Hawkins and Calderon answered roll call, Commissioner Hutcherson and City Liaison Jeff Jones were absent. Greg Woods was present in place of Mr Jones. INVOCATION Vice Chairperson PLEDGE OF ALLEGIANCE Commissioner Cornelius led the commission in the pledge of allegiance. APPROVAL OF MINUTES FOR AUGUST 13, 2007 MEETING It was moved by Vice - Chairperson Cornelius, seconded by Commissioner Calderon and carried to approve the September 2007 minutes. SCHEDULED MATTERS Items Number 6 -9, 11 and 13 were moved to be tabled until the next regular meeting. Update, Entrance to The Annex Commissioners as a whole noted the striping around all the steps at the Annex and City Hall building. The commission will discuss further matter at the next scheduled meeting. Monthly Block Watch Report from Natalia Medina Natalia Medina updated the commission on the recent activities that occurred within the last two months such as the National Night Out. She also informed them of upcoming events to be determined such as the candidate's forum for the upcoming election. City of Lynwood Public Safety Commission Meeting Minutes October 8, 2007 Page 2 PUBLIC ORAL COMMUNICATIONS Mrs. Calderon stated that flyers being posted in the Senior Center should have accurate information and be understandable. COMMISSIONER ORALS Commissioner Hawkins discussed the shooting incident in which a young man was shot and killed in the city park. She questioned security issues and whether the park was adequately staffed to ensure safety The commission decided to bring this issue up to Jeff's attention at the next meeting. Commissioner Calderon presented the commission with the American Disability Act Title 1 I and also a letter from the Los Angeles County Public Library dealing with accessibility at main entrance passages. The Title 1 1 act states, "The obligation is to ensure that facilities are readily accessible to and usable by individuals with disabilities that would be violated, if repairs are not made promptly or if improper or inadequate maintenance causes repeated and persistent failures." ADJOURNEMENT It was motioned by Commissioner Hawkins, seconded by Commissioner Calderon and carried to adjourn to the next meeting scheduled for November 12, 2007 at 6 15 P M All in favor; Motion carried. Commissioner Orals Adjournment: Motion to adjourn to the next regularly scheduled meeting on Monday November 12, 2007, at 6:15 PM in the City Council Chambers located at 11330 Bullis Road, Lynwood, CA 90262 ,J City of Lynwood Regular Meeting of The Public Safety Commission Monday September 10, 2007 Meeting Minutes CALL TO ORDER Chairperson Hutcherson called the meeting to order at 6.20 PM ROLL CALL Commissioners Hutcherson, Cornelius, and Calderon answered roll call, Commissioner Hawkins was absent. CERTIFICATING OF AGENDA POSTING Staff liaison Jeff Jones announced that the agenda has been duly posted in accordance with The Brown Act. APPROVAL OF MINUTES FOR AUGUST 13, 2007 MEETING Commissioner Calderon made a correction of his statement concerning the canopy being anchored. It was moved by chairperson Hutcherson, seconded by Vice Chairperson Cornelius and carried to approve the minutes as corrected. CERT TRAINING UPDATE Staff liaison Jones noted that training is scheduled to start September 15` but may not have enough interest for the class. The minimum number is 20 This class was heavily advertised but CERT classes were previously conducted in this area. An update will be provided at the October meeting. SENIOR CENTER In the previous meeting it was noted that the doors were too heavy to open for seniors. Jeff Jones, the building engineer, and staff member Ilu Johnson inspected the door by the restroom. Commissioner Cornelius stated that the Restroom is fine, but the every other door is very poor in terms of opening, with exception to the game room closet door Chairperson Hutcherson recommended looking at legal requirements for the doors. Commissioner Calderon and Cornelius suggested replacing the doors with automatic doors. Commissioner Cornelius brought up the issue of Senior Center doors being locked, when it is required that all doors remain open during operation. Commissioner Cornelius suggested one week verifying the regulations of the doors. Jeff Jones will find out the ADA requirements for the doors in a one week. ILLEGAL PARKING OF CITY VEHICLES ;J Jeff Jones met with Public Works Director Dan Ojeda and Quality of Life Director Deborah Jackson, in which both had staff who were parking where they shouldn't. Jones noted that City Manager Roger Haley sent a memo to staff to stop parking illegally As a result, two days after the meeting no one has parked illegally, stated Jones. Commissioner Cornelius mentioned there is no parking any where in city hall and that staff is parking in front spaces and taken spaces from residents. Jones brought up that Dan Ojeda has a plan in place and is going to council to have time limited parking in front spaces. Jones will confirm the plan with Dan Ojeda and the effective date. CITY STAFF COURTSEY Jeff Jones noted that City Manager is seeking to improve courtesy to residents and clients. SHERIFF'S DEPARTMENT REPORT The Sheriff reported that there is an increase in auto thefts and all other crimes are holding steady He also noted that they are at maximum enforcement and have additional patrol for the beginning of school. Furthermore, the Lynwood COPS team has been real aggressive with prostitution and other crimes in the area, resulting in increased in arrests. Sheriff also stated that there will be a town hall meeting with the areas controlled by Century Station to talk about gangs and graffiti, food and tours of the station will be provided. Flyers are being passed out. Commissioner Cornelius suggested doing something about the parking for this town hall meeting. Sheriff acknowledged that he would look into alternatives. BLOCK WATCH No Reports. PUBLIC ORAL COMMUNICATIONS Mrs. Calderon stated that the contactor should be held responsible for the doors in the Senior Center She also mentioned that there has not been an emergency drill for four months for the Senior Center Furthermore, she brought up the fact that the Senior Center is a cooling station and it was not opened on Saturday, Sunday and Monday during the heat wave. The Senior Center is a cooling station open from 8 -5 Monday- Friday, verified by flyer Commissioner Cornelius recommended they make a new and clearer cooling station poster. Chairperson Hutcherson suggested finding out if it is a requirement for the Senior Center to be open for the weekends if it is over 85 degrees. Jones will contact Recreation Interim Director for more information. COMMISSIONER ORALS ..Y Commissioner Calderon noted that he has a plan (presented) in which he believed would improve safety at the entrance to The Annex. Jeff Jones noted that there is not a dangerous condition as identified in liability terms, but appreciated Commissioner Calderon's information. Staff will paint yellow strips on all steps in the city hall area. Commissioner Cornelius appreciated staff following up on the issues discussed last month and looked forward to receiving the agendas and minutes in a more timely manner Jeff Jones followed up on a question from last meeting, if there's a way to put announcements in the Water bill. He stated that there is, but there is a fee. Jones will find out from the Water Manager ADJOURNMENT It was moved by Vice - chairperson Cornelius and seconded by Commissioner Calderon and carried to adjourn to the next meeting scheduled for October 8, 2007 at 6.15 p.m. All in favor; Motion carried. The meeting was adjourned at 7.25 PM.
