AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
FOR ENGINEERING SERVICES WITH T &M ASSOCIATES —
NOE'S CREEK MAINTENANCE DREDGING
FIELD SURVEY & DESIGN SERVICES
WHEREAS, the Borough of Carteret is in need of specialized engineering services in
connection with the Noe's Creek Maintenance Dredging Field Survey & Design
Services; and
WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the
requisite skill and expertise to provide said services; and
WHEREAS, T &ivt Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $30,000.00; and
WHEREAS, the Mayor and Council have reviewed said proposal; and
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the proposal from T &M Associates for engineering services
related to the Noe's Creek Maintenance Dredging Field Survey &
Design Services, in a total amount of $30,000.00 billable in
accordance with T &M's existing contract with the Borough is hereby
approved;
2. That annexed hereto is a copy of said proposal;
3. That this action is approved as an award of a professional services
contract pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the
Borough's Fair and Open Process as authorized by law.

T &M Associates is pleased to present this scope of services and fee estimate to provide
field survey and bid documents for the referenced maintenance dredging project for
Noe's Creek within the Borough. It is our understanding that the Borough wishes to
conduct maintenance dredging, clear sediment blockages in the creek bed to allow the
creek to drain at low tide and isolate sediment dams which restrict tidal flow and
upstream drainage through the creek and result in standing water conditions. Noe's
Creek is an open drainage ditch which runs from Industrial Road to the Arthur Kill.
Our proposed scope of services is as follows:
Field Survey & Controls
We will setup Global Positioning System (GPS) control along the creek from
Industrial Road to the mouth of Noe's Creek at the Arthur Kill. Traverse the
creek and carry elevations with an electronic data collector along the entire run
and set two (2) Bench Marks for the project.
We will locate topographic features along the entire length of the creek including
locating visible utilities along the creek bed and specifically the exposed sanitary
sewer trunk line which runs across the creek under the Roosevelt Avenue
roadway bridge and pipe inverts of the five (5) stormwater outfall pipes located
on the east side of Industrial Road. Survey data will be based on State Plane
Coordinates and tied to the existing Borough topographic base map as
appropriate, to update the current mapping,
2, Cross Sections and Profile
Based on the field survey and topographic information obtained as described
above we will provide creek cross sections to the top of bank at up to ten (10)
locations along the creek based on our initial field reconnaissance in order to map
critical sections of the creek.
Following the field work to obtain the creek cross sections, we will prepare a base
map for the project and include property lot lines using a "best fit" method from

information available on Borough Tax Maps. Lastly, we will prepare a profile
plan of the entire length of Noe's Creek to present existing drainage conditions.
3. Conceptual Project Maintenance Plan & Cost Estimates
Once the field survey and base mapping have been completed, we will develop a
concept dredging plan for review and approval by the Borough. We will attend
two meetings with the Borough Officials regarding the concept plans. We will
also prepare an overall project cost estimate based on the final maintenance plan
developed for the project.
R. Environmental Permit Research
As part of this initial phase of work, we will research required project permits for
the maintenance dredging and provide a summary to the Borough along with
estimated permitting costs and time lines. This scope of services specifically
excludes preparation and filing of required permits. Permits will be handled
under subsequent design scope of services.
5. Design Bid Documents
Once the Borough has approved the concept maintenance dredging plan, we will
prepare final design bid documents for the work and work with the Borough Staff
to advertise the project for public bids. We will also prepare a final engineer's
cost estimate for the work.
6. Soil Sampling and Testing
Should sampling and testing of the dredge material be required by permitting
agencies or disposal facilities, a third party certified laboratory will be hired by
the Borough to provide the services. The costs for all laboratory services will be
the responsibility of the Borough,
Scope of Services
The scope of services provided herein for the maintenance dredging is limited to
Field Survey and Design Bid Documents.
Land survey will be performed to as- builts and include pipe inverts, pipe sizes,
and to supplement the Aerial Map (Basemap). The information will be shown on
the base map. The following will be performed:
a. Establish OPS control on the creek to be surveyed.
b. Traverse and carry the elevations with the data collector.

c. Set Bench marks along the creek run.
d. Plot right -o£- -way fiom Tax Maps.
e. The Aerial Mapping will be used as the project basemap. The basemap
will be prepared at a scale of 1 " =40'.
f. Obtain inverts and sizes of the five culverts. Obtain downstream inverts
and section at the outfall end of the three 78" Culverts and two 48"
Culverts crossing under Industrial Road.
g. The Borough shall provide all Amess/Right of Entry Agreements for
T &M personnel to enter private property.
h. No field location of existing property corners is proposed under this scope
of work,
Police Assistance is anticipated for the survey on Industrial Road and Roosevelt
Avenue and will be provided by the Borough. Two days is anticipated.
The design bid documents will be prepared to provide for limited maintenance
dredging of Noe's Creek, In addition, our design phase services will include the
following:
a. Preparation of a concept dredging plan.
b. Preliminary and final construction estimates.
C. Final maintenance dredging design documents.
d. Advertising the project for bids and receipt of bids with Borough staff.
e. Review of bids received and preparation of a recommendation of award
letter.
Project Schedule
T &M Associates will begin work on this project within two weeks upon written
authorization to proceed. We anticipate completing this phase of work in 60 -days
following authorization to proceed weather permitting. T &M Associates will work
closely with the Borough so that the project is completed expeditiously and on schedule.
Fee Schedule
T &M will provide the above -noted Field Survey and Design Services for an estimated
cost not to exceed $30,000, The Scope of Services described above shall be billed in
accordance with the Schedule of Hourly Billing Rates and Schedule of Miscellaneous
Charges in our current annual engineering services agreement.

in connection with the Noe's Creek Maintenance Dredging project. We believe the

field survey and base mapping for the referenced maintenance dredging project for Noe's
Creek within the Borough. It is our understanding that the Borough wishes to obtain
topographic information along the existing creek bed and as -built the creek bed to
evaluate current channel conditions after Hurricane Sandy to assess sediment build up
and confirm that the creek drains at low tide and that isolated dams have not been created
which restrict tidal flow and upstream drainage through the creek and result in standing
water conditions. Noe's Creek is an open drainage ditch which rums from Industrial Road
to the Arthur Kill.
Our proposed scope of services is as follows:

NOT TO EXCEED $30,000.00
According to the terms set forth in the Resolution.
THE BOROUGH does hereby agree to pay the Contractor the sum set forth in the Resolution.
