacheco and carried unanimously. PUBLIC ORALS There were none. 1 0 0 SCHEDULED MATTERS 6. 7 Request For On- street Handicap Parking Space Located at 3654 Lynwood Road, Applicant, Eula Moore Mr. Semaan announced that Ms. Eula Moore of 3654 Lynwood Road, has requested installation of on- street handicap parking in front of her property. Ms. Moore claims that she has difficulty opening the wrought iron gate on her property which allows her to enter and exit. Staff has evaluated her request, performed a field survey of her property and has found that regarding Ms. Moore's physical condition, she has a slight physical handicap and regarding her property, she has a two car garage and a long driveway along -side of her property, both which provides on -site parking. Staff has recommended that the Traffic and Parking Commission review Ms. Moore's request, consider the study results and make a recommendation. Commissioner Cunningham discussed that he had an opportunity to visit Ms. Moore at her property and spoke with her. He stated that he observed that Ms. Moore appeared to have a slight arthritic problem in her right hand and she has a handicap problem in her left hand. Regarding her property, he observed that her garage area provides parking and along the side of her exit door there is space for parking. Her property has two gates, one, a safety wrought iron gate to enter her property, the other a wrought iron fence. Commissioner Cunningham stated that Ms. Moore mentioned that she is concerned that vehicles continue to park in front of her address and take up the parking space. Chairman Archambault mentioned that he also had the opportunity to visit Ms. Moore at her property and spoke with her. He stated that he observed that there is parking only on one side of Lynwood Road, however, Ms. Moore has ample on -site parking space. Discussion continued. Chairman Archambault motioned to deny Ms. Moore's request for installation of handicap street parking, since her property provides ample on -site parking spaces. Commissioner Pacheco seconded the motion. It was passed unanimously. Installation of a Third Through Traffic Lane at the Intersection of Imperial Highway and Martin Luther King Jr.Boulevard. Mr. Semaan stated that Mr. Robert Walter, vice President of Facilities of Saint Francis Medical Center, has requested, through the City Manager's Office, a new right turn only lane 2 0 0 along the west side of Martin Luther King Jr. Boulevard, from Imperial Highway to Cesar Chavez Lane. Mr. Walter has also requested the elimination the curb parking along the medical center's campus frontage. Staff has completed a study and request that the Traffic and Parking Commission consider Mr. Walker's request, staff's report, the results of the study and support staff's recommendation to install a third through traffic lanes at the west side of M.L. King Jr. Boulevard from just north of Imperial Highway to Cesar Chavez Lane, also on the east side, between Imperial Highway and Norton Avenue. However, staff has determined that eliminating the curb parking would be a disadvantage for local businesses without off - street parking along MLK Jr. Blvd., it would eliminate on- street parking. Commissioner Cunningham motioned to accept staff's recommendation to the installation of a third through traffic lane and Commissioner Pacheco seconded the motion. It passed unanimously. Mr. Robert Walker shortly arrived after the Commission reached a decision and Mr. Semaan informed Mr. Walker that the Commission voted in favor of installation of a third through traffic lane. Commissioner Cunningham invited Mr. Walker to make comments on the existing crosswalk which is located on M.L. King Jr. Blvd. south of Imperial Highway which crosses from the Lynwood Florist Shop to the medical center facility. Mr. Walker replied that the crosswalk is frequently used by many of the medical center's staff. They travel from the Stockwell Drive facility to the medical center, using the crosswalk, daily. However, the heavy traffic at that location pose potential problems. A better control system is needed at the crosswalk. Mr. Walker stated that, in the pass, a traffic signal light has been considered at the crosswalk. However, staff does not support that idea, since the crosswalk is near the signalized intersection of M.L.K. Jr. Blvd. and Imperial Highway. Commissioner Cunningham mentioned that previous studies performed by other cities have shown that crosswalks do not provide real safety and presents a false sense of security for pedestrians. INFORMATIONAL ITEMS Mr. Semaan, provided the Commission with the status of the Department of Public Works projects, included Department goal information for the month of September and discussed attached articles. He also mentioned that approximately 40 students participated and completed training in the Department of Public Works' various divisions. 