ADJOURNMENT * Next Meeting - June 23, 1993 MINUTES LAW ENFORCEMENT REVIEW BOARD Meeting of April 28, 1993 The regular meeting of the Law Enforcement Review Board was held on April 28, 1993, in the City Hall Council Chambers (The agenda was duly posted as prescribed by the Brown Act ) The meeting was called to order at 6 00 p m. by board member Robert Downs The pledge of allegiance was conducted by David Willis. Members in attendance were: Don Brantley, Elizabeth Dixon, Robert Downs, Hilario Esparza, and David Willis. Staff members in attendance were: Deborah Jackson and Pat Alvarez The minutes of the March 24, 1993 regular meeting were approved with the following corrections: Meeting was called to order and conducted by David Willis Elizabeth Dixon was present. Public Orals - None Board Members' Orals Don Brantley mentioned the Lynwood High School Basketball Team Block Party on Agnes and Ernestine over the weekend Robert Downs noticed that complaints previously submitted to the board by Karen Hodges and David Dwayne Hodges have been resolved, according to a memo directed to the board by Lt Jackson, from the Lynwood Sheriff's station. He asked whether the situation had been resolved to the complainants' satisfaction Staff will send follow up letters to them and report to the board at the next regular meeting - Robert Downs stated he reviewed the information on West Hollywood Public Safety Commission and Long Beach Citizen Police Complaint Commission Mr Downs said he would like to see Council adopt a program similar to the one in the city of Long Beach David Willis feels that complaints should come to the board first, and the board in turn should forward them to the Sheriff's Department Law Enforcement Review Board • April 28, 1993 Page 2 - Deborah Jackson said she was under the impression that complainants should first be directed to the source (Sheriff's Department), and if their problem does not get resolved, they should come to the board to voice their concerns and obtain help Robert Downs also stated his concern for the lack of direction from Council, said he would like to set up a joint meeting with City Council in order to discuss issues relative to the board. - Deborah Jackson will speak with the Mayor regarding setting up the joint meeting Elizabeth Dixon inquired about the Sheriff's Department bicycle program Deborah Jackson replied that due to budget problems, bicycle patrol does not operate in Lynwood Ms Dixon feels that half of Lynwood patrol should be on bicycles, and half on cars. Robert Downs asked whether the board has the authority to suggest ordinances, policies, and so forth, to the Council. Elizabeth Dixon asked regarding programs that involve • children, said many children are afraid of Sheriff's deputies. Deborah Jackson will follow up on inquiry. There being no further business, the meeting adjourned at 6:16 p.m to the May 26, 1993 regular meeting n
