MEETING MINUTES FOR SEPTEMBER 19, 2007
OPENING CEREMONIES
A. CALL TO ORDER - The meeting was called to order at 5:06 p.m.
B. PLEDGE OF ALLEGIANCE -- The Pledge of Allegiance was led by Commissioner Edner

D CERTIFICATION OF AGENDA POSTING - The agenda was duly posted for the September 19, 2007
meeting as prescribed by the Brown Act.
E. APPROVAL OF PAST MINUTES - Chairperson Garcia requests that a motion be made for approval of the
minutes. Commissioner Edner motions that the minutes be approved. Commissioner Harper seconded
the motion. The June, July and August 2007 minutes were unanimously approved and the motion was
carried. Ayes: 3 Noes: 0
II. INFORMATION ITEMS
A. City Council Items: Recall voting next Tuesday, 9/25/07
General City Program Report: Ms. Rozie Carrillo, Recreation Superintendent II reported the following:
• Los Amigos Picnic & Health Fair - 9/22/07 in Los Amigos Park, 10 a.m. to 2 p.m. There will be a
ribbon - cutting ceremony to dedicate the new playground equipment.
B. Senior Citizens Program Report:
• Danish Days in Solvang - Lynwood Senior Citizens will travel to Solvang on 9/21/07 from 8 a.m. to 6
p.m. for a day of shopping, food, and fun.
• Senior Picnic, 9/27/07 in Lynwood City Park, 11 a.m. to 2 p.m.
C. Library Report: None - Commissioner Harper called the Librarian to remind her of the meeting.
D Human Relations Mutual Assistance Consortium (H.R.M.A.C.) Report: A Clergy Council meeting will be
held on 9/20/07 from 9 a.m. to 11 a.m. in Room #2 at Bateman Hall. A HRMAC representative will be
present to discuss gang violence.
III. SCHEDULED MATTERS
A. Angeles Fields - Chairperson Garcia asks if anyone received (by mail) the Angeles Fields Project letter
and form to fill out. She stated that her brother responded on behalf of their parents. Ms. Carrillo stated
that she heard the survey form is available via the Internet. Vice Chairperson Edner stated that she's
received a lot of information on the Angeles Fields Project in the mail. Chairperson Garcia stated that this
project would bring in a lot of revenue but also many pros and cons to the City She stated that this project
will not only impact the affected area where she and her family live but the whole City as well. Commissioner
Harper stated that citizens were not allowed to ask questions at a recent meeting on the Angeles Fields
Project. They have a right to ask questions. It wasn't a good meeting because it got out of hand. Ms.
Carrillo stated that there was a story on TV this morning about the Lynwood City Council recall. Chairperson
Garcia stated that she has received many phone calls and written materials on the recall. Vice Chairperson
Edner and Commissioner Harper both vote by absentee ballot. Vice Chairperson Edner stated that homes
should not be taken from families that have been long -time residents. Families will be uprooted and will be
unable to find affordable homes and they'll have to resort to apartment living. Senior citizens and schools
will have to be relocated. It's a lot to be considered. Lynwood is a small City that stands to lose a lot to

gain how much? She does agree that more revenue is needed in the City Vice Chairperson Edner is
wondering if jobs will be available to residents or if they're going to be pre - selected. Chairperson Garcia
remarked that there are a lot of questions that need answering. The meetings on this topic have been out of
hand. There are issues about this project that could be handled better Vice Chairperson Edner remarked
that Long Beach Boulevard will be very modern and everything else in the City won't fit in.

Chairperson Garcia - She will try to attend HRMAC meeting every month. She stated that recently
when she and her brother were going out to eat they were stopped by police and their car was
inspected. Police were in search of two gunmen in the area. She also commented that bushes
between Beechwood and Elmwood need trimming. There is a bad smell coming from the bushes
and rats are going into nearby yards. Chairperson Garcia is glad Vice Chairperson is better and
wishes Commissioner Harper a happy belated birthday She requests that the meeting be adjourned
in a moment of silence in memory of Mr William Araujo who recently passed away
Vice Chairperson Edner - Since our last meeting she has undergone a short hospital stay in the high
desert where she fell ill on a church related trip. Her church members and family were there for her
She is glad to be back on the job at the Senior Center with the other seniors and co- workers. The
Senior Center staff is always looking for more activities for the seniors. The seniors really love to
play Bingo. She would like to see this Commission grow It concerns her that there are only three
members. It should be a full board in order to attend to community affairs. We need to be more
active and communicate with one another She is glad to see everyone in good health.
Commissioner Harper -- She is glad to be present. She apologized for being absent from the last two
meetings. She recently celebrated a birthday but was out of town on a business trip. She stated
that she faithfully attends the faith -based meeting every month. Commissioner Harper also stated
that the community is growing, crime is up, and police are more visible. She stated that a baby was
abducted on Agnes St. this afternoon. The City is being torn asunder with the recall. That money
could be better spent on improving lighting, potholes, planning flowers and trees. The money should
be put to better use for the City's residents.
VI. ADJOURNMENT -
The meeting was adjourned at 5.43 p.m. in memory of the late Mr William Araujo. The next regularly
scheduled meeting will be held at 5:00 p.m. on October 17, 2007 in the City Hall Council Chambers, 11330
Bullis Road, Lynwood, CA 90262.
