PLEDGE OF ALLEGIANCE Commissioner Beimer led the Commissioners in the pledge of allegiance. ACKNOWLEDGEMENT OF POSTING Staff acknowledged the posting of the Traffic and Parking Commission on July 19, 2007 ROLL CALL • Commissioner Beimer, Commissioner White, Commissioner Garcia and Commissioner Calderon were present at the meeting. Josef Kekula and Emmanuel Ngwu were also present at the meeting. SWEARING OF THE NEW COMMISSIONER None. APPOINTMENT OF CHAIRMAN AND VICE CHAIRMAN For the appointments of Chairman and Vice Chairman, Commissioner Beimer declared that nominations are now opened for Commissioners to vote. Commissioner Calderon moved to nominate John Beimer as the Chairman and nominated Rodney White as the vice Chairman of the Commission. Commissioner Garcia seconded the motion to nominate Mr Beimer as the Chairman and Mr White as the Vice i Chairman. A vote was taken and all voted in favor to approve the meetings. PUBLIC ORAL COMMUNICATIONS Andrea Hooper also came to swear in Ms. Patricia Cortazar Ms. Cortazar did not show up at the meeting. Mr. Antonio Munguia expressed concern about parking space for the portion of Tenava Avenue. He is requesting removal of "no parking zone" on the south side of Tenaya Avenue between Mariposa and Long Beach so the residents can have adequate parking spaces. Several residents from the Tenaya Avenue came to speak in support of Mr. Munguia's idea. Staff said that the City will look into the situation and return to the Traffic and Parking Commission with a recommendation. Ms. Cortez, a resident of 3354 Tenaya claims a parking citation was given to her because she moved her car out of the garage and park it on the street sweeping side of the street while getting ready to move the other car out. Officer Martin responded that Parking Officers are there to enforce the laws and any dispute should be directed to hearing administrator Albert Mendoza is a resident of 2733 Fernwood Drive said that between 8a.m to 12 p.m., "Tuesday's street sweeping signs are not posted. Staff stated that the ® speed limit will be posted, red curbs painted on Bullis Road for visibility, red curb painted on Long Beach Boulevard for visibility and the speed trailer will be placed. Vice Chairman White move the motion to accept staff recommendation outlined above. Commissioner Calderon seconded the motion. A vote was taken and all voted in of Staff recommendation. ITEM 410 STOP SIGN STUDY ON LORRAIN AND 110"" STREET The resident notified staff that the request included 108 Street and Lorraine Street, 109` Street and Lorrain Street and 110`' Street and Lorraine Street. This item was pulled. FRONT YARD SETBACK PARKING PADS This item was pulled. COMPREHENSIVE PARKING PLAN Officer Whitaker was absent at the meeting to expand on this subject. REVIEW OF UPCOMING ITEMS INFORMATIONAL ITEM COMPREHENSIVE PARKING PLAN Staff informed Commissioners of the parking solution proposed by Officer J D Whitaker An informational item will be forthcoming on this subject CIVIC CENTER PARKING LOT PLAN Staff informed the Commission that the Civic Center Parking lot and the Community Center Parking lot will have designated parking. The designations will be one hour parking, half hour parking, and staff parking. Commissioner Calderon suggested that there should be more than two handicap spaces for Senior Center Vice Chairman White concurred. He also fractured his left wrist. Mr Valencia suffered a second accident and injured his back while moving a compressor weighing 380 lbs. Au angiogram done is September 2001 revealed he has Coronary Insufficiency and Angina Pectoris. Pt has lost 75% ol memory and also has Lab"Tintiiitis and Hypertension. Mr Valenzuela is frequently falling due to feeling dizzy most of the time and having possible Spinal Stenosis with intermittent Claudication. He has difficulty to expressing his problems due to memory loss and Chronic Depression. Mr. Valen: uela has also been diagnosed with the following: Spondilitis, Osteoporosis and Osteoarthritis. Due to the findings he is permanent and completely disabled. He Is unable to walk for long distances and requires a placard or parking space that will shorten his distance from place to place. 'W However, exceptions may be made, in special hardship cases, provided all of the following conditions exist: (1) Applicant (or guardian) must be in possession of valid disable person placard for "disabled persons" or "disabled veterans" issued by the California Department of „ Motor Vehicles on the vehicle. (2) The proposed disabled parking space must be in front of the disabled persons place of residence. (3) Subject residence must not have off- street parking available or off - street space that maybe converted into disabled parking. 1 �1 (4) Applicant must provide a signed statement from a medical doctor that the disabled Person is unable (even with the aid of crutches, braces, walker, wheelchair or similar support) to travel more than 50 feet between his or her home and the automobile without the assistance of a second person. (5) Applicant must pay an initial fee of $50.00 to cover the cost of field investigation, insallation, maintenance and future removal. (6) Applicant must pay annual fee of $25.00 after the first year, to cover the cost of yearly investigation to confirm the present need for the handicapped parking zones.