3 I , 0 COMMISSIONS ORALS Commissioner Cunningham stated that at a previous meeting there was a request to have certain conditions changed on Arval Street. One being the removal of the exiting street sign on Arval Street. He requested the status and estimated date that changes will be made. Commissioner Cunningham discussed the problem of vehicles being bought and sold, striped down in yards and vehicle bodies left in alleyway at various locations in the city. He mentioned that Ms. Torres has been notified of the problem. Chairman Archambault discussed that he completed a list of code enforcement items that he wants to have resolved and handed staff the list. Chairman Archambault stated that on Fernwood Avenue and State Street, a parkway tree's branches are hanging down low into the street causing pedestrians traffic to walk into the street and vehicles to go around the tree. Commissioner Archambault expressed concern of potential city liability. Mr. Semaan replied that staff will investigate problem of tree. ADJOURNMENT A motioned was made by Commissioner Pacheco to adjourn the meeting to September 24, 1992, at 6:00 p.m. of the Traffic and parking Commission in the City of Lynwood, City Council Chambers. MURGA, DIRECTOR OF PUBLIC WORKS SUBJECT: ON STREET HANDICAP PARKING REQUEST - 3908 CARLIN AVE (Mrs. Carrie Mac Zielke) PURPOSE: To recommend that the Traffic and Parking Commission review and make a recommendation with regards to the application for on- Street handicap parking space in front of 3908 Carlin Avenue. BACKGROUND: A request for a on- street handicap parking space has been received from Mrs. Zielke, residing at 3908 Carlin Avenue. ANALYSIS: Per City Council Resolution 79 -89 (Attachment "A ") which outlines the following warrants for assigning on street handicap parking; in order to assign an on- street handicap parking space all of the following warrants must be met: 1. Applicant or guardian must be in possession of a valid license plate "Disabled Person" or "Disabled Veteran" issued by the California Department of Motor Vehicle on the vehicle. 2. The proposed disabled parking space must in front of the disabled person's place of residence. 3. Subject residence must not have off - street parking available or off - street space that may be converted into disabled parking. 4. Applicant must provide a signed statement from a medical doctor. 5. Applicant must pay an initial fee of $15.00. 6. Applicant must pay an annual fee of $10.00. Copy of application • and Doctor's statement is included (Attachment "B "). Staff also completed a field survey, the results are illustrated on the attached exhibits (Attachments "C ", "D" and "E "). The residence has access to the garage through the alley located in back of her property. Mrs. Zielke stated that due to her disability it is difficult for her to walk back and forth from the garage to the house. RECOMMENDATION Therefore, staff recommends that the Traffic and Parking Commission review and make a recommendation with regards to the request for an on- street handicap parking space in front of 3908 Carlin Avenue. T06 -945 RESOLUTION NO. 79-8Q A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD REQUIRING THE FILING OF AN APPLICATION FORM FOR THE INSTALLATIO14 OF ON- STREET HANDI- CAPPED PARKING ZONES WHEREAS, the City Council of the City of Lynwood adopted Resolution No. 77 -89 recognizing the need to provide disabled persons handicapped parking zones, and WHEREAS, the City Council of the City of Lynwood intends to provide such handicapped parking zones in an orderly fashion, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Lynwood that Section 1. Any requests for.the installation of handicapped paw zones shall conform to Exhibit "A" and Exhibit "B" attached hereto and made a part by this reference to be known as Instruc- tions and Application for Disabled Persons on Street Parking, res- pectively. Section 2 . Any handicapped parking zones existing at the date of execution of this Resolution will be required to conform to Section 1 herein within 90 days thereafter, except that the initial application fee shall be waived for these existing handicapped parking zones. It must be emphasized that even "disabled parkins zones" do not constitute 'Personal reserved parking,*' and, that any person with valid "disabled persons" license plates (OP or VT places) may park in such stalls. Persons parkins to such Stalls without valid DP or VT plates say be cited and towed away as resolved by City Council Resolution No. 77 -89. Normally, in establishing on- street parkins facilities for the disabled there shall be a reasonable determination made that the facility will serve more than one disabled person and that the need is of an oa -going nature. The intent is to prevent the pro - llferation of special parking stalls that may be installed for a short -term purpose but later are seldom used. Long Beach Blvd. Reconstruction Project, Phase IIB Project No. 5 -5084 Project Description Phase IIB, the third phase of the Long Beach Project, will comprise of the widening of both sides of the street, reconstruction of sidewalk, curb and gutter, installation of landscape medians and installation of new street lights from Agnes Street to Palm Avenue. In addition, at the intersections of Long Beach Boulevard and Burton Avenue and Long Beach Boulevard and Cedar Avenue, traffic signals will be installed. Budget: $1.7 million Funding: Federal Aid to Urban (FAU) (868), Street Lighting (098) and Gas Tax (058) accounts Project Schedule: The project was awarded to Clayton Engineering, Inc. on September 1, 1992. A preconstruction meeting was held on September 15, 1992 with contractor, a Notice to Proceed was issued and contractor began construction on September 17, 1992. Percentage completed: 65% Project Engineer: Ted Semaan, Project Engineer Proiect Status Seventy -five percent of the parcels along Long Beach Boulevard, within the project area of Phase IIB, have been dedicated to the City or acquired. The contractor, Clayton Engineering, Inc., started surveying the project on September 17, 1992 and the ground breaking will begin on Tuesday, September 22, 1992. The project is scheduled for completion within 75 working days. 0 0 Well No. 20 - Phase I Project No. 5 -5118 Project Description Well No 20, located at 11720 Thorson Avenue is presently inoperative. Additional improvements need to be completed to place well back in service. The job consists of two (2) phases. Phase one will be an economic and feasibility study to determine substance levels. Phase two, will be the completion of required improvements of the well