Minutes - June 23, 1993 Regular Meeting RULES AND RESPONSIBILITIES PUBLIC ORALS BOARD MEMBERS' ORALS ADJOURNMENT * Next Meeting - August 25, 1993 40 • MINUTES i JOINT MEETING CITY COUNCIL /LAW ENFORCEMENT REVIEW BOARD Meeting of June 23, 1993 A joint meeting of the City Council /Law Enforcement Review Board was held on June 23, 1993, in the City Hall Council Chambers (The agenda was duly posted as prescribed by the Brown Act.) The meeting was called to order at 6:00 p.m. by board member Robert Downs. The pledge of allegiance was conducted by Elizabeth Dixon. Members in attendance were Don Brantley, Elizabeth Dixon, Robert Downs, Hilario Esparza, and David Willis. Also present were Councilman Byrd and Councilman Heine Staff member in attendance: Deborah Jackson. The minutes of the May 26, 1993 regular meeting were approved as • distributed. Deborah Jackson announced that due to a death in Mayor Richards' family, the joint meeting with Council will be postponed until the next regular meeting of the board, which is July 28, 1993. Mr Downs offered condolences on behalf of the board to the Mayor and his family Public Orals Benjamin Miranda offered his condolence to the Mayor on the loss of his father He also spoke on a problem on Atlantic and Los Flores (Skills Center) , where a group of young troubled people work doing automotive repairs. Mr Miranda stated that the City posted temporary no- parking signs along Atlantic last week People who work at the Skills Center found alternative parking on an empty parking lot that is near the area. The owner of Tommy's Burgers called some of the (hispanic) employees "wetbacks ", and (black) employees "niggers ", and told them to get their cars off his parking lot Mr Miranda stated that a korean merchant /owner of a liquor street across the street also got involved, and made the same statements as Tommy's Burgers' owner. The incident, which happened on Friday, June 18, 1993, was reported to the • Sheriff's Department, and they in turn, went to Mr. Miranda's place to inquire about them parking in the driveway. s Law Enforcement Review Board • June 23, 1993 Page 2 Mr. Downs asked Mr Miranda several questions in regards to Mr Downs explained to Mr. Miranda that it is not the board's function to deal with this type of complaint. However, he should fill out a complaint form and it will be forwarded to the proper department Lt. Jurado stated that he was not aware of the above situation, but said he would talk to Lt Burgess The address is: 11025 Atlantic is Councilman Byrd asked if a representative from the Sheriff's Department attends the meetings. Lt Jurado usually attends the board meetings He also asked what kind of feedback has the board gotten from the Sheriff's Department as it relates to complaints. Chairperson Downs responded that there is not much communication between the board and the Sheriff's Department, and that is one of the reasons this joint meeting with the City Council was called. Lt. Jurado explained that both Complaint Forms from the City and from the Sheriff's Department do have a tracking system. When a complaint form is received from the City, the Sheriff's Department then transposes all the information to a "Watch Commander Service Comment Form ", so that it is logged with their department After logging the complaint, copies are distributed as follows: one goes to the citizen, one to the Captain, one to the Region and one to Internal Affairs. He mentioned that when a complaint is received by their office, a letter is written to the City Manager advising him of the investigation and what the final disposition is. A letter is also mailed to the complainant. Deborah Jackson mentioned that one of the sources of confusion as it relates to the processing of complaints, is that there are two different complaint forms, one from the Sheriff's • Department and one from the City the incident: Q. Were there any no- parking signs posted on the empty parking lot? A. There were none. Q. What was the name of the deputy involved? A. Don't have the name of the deputy, but can get it There was a Sgt. Turner that was with the deputy. Q. Did the Sheriff's deputy indicate to you that you were in violation of a city code, etc ? A. No, we were just told not to park in that parking lot Mr Downs explained to Mr. Miranda that it is not the board's function to deal with this type of complaint. Dr. Floyd spoke on demanding the best possible service from the Sheriff's Department since we are paying for it Dr. Floyd also spoke on the Lynwood Justice Center, and how he feels some of the money that the city received should have been used to conduct a study on the impact the Justice Center would have on the community. Lt. Jurado mentioned that all deputies are going through a sixteen hour Cultural Diversity Training Program to better understand the values of different cultures. Every deputy also receives at least eight hours of tactical communication training Another step being taken to fulfill the Kolts Commission requirements is the formation of a Civilian Advisory Board, which they are in the process of looking for possible candidates • Dr. Floyd recommended to have a Sheriff's training video on cable television to show what training procedures the Sheriff's have implemented. Board Members' Orals Don Brantley mentioned that he has spoken to Deputy Ortega several times and he has always been friendly and asks whether there have been any problems in the area. Dave Willis spoke on the Lynwood Environmental Coalition, and a complaint regarding a person who is harassing people. Elizabeth Dixon spoke on her purpose for being on the board and feels that there needs to be some changes (on the board) Ms Dixon feels that there is an attitude problem on both sides of law enforcement She also spoke regarding the bicycle patrol and there not being a budget for it She also hopes to see a more friendly attitude from sheriff's deputies. Hilario Esparza said he has a good rapport with the Sheriff's Department and feels comments made today should be referred to • the City Council y , Law Enforcement Review Board • June 23, 1993 Page 4 Bob Downs stated that he attended the city of Long Beach's commission meeting and was impressed with them. Said one of the differences between the two cities, is that Long Beach's Police Department responds to the City, whereas Lynwood's Sheriff's Department responds to the County of Los Angeles. Mr. Downs feels that the actual function of the board needs to be reviewed. Feels all the board does is listen, but has no other authority. Mr. Downs also spoke on letter about Councilman Rea, which was distributed prior to the meeting. Deborah Jackson stated she would mail commissioners a copy of the report on Councilman Rea and information on Long Beach and West Hollywood's Police Review Boards There being no further business, the meeting adjourned at 7:30 p.m. to the July 28, 1993 regular meeting. • Is
