MEETING MINUTES FOR OCTOBER 17, 2007
OPENING CEREMONIES
A. CALL TO ORDER - The meeting was unofficial due to lack of a quorum.
B. PLEDGE OF ALLEGIANCE - The Pledge of Allegiance was led by Commissioner Margie Harper
C. ROLL CALL

D. CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for the October 17, 2007 meeting
as prescribed by the Brown Act.
E. APPROVAL OF PAST MINUTES -The minutes were not approved due to lack of a quorum
II. INFORMATION ITEMS
A. City Council Items: Ms. Rozie Carrillo, Recreation Superintendent II announced that four Council
Members were recalled and four new Council Members were sworn in on 10/16/07 The four new
Council Members are: Alfredo Flores, J. Antonio Martinez, Jim Morton, Ramon Rodriguez. Maria Teresa
Santillan is the Mayor, Ramon Rodriguez is the Mayor Pro Tem.
B. General City Program Report: Ms. Carrillo reported the following:
• Great Gatsby Ball Dinner /Dance /White Attire Contest on 10/25/07 - 6 p.m. to 11 p.m. at Bateman
Hall, $10
• Halloween Activities - The Annual Halloween Festival will be held in Lynwood City Park on 10/31/07
from 5 p.m. to 9 p.m. This event includes pumpkin carving, costume contest, game booths, and free
treats for youth.
• Candy Cane Lane Christmas Parade - Ms. Carrillo stated that she is registering the Community
Affairs Commission as an entry for the Christmas Parade on 12/14/07 Vice Chairperson Edner
stated that she's been in the parade in a convertible vehicle. She enjoyed the hot coffee and
tamales and the hot chocolate. Commissioner Harper has been in the trolley for the last two years
because it's warmer
• Community Services Day - Applications for Community Services Day are being taken at the
Natatorium from 9 a.m. to 12 p.m. and 3 p.m. to 6 p.m. 250 families will be provided food and toys
for the holidays. Ms. Carrillo requested that names of possible donors to the program be forwarded
to her Vice Chairperson Edner stated that applications for Community Services Day assistance are
available at the Senior Center
C. Senior Citizens Program Report: Senior Excursions & Events -
• Museum of Latin American Art - 10/19/07 - 10 a.m. to 3 p.m. in Long Beach, $2
• Oktoberfest - 10/21/07 - 10 a.m. to 3 p.m. at Alpine Village in Torrance, $4
• Seniors Halloween Event - 10/31/07 - 12 p.m. to 3 p.m. at the Senior Center, Free
D Library Report: None
E. Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report: Ms. Carrillo stated that a
Commissioner on another Commission stated that someone from the Community Affairs Commission
should attend the H.R.M.A.C. meetings on a regular basis. Commissioner Harper stated that there was a
dynamic speaker from H.R.M.A.C. at the last Clergy Council meeting. Ms. Carrillo was unable to attend
due to a First Aid Training Workshop. Vice Chairperson Edner is curious to know if this topic will continue
to be discussed at the Clergy Council meetings.

III. SCHEDULED MATTERS
A. Gang Violence in the Community - Vice Chairperson Edner stated that gang violence is up between
ethnic groups. A former Lynwood resident was shot while in Lynwood City Park. He died from his wounds.
He wasn't a gang member but was accused of disrespecting the City Gang members hangout east of
Bradfield and tag property She stated that the "vine" program is a good method of deterring graffiti on
walls. She stated that the Clergy Council meeting had a good report of what can be done. Lack of training
starts in the home and then youth go to the streets. Learning right from wrong should start in the home.
She would like to see what can be done and she would like to see the City Council implement the vine
program.
Commissioner Harper stated that the community has to work together and be productive as a community A
Deputy Sheriff attends meetings regularly Children that go to school late are watched. Parents are cited.
This is reducing crime and violence. If children damage property, parents will be held responsible. This
issue is being addressed. More officers are being hired to patrol the community Children coming home
from school are being accosted.

• Vice Chairperson Edner - Stated it is good to be here. She wished Ms. Carrillo a happy birthday She
is glad Commissioner Harper is back and getting healthy Vice Chairperson Edner is concerned
about the lack of parking at the Senior Center Whenever outside organizations hold meetings at
Bateman Hall there is no handicapped or regular parking at the Senior Center Senior Center
patrons in wheelchairs come for the exercise and lunch but there is nowhere for them to park close
by Ms. Carrillo stated that she would talk to the Deputy Director, Jose Trejo about designating a few
parking spaces for seniors only She is looking forward to all of the special events in October,
November and December
• Commissioner Harper - Stated that she's been hospitalized twice in the last seven days. She had a
blood clot in her leg. She complimented the Recreation staff on doing a good job with the
Commission. The City is moving forward to make the community a better place. She participated in
a NAMI walk in Santa Monica for mental illness awareness. The event was very successful and was
featured on the news. Approximately 5,000 people participated.
VI. ADJOURNMENT -
The meeting was adjourned to the next regularly scheduled meeting to be held at 5:00 p.m. on November
21, 2007 in the City Hall Council Chambers, 11330 Bullis Road, Lynwood, CA 90262.
