HomeMy Public PortalAboutr 13-153gesolu #ton of toe Porong4 of Tarteret, �q. �- No. J3--153 Date of Adoptio "" l ZJ X13 AUTHORIZING A PROFESSIONAL SERVICES CONTRACT FOR ENGINEERING SERVICES WITH T &M ASSOCIATES — WELL INVENTORY OF CIVIC CENTER PARK AREA WHEREAS, the Borough of Carteret is in need of specialized engineering services in connection with Well Inventory of the Civic Center Park Area; and )YEEREAS, the Borough's Consulting Engineers, T &M Associates, possess the requisite skill and expertise to provide said services; and WHEREAS, T &M Associates has submitted a proposal to provide said engineering services at a total cost not to exceed $3,500.00; and WHEREAS, the Mayor and Council have reviewed said proposal; and WHEREAS, the Chief Financial Officer has certified that funds are or will be available for said purpose. NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of Carteret, County of Middlesex, State of New Jersey, as follows: 1. That the proposal from T &M Associates for engineering services related to Well Inventory of the Civic Center Park Area, in a total amount of $3,500.00 billable in accordance with T &M's existing contract with the Borough is hereby approved; 2. That annexed hereto is a copy of said proposal; 3. That this action is approved as an award of a professional services contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair and Open Process as authorized by law. There will be no ongoing administrative obligation or permit fees by the Borough for the CEA. Discussion with NDJEP staff indicates that the Department also requires a well inventory to identify potential ground water users in the vicinity. A well inventory requires reviewing NJDEP and local health department records to identify potential ground water users. In the unlikely event that potable wells are identified within % mile, or large capacity supply wells are identified within 1 mile, a well canvass would also be required. A canvass would involve contacting individual property owners and \or tenants within 500 feet of the site, usually by Certified Mail. Should a potable well be identified, sampling would then be required. In order to conduct the required well inventory and canvass, we propose the following: Scope of Services Task 1- Well Inventory T &M will perform an electronic well search of NJDEP on -line records for all wells within Y2 mile of the property, and wells with water allocation permits (i.e. pumping over 100,00 gallons per day) within 1 mile. A database of wells will be developed and mapped, Task 2 - Well Canvass If potentially potable wells are identified, a well canvass will be performed. We will provide a questionnaire via Certified Mail Return Receipt Requested to all properties within 500 feet of the affected area. Limitations This Scope of Services does not include potable well sampling and analysis. Carteret Borough will be responsible for NJDEP fees. Schedule of Fees CART -01383 August 9 2013 Page 2 We estimate our fee for Task 1 to be $1,000.00. Task 2 will be contingent upon the findings of Task 1. We recommend that the Borough budget $2,500.00 for Task 2. Total budget estimate for Tasks 1 and 2 is $3,500.00. We propose to bill our services hourly using our current rate schedule in accordance with our current municipal engineering contract.
