LAW ENFORCEMENT REVIEW BOARD
Meeting of August 24, 1994
The regular meeting of the Law Enforcement Review Board was held on the above
date, in the City Hall Council Chambers. (The agenda was duly posted as
prescribed by the Brown Act.)
The meeting was called to order at 6 05 P.M. by Chairperson David Willis.
The Pledge of Allegiance was conducted by Board member Hilario Esparza.
SWEARING IN OF NEW MEMBER
Henry Guidry was introduced and sworn in by City Clerk Andrea Hooper, as the
newest member of the Law Enforcement Review Board.
ATTENDANCE
Board Members in attendance were: Don Brantley, Elizabeth Dixon, Hilario
Esparza, Henry Guidry and David Willis.
Councilmembers present: Councilman Louis J Heine.
Staff members in attendance: Pat Alvarez, Roger Haley and Tony Romero.
Sheriffs Dept. representative: None
Also in attendance were: City Clerk Andrea Hooper, and family of Mr Guidry.
MINUTES
The minutes of the August 24, 1994 regular meeting were read and approved as
distributed.
Chairperson Willis announced that staff person Pat Alvarez is leaving the city
effective August 25, 1994 Tony Romero was introduced as the new Minutes Clerk
for the Law Enforcement Review Board.

GROUP PICTURE
A group picture was taken of the Lmv Enforcement Review Board Commission in
order to update the City's official commission pictures.
ADJOURNMENT
There being no further business, the meeting adjourned at 6 20 p. m. to the
September 28, 1991 regular meeting.

PUBLIC ORALS
Councilman Heine commented on Imperial Highway improvements and
also on the new bus shelters. Councilman Heine stated that there will be a
total of 52 bus shelters completed. Also, Councilman Heine spoke on the
City's Economic Development Program.
BOARD MEMBERS' ORALS
• • Mr Guidry spoke on a complaint brought to his attention on August 17,
1994 by Councilman Armando Rea. The complaint involved Mr Rodrick
Borders, approximately 20 years of age, from 11375 Hulme Ave., who
claims that he went to the Sheriffs Department to file an incident report
after being followed by two suspects on his way home from work.
According to Mr Borders, he heard a thump on the side of his car, but
didn't know what it was. He then proceeded to drop off his passenger
when he noticed the same vehicle following him. Shots were then fired.
Mr Borders went to the Sheriffs Department to file a report. According
to Mr Borders, he was listened to but was told not to worry about the
incident and to go home. No report was filed. Roger Haley advised that
Mr Borders come into the City Manager's Office and ask for himself or
Tony Romero to file a formal complaint by filling out a City Complaint
form. The complaint will then be forwarded to Captain Art Herrera of the
Sheriffs Department for investigation and response.
Chairperson Willis commented Councilman. Heine for his assistance on
ridding cars and trucks parked in front of his house for a long period of
time.
