Town Administrator' s Report
The federal Safer grant has been modified to cover 100 % of cost for 2 additional firefighters if given to the
Town of Brewster . Initially we had budgeted and planned on 35 % for 2 years, 65 % for year three and then
fully funding the two positions . If we are awarded those grant funds, the Federal Government will cover the
full costs for the first 3 years . This announcement for grant award is expected in late summer .

Selectperson deRuyter moved the Consent Agenda . Selectperson Chaffee second .

Cape Light Compact Update on Green Communities , Power Supply Offerings , and 2020 Energv Efficiency
Programs and Rebates — Maggie Downev and Margaret Song
Maggie Downey and Margaret Song reviewed the Cape Light Compact presentation that is in the public
packet . This included statistics of customers served , hours of energy saved and funding invested into the
Town . Margaret Song reviewed the services and rebates offered . A virtual experience is now offered in the
wake of COVID49 and for a limited time , they are offering 100 % coverage as an incentive . The 2020
residential rebates are for oil and propane heating, appliances , all the way to refrigerator and freezer
recycling . Cape and Vineyard Electrification Offering ( CVEO ) has been reformatted for low and moderate
income customers proposed in the Cape Light Compact Energy Efficiency Plan . The goal is to target
customers who heat their homes with oil , propane or electric and move them off of fossil fuels onto cold
climate heat pumps , batteries and also including a solar component . Brewster has recently been designated
a Green Community . A variety of projects have been identified for the $ 150, 270 grant that was awarded to
the Town . Selectperson Chaffee asked if they would submit a press release for their CVEO and other
incentives . They gladly agreed .
Update on Latest Coronavirus Developments and Review of Current State & Local Guidance / Directives
Peter Lombardi said there was a lot of information distributed from the State today . The Board will be
meeting on Wednesday with the Board of Health and he will be able to offer more detail on the Governor' s
guidance issued today . The stay at home advisory and essential services has officially expired as of today . The
framework for the 4 phase re - opening plan was announced , and the first phase is : manufacturing,
construction , places of worship ( 40% occupancy limit) and curbside pickup for retail . Next week the second
leg of Phase 1 : labs, office space ( 25 % occupancy ) , car washes , hair salons, pet grooming and outdoor
recreation facilities . Industry specific guidance was also issued for Phase 1 . A self- certification process to
insure compliance with the State' s mandatory safety standards was put in place as part of the re - opening
plan . They have included a list of industries for each phase of the re - opening . Phase 2 will commence on June
8th at the earliest, including : restaurants , lodging facilities, and more . It will be at least three weeks before
each phase is instituted . The State will provide more information and specific recommendations in advance
of the pivotal dates so businesses can prepare accordingly . Feedback was offered that , more advanced notice
was needed for re - opening . Guidance for beaches has been refined . Local discretion is still retained by the
individual Towns , to allow additional restrictions or going at a slower pace than the Governor provided . The

