ON TUESDAY, JANUARY 22, 2008 IN THE LYNWOOD CITY HALL COUNCIL CHAMBERS. recreatn \commission agendas & minutes \recreation & parks 2007.November agenda & October minutes CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for OCTOBER 23, 2007 U Call to Order The October 23, 2007 Recreation & Parks Commission meeting was called to order at 5:08 p.m. II /III) Invocation & Pledge Chairperson Lorene Reed gave the Invocation and the Pledge of Allegiance was led by Commissioner Julio Mendoza. IV) Roll Call Chairperson Reed - Present Commissioner Espeseth - Present Commissioner Mendoza - Present Vice Chairperson Salazar - Present Let the record show that Commissioner Espeseth arrived at 5:24 p.m. V) Agenda Posting The Agenda was duly posted for the October 2007 meeting as prescribed by the Brown Act. VI) Approval of Past Minutes Chairperson Reed requests that a motion be made for approval of the minutes for the Recreation & Parks Commission meeting held in September 2007. Vice Chairperson Salazar motions that the minutes be approved. Commissioner Mendoza seconds the motion. All Commissioners vote in favor of approving the minutes as written and the motion is carried. Ayes: 4 Noes: 0 VII) Correspondence None VIII) Public Orals Irene Garcia, 2737 111`" Street, commented on the overall condition of Lynwood City Park. She is concerned about the standing water puddles in the park and mosquitoes breeding. Mr. Charles Wood, 4533 East Arlington Avenue stated that there were numerous complaints this weekend about the restrooms in Lynwood City Park. Some patrons said they were calling the Health Department. He stated that he cleaned the men's restroom himself. The ladies' room was in terrible shape. Chairperson Reed stated that she also heard complaints. She asked about who is responsible for cleaning the Public Orals Continued restrooms. Mr. Trejo stated that the Recreation staff is responsible for keeping the restrooms clean during events. He explained that there is a staff shortage. He will meet with staff and L.S.A. members to discuss this problem. There are anywhere between 500 to 600 people in the park during the weekends. Chairperson Reed stated that cleaning the restrooms should be the responsibility of Facility Maintenance. Recreation staff is not trained to clean restrooms. Someone from Facility Maintenance should be required to clean restrooms. Mr. Wood also stated that Recreation staff is required to pick -up trash. Commissioner Mendoza stated that we should have pride in our City park. He also stated that it's embarrassing to have people from other cities see our park in bad condition. Vice Chairperson Salazar stated that we should be embarrassed for the sake of our own residents. Chairperson Reed stated that maintenance should be done in the morning and again in the afternoon. Mr. Wood stated that Park Maintenance staff should be in the park on Friday, Saturday and Sunday to empty trashcans and clean restrooms. Chairperson Reed stated that there is a problem with custodians at the Senior Center that spend the whole day cleaning windows. Some of the custodians don't have a full day's work. Commissioner Mendoza stated that he's seen a custodian playing dominos in the game room. Vice Chairperson Salazar asked if the custodians are union members. Chairperson Reed responded that they belong to an employee association. Chairperson Reed suggested that a regular maintenance person be hired to clean restrooms instead of Recreation staff. Chairperson Reed motioned to refer this request to Council. Vice Chairperson Salazar seconded the motion. Ayes: 4 Noes. 0 Ms. Garcia asked if rubber material could be used underneath the Playground equipment instead of sand. Mr. Trejo explained that a percentage of the material underneath the sand is pour in place rubber. Professionals assessed the playground and used pour in place rubber in the required areas. The reason the whole area is not covered with pour in place rubber is the higher cost of the material compared to sand. IX) Scheduled Matters A. Quarterly Citywide Special Event Report - Oct. through Dec. October 2007 - Great Gatsby Ball - 10/25/07 - Tickets are $10 - Money is for the Senior Building Fund. The budget is $3,000. Chairperson Reed stated that the bar money is part of the Scheduled Matters Continued fundraiser. She reminded everyone to dress in white, whether it is jeans, a dress or a suit. vice Chairperson Salazar asked what style of music would be played. Jazz music will be provided by Lon -el Greene, Seville, Ohio Trio Plus Band, Charles Clark & Company and Earl "Duke" Williams. Chairperson Reed stated that the event is a dinner & dance. Mr. Trejo stated that ticket sales are doing well. Vice Chairperson Salazar asked how the event was promoted. Mr. Trejo stated that the event was promoted through a local paper, either the Wave or Journal, word of mouth, fliers at facilities and through mailings. Vice Chairperson Salazar also asked if tickets could be bought at the door. Mr. Trejo replied that the tickets could be bought in advance or at the door He also stated that the Senior Advisory Board is having incentives to sell tickets. Halloween — 10/31/07 — This annual event will be held in Lynwood City Park from 5:00 P.M. to 9:00 P.M. Activities include a costume contest, pumpkin carving contest, game booths, and free candy. Vice Chairperson Salazar referred Metro PCS as a co- sponsor. They will be in the park giving away candy, snacks and refreshments. Chairperson Reed asked if this will save on