MINUTES
• LAW ENFORCEMENT REVIEW BOARD
Meeting of August 25, 1993
6:00 P.M.
The regular meeting of the Law Enforcement Review Board was held on
August 25, 1993, in the City Hall Council Chambers. (The agenda
was duly posted as prescribed by the Brown Act )
The meeting was called to order at 6:05 p m by board member Robert
Downs.
The pledge of allegiance was conducted by Hilario Esparza
Members in attendance were: Don Brantley, Elizabeth Dixon, Robert
Downs, Hilario Esparza, and David Willis.
Councilmembers present: Councilman Heine.
Also present was Lt Jurado, from the Lynwood Sheriff's Station.
Staff members in attendance: Roger Haley
The minutes of the July 28, 1993 regular meeting were approved as
distributed
• Public Orals
Mary Nordmann, of 4317 Fernwood Avenue, Lynwood, made corrections on the
complaint submitted to the board Her son, who was arrested, is Henry
Alfonse Nordmann Robert Livingston is her oldest son, who called the
Sheriff's Department to make a complaint She also stated that she did
not ask to approach her son, she just approached him Commissioner Dixon
asked Lt Jurado to explain the procedure when a person is injured, is
that person taken to jail first, then to the hospital? Lt Jurado
responded by saying that when there is a pending criminal charge, then the
individual is encarcerated in an area where he receives psychiatric care
Mrs Nordmann stated that she called the paramedics, not the police Lt
Jurado explained that whenever a 11 911" call is made, it is automatically
routed to local law enforcement, then they determine what appropriate
response should be directed to solve the problem He also stated that in
most instances, a unit is dispatched to reported incidents
Mrs Nordmann is concerned about her son being in jail and not receiving
the medical /psychiatric attention he needs commissioner Dixon inquired
as to what options Mrs Nordmann has Lt Jurado explained that the
Sheriff's Department has the capability to help her son with his medical
and psychiatric needs However, if she wishes, she can bail her son out,
and take him to the hospital while he awaits trial
A motion was made by Chairperson Downs to refer this matter to City
Council for their review and direction. Motion was seconded and approved.
- Mr. William Montgomery, from 4046 Platt Avenue, Lynwood, who also
submitted a complaint to the board on August 16, 1993, explained the
incident which involved a traffic stop Lt Jurado stated that this
. matter was forwarded and is being handled by the Transit Services Bureau
on Imperial and Wilmington, their phone number is 213 -563 -5000

Mrs. Selma Rouzan, from 12127 Duncan Avenue, Lynwood, who submitted a
complaint to the board regarding her son and grandson being arrested
erroneously, stated that the Sheriff's Department sent her a letter
informing her that they had investigated the incident She was also told
that the Sheriff's Department was not able to identify the officer in
question, but that they would provide her with pictures in order for her
to identify him Mrs Rouzan stated that she has not seen any pictures
yet Commissioner Dixon asked if the police report shows that the arrest
was made as "false identity" Lt Jurado did not know the answer, but
stated that Mrs Rouzan could contact the District Attorney's office to
seek a court order to remove the arrest from his record Commissioner
Dixon requested an answer by the next regular meeting It was recommended
and approved by the board to refer this matter to City Council for review
and resolution of the following: charge of calling Mrs. Rouzan an
obscenity, using pictures to identify the officer in question, and that
the arrest by mistaken identity be expunged off his record.
Councilman Heine said he has received good reports from the newly formed
bicycle patrol team
Councilman Heine also stated that Code Enforcement, Parking Enforcement,
Sheriff's Department, and Business License Representative need to work
towards solving problems together
• Board Member's Orals
- Commissioner Dixon spoke on the numerous drug related arrests along
California Avenue, and why has there been no more action to get rid of the
problem Lt Jurado responded that the problem has not been resolved due
to budgetary cutbacks to the Narcotics Bureau She also spoke on
revitalization along Atlantic, and the lack of lighting in some
businesses Commissioner Dixon asked why prostitutes are not being
stopped Lt Jurado responded that prostitution arrests are handled by
undercover officers
Chairperson Downs asked if the bicycle patrol will cite vehicles parked on
yards Lt Jurado explained that this is not a priority, however, if they
receive direction to make it a priority, they will do it
Commissioner Willis spoke on the danger of jaywalking He asked what the
Sheriff's Deparment can do to minimize the danger Lt Jurado responded
that they do issue citations to people who jaywalk
There being no further business, the meeting adjourned at 8 10 p m.

