LAW ENFORCEMENT REVIEW BOARD
• Meeting of August 25, 1993
6:00 P.M.
'The regular meeting of the Law Enforcement Review Board was held on
August 25, 1993, in the City Hall Council Chambers. (The agenda
was duly posted as prescribed by the Brown Act.)
The meeting was called to order at 6:05 p.m. by board member Robert
Downs.
The pledge of allegiance was conducted by Hilario Esparza.
Members in attendance were: Don Brantley, Elizabeth Dixon, Robert
Downs, Hilario Esparza, and David Willis.
Councilmembers present: Councilman Heine.
Also present was Lt. Jurado, from the Lynwood Sheriff's Station.
Staff members in attendance: Roger Haley.
The minutes of the July 28, 1993 regular meeting were approved as
distributed.

Mary Nordmann, of 4317 Fernwood Avenue, Lynwood, made corrections on the

complaint submitted to the board: Her son, who was arrested,
Alfonse Nordmann Robert Livingston is her oldest son, who called the
Sheriff's Department to make a complaint She also stated that she did
not ask to approach her son, she just approached him Commissioner Dixon
asked Lt Jurado to explain the procedure when a person is injured, is

that person taken to jail first, then to the hospital? Lt. Jurado
responded by saying that when there is a pending criminal charge, then the
individual is encarcerated in an area where he receives psychiatric care.
Mrs Nordmann stated that she called the paramedics, not the police Lt
Jurado explained that whenever a 11 911" call is made, it is automatically
routed to local law enforcement, then they determine what appropriate
response should be directed to solve the problem He also stated that in
most instances, a unit is dispatched to reported incidents.
Mrs. Nordmann is concerned about her son being in jail and not receiving
the medical /psychiatric attention he needs Commissioner Dixon inquired
as to what options Mrs. Nordmann has Lt Jurado explained that the
Sheriff's Department has the capability to help her son with his medical
and psychiatric needs. However, if she wishes, she can bail her son out,
and take him to the hospital while he awaits trial.
A motion was made by Chairperson Downs to refer this matter to City
Council for their review and direction. Motion was seconded and approved.
- Mr. William Montgomery, from 4046 Platt Avenue, Lynwood, who also
submitted a complaint to the board on August 16, 1993, explained the
incident which involved a traffic stop Lt Jurado stated that this

matter was forwarded and is being handled by the Transit Services Bureau

• _ Mrs. Selma Rouzan, from 12127 Duncan -?'Venus' Lynwood, who su arrested

erroneously, stated that the Sheriff's Department sent her a letter
informing her that they had investigated the incident. She was also told
that the Sheriff's Department was not able to identify the officer in
question, but that they would provide her with pictures in order for her
to identify him. Mrs. Rouzan stated that she has not seen any pictures
yet. Commissioner Dixon asked if the police report shows that the arrest
was made as "false identity" Lt. Jurado did not know the answer, but
stated that Mrs. Rouzan could contact the District Attorney's office to
seek a court order to remove the arrest from

towards solving problems together.

• _ Commissioner Dixon spoke on the numerous drug related arrests along

problem. Lt. Jurado responded that the problem has not been resolved due
to budgetary cutbacks to the Narcotics Bureau. She also spoke on
revitalization along Atlantic, and the lack of lighting not being
businesses. Commissioner Dixon asked why prostitutes
stopped. Lt. Jurado responded that prostitution arrests are handled by
undercover officers.
Chairperson Downs asked if the bicycle patrol will cite vehicles parked on
yards. Lt. Jurado explained that this is not a will do it however, if they

Sheriff's Deparment can do to minimize the danger. Lt Jurado responded
that they do issue citations to people who jaywalk.
There being no further business, the meeting adjourned at 5:10 P.M.
to the September 22, 1993 regular meeting.