new advisory is "Safer at Home " and groups are still limited to no more than 10 people . The Barnstable
County Regional Task Force will disseminate information across the Cape . They will be meeting twice a week
for the foreseeable future , and is an entirely advisory group . Brewster' s local reopening Advisory Coalition is
meeting as well . It is a mix of local officials , staff, health and human service members , and business owners
in town . Town services remain unchanged from the last meeting two weeks ago . We are in the process of
aligning our draft re - entry plan with guidance released by the State . The Mass Municipal Association ' s
testimony to the State , asked for specific guidance for each of the facilities being local government specific .
That has yet to be released , but hopefully is forthcoming . On May 7, 2020, the State allowed the re - opening
of golf courses . Captains Golf Course re - opened to members only play on May 8, 2020 , Peter Lombardi
recognized Mark O ' Brien for all his efforts to keep the course maintained , and to re - open so quickly . He went
on to say the Golf Department budget projection is even better than was anticipated for revenue to date .
The Brewster Covid Relief Fund has received over $ 23 , 000 in donations so far, with a generous donation of
$ 20, 000 by one resident . The donations to the fund are tax deductible .
There are 96 positive COVID49 cases identified in Town , with the majority of positive cases from Pleasant
Bay Nursing Center . Wingate was officially closed last week as a step down center . Selectperson deRuyter
spoke to business owners who would like to think outside the box . They found the zoning in Brewster
constrictive of businesses and he was wondering what tools we have to help these businesses . Peter
Lombardi said the Town will be looking at offering greater flexibility to businesses . Zoning questions can be
sent to the Town Administrator or Ryan Bennett, the Town Planner . Selectperson deRuyter would like to
suggest that businesses utilize the Special Event Venue Zoning Bylaw , Peter Lombardi gave an example of
Kate ' s Seafood , who is asking if there can be picnic tables on the triangle across the street on Betty' s Curve .
The Brewster Conservation Trust approved the use , as they are the deed holders of the property . Ocean
Edge is looking for a tent permit allowing for a longer period of time . Selectperson Bingham asked if rentals
are considered Lodging . Peter Lombardi said yes ; short-term rentals are still working under the same
restrictions which can only be rented to individuals specifically working in a COVID- 19 related capacity . This
will be opened up in Phase 2 , with restrictions . Selectperson Dickson noted that a resident mentioned the
signage at the beaches, and to ensure they are visible both at the entrances and exits .
Review and Vote on Updated 2020 Non - Commercial , Recreational Shellfish Regulations
Peter Lombardi said these are relatively minor modifications made to our regulations . We have called out
the fact that given the current conditions , folks need to exercise social distancing and face covering
requirements as necessary .
Selectperson deRuyter moved to amend the Non - Commercial , Recreational Shellfish Regulations as
proposed . Selectperson Chaffee seconded .

Review and Vote on Removal of Seasonal Non = Resident Weekly Beach Permits and All Non = Resident
Recreational Shellfish Permit Sales For 2020
Again , in order to ensure Covid49 related guidance was followed , limiting nonresidents to a daily pass or
seasonal pass instead of a weekly pass gives the Town a higher level of control . Also , to limit the number of
people in one location , non - resident shellfish permits are not recommended to be sold this season .
Selectperson deRuyter moved to remove all Seasonal Non - Resident Weekly Beach Permits and all Non -
Resident Recreational Shellfish Permits for 2020 . Selectperson Chaffee seconded .

Discuss and Vote on Policy Questions from Lower & Outer Cape Communities Select Board Survey
Peter Lombardi said the Lower and Outer Cape managers have been meeting regularly and at the last
meeting, the Selectmen/Select Board Chairs joined to discuss policy issues . The Eastham Select Chair put
together a survey and distributed it, focusing on Beaches, Short Term Rentals , and Restaurants to solicit
feedback on different approaches . There are a few towns who are taking different approaches, but to see if
they can align the approaches across the towns for cohesion . Selectperson Chaffee noted that the majority
of the responses were from two towns only, so she does not feel it is an equal representation of the data .
Individual Board members can respond if they would like, but no vote was required .
Discuss and Vote on FY21 Personnel Bylaw Emplovees Fixed Rate and Salary Scale
Susan Broderick explained that the proposed fixed rate and salary scale for the Personnel Bylaw employees is
in the packet and encompasses our seasonal and part-time positions . The recommendations are reflected in
the scales as well as the $ . 75 increase annually until minimum wage of $ 15 is met in FY23 . These are the
recommendations by the department heads . The Building Commissioner is asking for a $ 1 . 00 increase per
inspection for the part-time building inspectors .

Announcement of Vacancy on Nauset Rexional School Committee and Solicitation for Letters of Interest
Peter Lombardi said James O ' Leary announced his resignation effective as of Thursday . In order to fill the
vacancy, the Select Board needs to appoint someone until the next ballot in the spring. If there is a write - in
candidate at the next poll on June 23 , the Board may not need to appoint that vacancy as well
Selectperson Bingham wanted to acknowledge and thank James O' Leary for all he has done for the Town .

The Boston Marathon is scheduled on September 14, and it is now a State Holiday . The 15th is the new date
proposed to the Select Board .