the $3,000 budget. Mr. Trejo replied yes, that there will be a savings. Vice Chairperson Salazar asked if Metro PCS will be getting involved with other City events like the Winter Wonderland toy give -away. A list of events will be provided to Metro PCS. Mr Trejo invites the Commissioners to serve as judges for the Halloween contests. Vice Chairperson Salazar stated that he'll try to make it but his children want to go to Disneyland. November 2007 — Veterans Day Ceremony — 11/8/07 — City Hall — 10:00 a.m. The highlight of this event will be the Veterans Memorial Monument unveiling. Hollydale's American Legion Post 723 Color Guard will be present. There will be short patriotic readings and light refreshments. Vice Chairperson Salazar asks if the Young Marines will be present. Mr. Trejo stated that they are no longer at Lynwood High School but may attend the event as a field trip. Chairperson Reed asks about the monument. Mr Wood stated that it's already installed and there is room to grow. He also stated that Mr. Trejo has done an excellent job. Scheduled Matters Continued December 2007 — The Winter wonderland Program has been shortened to five -days by the new City Council. It used to be 2- weeks, then 1 1 /2- weeks. The estimated savings will be approximately four to five thousand dollars. Candy Cane Lane Christmas Parade — This Commission will be represented The Program Coordinator will contact Commissioners. There is no Grand Marshall yet. chairperson Reed stated that someone always wants to have a daytime parade but it is a long- standing tradition to have the parade at night. It is only one of two night -time parades (Hollywood being the other one). This tradition will not change. Vice Chairperson Salazar asked if there are ever any incidents. Chairperson Reed replied that there are minor incidents every year Vice Chairperson Salazar said he's never heard of any problems. Chairperson Reed stated that in order to cut down on vehicle costs related to the parade, the City should seek sponsorships from car dealerships and /or car clubs. She thinks we could get vehicles free of charge in exchange for publicity. Then the City would only have to pay for security. Chairperson Reed also asked if the parade could be organized without the help of Pageantry Productions. Mr. Trejo stated that Pageantry's expenses only represent about 10% of the budget; staff salaries and street closures 10 %, rental equipment that includes portable restrooms, light towers, barricades, etc. 15 %, and miscellaneous 5 %. The biggest expense comes from the Sheriff Department taking up 60% of the budget. x) Staff Reports: A. Facility Usage Report — Attached for review. The fee schedule for the Youth Center is different, less than Bateman Hall. Chairperson Reed stated that someone wants to rent the Senior Center and donate the money to the Senior Fund. Mr. Trejo announced that if we rent it out to one person we have to rent it out to anyone that qualifies. A fee schedule is not yet in place and many factors must be researched and discussed before the Senior Center will be opened up to the public as a rental facility. There is a big concern not to deface the building walls with staples and tape marks on the walls due to decorations and red punch spills on the carpeting. B. Division Monthly Reports — Chairperson Reed announced that the Division Monthly Reports for 2008 will now be provided on a quarterly basis in the months of January, April, July and October. XI) Commission Orals (Please abide by the 3- minute time limit for each Commissioner) • Commissioner Espeseth — Commissioner Espeseth stated that she is glad to be at the meeting. It wasn't easy for her to attend. • Commissioner Mendoza — He recounted an incident of three little girls locked in the women's restroom in the Community Center lobby. There is a lock on the door on the inside and the young girls accidentally locked themselves in. Their mother was on the outside of the restroom. Security was called. Mr. Trejo stated that the Fire Department recently requested that steps be taken to make the facility safer and to comply with Fire Department safety codes. • Chairperson Reed — She is happy to see Commissioner Espeseth back at the meeting. Chairperson Reed stated that we should keep security informed of anything suspicious we see in Lynwood City Park. She stated that there was another murder on the other side of the park about two -years ago. • vice Chairperson Salazar — He stated that he's noticed more pot - smoking going on in Lynwood City Park. It seems as if the recent shooting gave gang members the green light to hang out in the park. This is making patrons uncomfortable to be sharing the park with people that are rough around the edges. He's seen cops get rough in the park. Commissioner Mendoza stated that the sheriff's don't patrol the park. vice Chairperson Salazar asked if these groups are to be dispersed. Chairperson Reed stated that if anyone sees people smoking pot, security will break -up the group if they are called and the situation is brought to their attention Mr. Trejo stated that this is a tough situation unless there is an eyewitness to any illegal activity. Mr. Charles Wood stated that the Soccer and Baseball Programs are supposed to be getting walkie- talkies in order to communicate with security faster when necessary. XII) Adjournment The meeting was adjourned at 6:00 P.M. to the next regularly scheduled meeting to be held on November 27, 2007 in the Lynwood City Hall Council Chambers.