based on the results and recommendations of the feasibility study. The Consultant, Montgomery Engineers, has performed and completed the economic and feasibility study. The study was performed to determine stable levels of iron and manganese. The consultant recommends viable methods to reduce the level of manganese as mandated by the California Department of Health Services. Additionally, a hydrology and efficiency analysis has been performed and recommendation have been made for improvements. Budget: $ 25,000 - Feasibility Study $225,000 - Well Improvements Funding: Water Fund Accounts Project schedule: The feasibility study started in June, 1992, and the project is scheduled to be completed by September, 1992 Percentage completed: 99% Project Engineer: Paul Saenz, Water Division Supervisor Project Status Montgomery Engineers, the Consultant, for the project has completed the economic and feasibility study. The study has been submitted for review and will be completed in September, 1992. 0 0 OTHER JOBS August, 1992 1. Remote Telemetry Unit Installation on Wells and Booster Station Project Description The installation of a Remote Telemetry Units (RTU's) at each well site and booster station will enable each well to operate on a preplanned operation schedule in case of telemetry and communication failure between the main terminal in the office and the well sites. Budget: $56,000 Funding: Water Fund Accounts Project schedule: The project is tentatively scheduled to start in September, 1992 and be completed in October, 1992. Percentage completed: 5% Project Engineer: Raul Saenz, Water Division Supervisor Project Status A contract has been awarded to Encino Engineering of Encino, California. The project is tentatively scheduled to start in September, 1992. 2. Water Meter Replacement Project Job Description Old water meters were replaced with new and more efficient precision meters. Approximately 400 broken water meters were replaced at various locations throughout the City to provide a more efficient and viable City water distribution system. Budget: $37,000.00 3 0 • Funding: Water Fund Accounts Job schedule: The project started on June 16, 11992. and was completed on July 24, 1992. Percentage completed: 1008 Project Engineer: Raul Saenz, Water Division Supervisor Job Status The project was presented and accepted as complete by the City Council at its meeting of September 1, 1992. 3. Asphalt Concrete Pavement Patching Asphalt pavement cuts, due to routine maintenance of water lines, water valves and sewer lines have been made in the past. These cut have been temporarily patched and now need permanent A.C. patching. As part of this job, sections of the temporary pavement will be replaced at the intersection of Josephine Street and School Street, State Street and Redwood Avenue, and at Imperial Highway and State Street. Budget: $30,000 Funding: Various Public Works Accounts Job schedule: Project has been completed. Percentage completed: 1008 Job Status: The project was presented to the City Council and accepted as complete on September 1, 1992. 4. Water dells il, 15 and Booster Pumps 1, 2 and 3 Contractor provided all labor, furnished materials, equipment, tools, transportation and services to perform the required work for the rehabilitation. The project included the removal of the motor, discharge head, and pump; brushed,, swabbed, and bailed entire length of casing; redevelopment of aquifer to determine the most efficiency operation; sizing for new motors, pumps and upgrading of electrical panels. 4 Budget: $110,000 Funding: Water Fund accounts Project schedule: The project has been completed Percentage completed: 1008 Project Engineer: Raul Saenz, Division Supervisor Project Status: 5 The job was presented to the City Council at its meeting of September 15, 1992 as complete. Installation of Raised Pavement and Thermoplastic Markers Project Description: Sections of pavement were removed, as part of regular and routine maintenance of water and sewer lines, installation of traffic signals and repairs of street lighting systems, and some raised pavement and thermoplastic pavement markings, such as crosswalk, arrows, and stop legends were removed and have now been replaced. Budget: $30,000 Funding: Water, Sewer, Traffic Signal and Street Lighting accounts Job schedule: The project has been completed Percentage completed: 1008 Project Engineer: Jahanshah Oskoui, Assistant Director of Public Works Project Status: The project was presented and accepted by the City Council at its meeting of September 15, 1992. 61 6. Household Hazardous Waste Event Day Project Description: Eighty (80) Lynwood residents participated in the Household Hazardous Waste Collection Day Event which was held in the Mervyn Dymally Congressional Parked on Saturday, September 19, 1992. Residents disposed of miscellaneous items, mostly as old paint and vehicle oils. The event was operated by Western Waste Industries. Budget: $56,000 Funding: California Integrated Waste Management Board Project Schedule: The event was held on Saturday, September 19, 1992 Percentage completed: 1008 Project Engineer: Christian Valtierre, Project Coordinator Project status: The event was held on Saturday, September 19, 1992 at the Mervyn Dymally Congressional Park, with 80 participants and operated by Western Waste Industries. 7 Annual Fall Clean -Up Day Project Description: Twice each year, the City provides an opportunity for the Lynwood residents to dispose of items too bulky and normally not picked up by on regular trash day. Western Waste will provide 10 cubic yard capacity, roll off bin for the residents. This year's Fall Clean -up Day has been scheduled for Saturday, November 7, 1992, on Bellinger between Lynwood Road and Butler Avenue.
