ADJOURNMENT * Next Meeting - January 27, 1992 0 • MINUTES LAW ENFORCEMENT REVIEW BOARD Meeting of November 23, 1992 The regular meeting of the Law Enforcement Review Board was held on November 23, 1992, at 6:10 p.m. in the City Hall Council Chambers. (The agenda was duly posted as prescribed by the Brown Act.) The meeting was called to order by Chairperson Robert Downs. The pledge of allegiance was also held by Hilario Esparza. Member in attendance were: Elizabeth Dixon, Robert Downs, Hilario Esparza, and David Willis. It was moved by Robert Downs to excuse Don Brantley. Staff members in attendance were: Deborah Jackson and Pat Alvarez. The minutes of the October 28, 1992 regular meeting were approved as distributed. SHERIFF'S DEPARTMENT RESPONSE TO THE KOLTS COMMISSION REPORT A copy of the Sheriff's Department response to the Kolts Commission • Report was distributed to all commissioners for their review. JOINT FORUM - KOLTS COMMISSION REPORT Deborah Jackson informed commissioners that no date has been set for the Council's and Commissioners joint Public Forum to receive input on the Kolts report. Date will be provided as soon as it is available. pall-loom 11 I Diane Becker, 11356 Virginia Avenue in Lynwood. Said response by the Sheriff's Department is poor. She made a 911 call because a man was being beaten, and there was no response. She always gets a "we're busy" response. Sheriff's did respond when she walked into the Sheriff's Department (after having called them first). She believes the Sheriff's are racists. Ms. Becker also stated that they have to be called two or three times before they respond one to two hours later, if they respond. Mr. Downs asked if the 911 conversation had been recorded. Ms. Becker responded that she has asked for the tape, but the Sheriff's tell her there is no record of the call. Mr. Downs advised Ms. Becker to file a formal 40 complaint, and to have all pertinent information available. • Law Enforcement Review Board November 23,1992 Page 2 BOARD MEMBERS' ORALS - Commissioner Dixon stated that there had been an incident in her neighborhood today. She called the Sheriff's Department but there was no response. Ms. Dixon then called Councilman Byrd, who in turn called the Sheriff's Department, and then got a response. The initial call was placed at approximately 8:00 a.m., and the Sheriff's did not respond until 2:30 p.m.. - Commissioner Downs felt that as a board, a message should be sent on behalf of Lynwood citizens to the City Council, making them aware that complaints are being mishandled. No response to a call is interpreted as "your complaint is not that important ". Mr. Downs also reported another incident, which took place in front of his house. During the early hours of the morning, a Sheriff's officer was conducting a routine traffic stop. The person in question was a black male who was made to sit on the ground. Mr. Downs questioned why is it that only black males are made to sit on the ground, and sometimes they are • also made to put their hands on the hot hood of their cars. Commissioner Downs feels Captain Freeman should be aware of this problem. Commissioner Downs proposed to design a complaint follow up system, where a letter would be mailed to complainants on behalf of the board, asking them if their complaint has been resolved to their satisfaction. Mr. Downs would like to see City Council discuss the procedure mentioned above with Captain Freeman. - Commissioner Dixon mentioned that she contacted the city of Long Beach and requested a copy of their Law Enforcement Commission bylaws. She will share information with commissioners as soon as she receives it. There being no further business, the meeting adjourned at 6:32 p.m. 0