MEETING
On August 25, 1993 a regular meeting of the Law Enforcement Review Board
(LERB) was held. At this meeting two complaints were levied against the
Sheriff Department (attached) Lt. Jurado of your Department responded to
the complaints orally at this meeting. As noted in the minutes of this meeting
it was suggested by the LERB that these complaints be directed to the City
Council for review and or resolution.
Please investigate and provide a report on the two complaints as soon as
• possible.

Ms. Rouzan states that on 8/4/93 at approximately 12:00 p.m. her son called her outside to
show her the helicopter in their neighborhood. She said when she came out a deputy saw them
and got in his car coming toward their house. Ms. Rouzan says that the officer told her that
someone had said, that the suspect they were searching for was seen running through her back
yard.
Ms. Rouzan says that the officer then told her to get in the police car and asked who else was
in the residence. She told them her 20 year old son and an infant grandson. She asked the
officer to allow her to go into the house and get the infant in the event they thought that her son
would reach for the infant and be shot.
She states the officer pulled a gun on her and called her a "son of a bitch" and told her to stay
in the car. They then exchanged remarks, but she stayed in the car. When her grandson (Davan
White) who had been at the neighborhood store returned home he was arrested along with her
son (Javan Rouzan) after being identified by one of the victims as the people who robbed her.
Ms. Rouzan's son and grandson were released on the evening of 8/4/93. Ms. Rouzan states that
her son is an exemplary student at Cerritos College and a member of the city's graffiti crew.
The graffiti crew supervisor stated that it wasn't possible for her son to have been involved in
a robbery since he was with the graffiti crew until approximately 11:30 a.m.
She is filing this complaint on the basis that her son and grandson were falsely arrested and that
there was no excuse for the way they were treated and the language that was used toward them.

SUBJECT: SHERIFF'S COMPLAINT - MRS. MARY NORDMAN
Mrs. Mary Nordman, who resides at 4317 Fernwood Avenue (telephone
# 310 - 631 -9736) called this office today at approximately 9:15 a.m.
to lodge the following complaint:
On August 5, 1993, her son (Robert i�ivingston) , who had been taking
drugs, went to their backyard and threatened to kill himself. Mrs.
Nordman panicked and called the paramedics, who arrived at her
house about 15 -20 minutes later. She said the paramedics didn't do
anything, but then the Sheriff's arrived. Mrs. Nordman states that
her son was drinking a beer and was holding a hoe. An officer
asked her son to drop the hoe and give him the bottle of beer. Her
son threw the hoe to the yard next door, but asked if he could
finish drinking his beer. Mrs. Nordman then asked if she could
approach her son to talk to him and convince him to give the
officer the beer bottle. Mrs. Nordman states that at no time her
son became violent. She said that while talking to her son, an
officer (she does not know his name, but she described him as a
big, black officer) pulled her arm and yanked her across the yard,
said she landed on some steps and bruised her arm. She said the
officer then shot (with some kind of tranquilizing gun) her son and
broke the beer bottle.
Her son was taken to Martin Luther King Hospital, and was supposed
to be taken to Hawkins (Mental) Hospital after, but instead, he was
arrested. Mrs. Nordman said he was accused of attacking the
officers, but she said he never attacked or became violent with the
officers.
This incident has left Mrs. Nordman physically hurt and also very
stressed. She feels that the abuse against her and her son, and
her son's arrest were unnecessary, and wants the city to look into
this incident. Mrs. Nordman said her son also lodged a complaint,
but didn't remember whether it was on August 5 or 6.
