ADJOURNMENT * Next Meeting - July 28, 1993 C� • MINUTES LAW ENFORCEMENT REVIEW BOARD Meeting of May 26, 1993 The regular meeting of the Law Enforcement Review Board was held on May 26, 1993, in the City Hall Council Chambers. (The agenda was duly posted as prescribed by the Brown Act ) The meeting was called to order at 6:02 p.m. by board member Robert Downs The pledge of allegiance was conducted by Robert Downs. Members in attendance were: Don Brantley, Elizabeth Dixon, Robert Downs, and David Willis. Hilario Esparza was absent. Staff members in attendance were: Roger Haley and Pat Alvarez. Councilman Armando Rea was also present The minutes of the April 28, 1993 regular meeting were approved as distributed. • Public Orals - After reviewing minutes from last meeting, Councilman Rea made the following comment complainants should come to the board first, then be referred, with recommendations, to the Sheriff's Department. Councilman Rea also spoke on the Public Safety Commission he proposed in the past, which would include all aspects of public safety (animal control, fire safety control, law enforcement review board, etc ) Mr. Downs stated that in his opinion, the Long Beach Citizen Police Complaint Commission was a good example to follow Mr. Rea stated that the board should submit written recommendations to Council in order to make changes and /or improvements to the board. Mr Rea also cited West Hollywood's commission as another good example to follow. Councilman Rea mentioned that the board should be able to review Sheriff's Contract and deal with all aspects of public safety, instead of serving only as a "hearing aid" r� L Law Enforcement Review Board • May 26, 1993 Page 2 Board Members' Orals Robert Downs expressed his concern for the lack of direction from Council in regards to the Law Enforcement Review Board. He requested that a joint meeting be held with Councilmembers to discuss the role of the board and to obtain direction from the Council. Roger Haley stated that to his understanding, Deborah Jackson was working on setting up a joint meeting, possibly for the next board's regular meeting. Elizabeth Dixon mentioned an incident about a month ago which involved three young black boys who were killed, two Lynwood High School students, and a Lynwood resident Ms. Dixon feels that the City should recognize the man who helped locate the person responsible for the boys' deaths. Mr. Rea said that he has already sent letters to the District Attorney's Office, and will present commendations at the next Council meeting. David Willis related an incident on May 21, at aproximately 3:00 p.m., when his wife was attacked and her purse was stolen He expressed his appreciation to the Public Works • crew that tried to catch the thief. Councilman Rea inquired if a representative from the Sheriff's Department was supposed to be present at the board's meetings. Staff responded that Captain Freemen is notified of meetings, an agenda is always routed to the Sheriff's Department prior to the meetings - Elizabeth Dixon mentioned that it would be a good idea to look into a commission that is already in place. She suggested to attend one of Long Beach's Commission meetings. Staff will find out when the next meeting is, and notify Ms. Dixon. David Willis agreed to attend Long Beach Commission meeting, feels the board should go as a group. Ms. Dixon also announced the City of Lynwood's Juneteenth Celebration, which will take place on Saturday, June 19, 1993, form 10:00 a.m, to 2:00 p.m. This affair will include a picnic and festival at Mervyn Dymally Park and on Bullis Road betweem Martin Luther King Blvd. and Platt Avenue At the end of the day, there will also be a formal dinner and dance at Bateman Hall, which will start at 6:30 p.m. • There being no further business, the meeting adjourned at 6:42 p m to the June 23, 1993 regular meeting. 0 INTER - OFFICE MEMORANDUM DATE: JUNE 14, 1993 TO: MAYOR AND CITY COUNCIL FROM: DEBORAH JACKSON4 SUBJECT: JOINT MEETING WITH THE LAW ENFORCEMENT REVIEW BOARD PLEASE BE ADVISED THAT A JOINT MEETING HAS BEEN SCHEDULED BETWEEN • THE LAW ENFORCEMENT REVIEW BOARD AND THE CITY COUNCIL TO DISCUSS THE BOARD'S RULES AND RESPONSIBILITIES AND TO OBTAIN DIRECTION FROM THE CITY COUNCIL. THIS DISCUSSION WILL TAKE PLACE AT THE LAW ENFORCEMENT REVIEW BOARD'S NEXT REGULAR MEETING, ON WEDNESDAY, JUNE 23, 1993, AT 6:00 P.M.
