CALL TO ORDER: Chairperson John Beimer called the Veterans Affairs Council Meeting to order at 5:00 p.m. II. INVOCATION: Board Member Charles Wood led the Invocation. III. PLEDGE OF ALLEGIANCE: Board Member Beimer led the Pledge of Allegiance. IV. ROLL CALL: CHAIRPERSON BEIMER - Present BOARD MEMBER MENDOZA- Present BOARD MEMBER WOOD - Present BOARD MEMBER PEREZ - Absent BOARD MEMBER FORD - Absent BOARD MEMBER CALDERON - Present BOARD MEMBER WILLIAMS - Absent BOARD MEMBER GUTIERREZ - Present V. AGENDA POSTING: The agenda was duly posted by the City Clerk for the September meeting. VI. APPROVAL OF MINUTES: Chairperson Beimer calls for a motion on the minutes for August 2007. Board Member Mendoza motions that the minutes be approved. Board Member Wood seconds the motion. All members vote unanimously for approval of the minutes and the motion is passed. Board Member Wood had to leave the meeting at 5:15 p.m. due to a family emergency. VII. INFORMATION ITEMS: None VIII. SCHEDULED MATTERS: A. VETERANS MEMORIAL MONUMENT UPDATE - Mr. Jose Trejo, Interim Deputy Director of Recreation passed out a schematic (not to scale) of the Veterans Memorial Monument. Mr. Trejo stated that he has found out that this project can't be done in -house and a contractor must be hired to complete the project. The monument itself costs approximately $5,000 and the plaques another $3,000, for a total of approximately $8,000. It will take about 3 -weeks to complete the plaques and 1 1 /2 -weeks for the monument. Mr. Trejo stated that over the years the main topic of discussion among the board members has been about acquiring a Veterans Memorial Monument. Board Member Calderon stated that $8,00o is a lot of money for a monument the size of a small child. Mr. Trejo stated that when you involve a contractor on a small project they usually charge a higher rate. We're hiring a local contractor that knows the permit process in order to expedite the work. Mr. Trejo asks the Commissioners if they have questions. They do not, they are just glad to finally be recognized in the community. Board Member Mendoza stated that this monument is better than some he's seen in other cities. B. VETERANS DAY PROGRAM - Thursday, 11.8.07 - Board Member Mendoza shared with Mr. Gutierrez the highlights of the Veterans Day Program: Laying of a wreath, guest speakers, presentation of colors, etc. There was a brief discussion on who would do the presentation of colors, as the Young Marines and the R.O.T.C. no longer exist in the L.U.S.D. Chairperson Beimer asks Board Member Calderon if he's still a member of the American Legion and suggests that maybe they could provide this service. Mr. Trejo stated that all branches of the military will be represented on the plaque and that all military flags will be temporarily displayed at the ceremony. IX. PUBLIC ORALS: Mr. Alvaro Gutierrez, 3865 Louise Street was spotted in the hallway wearing a t -shirt with an Iraq logo. The Minutes Clerk asked if he was a Veteran and invited him to the meeting. Currently Mr. Gutierrez is serving as an inactive Army Reserve member. He has finished his contract and doesn't belong to an actual unit. He will be called if needed in his field. Mr. Gutierrez stated that he invited his brother Juan to attend but he had to work. All of the Board Members introduced themselves and gave their military history. Mr. Trejo gave Mr. Gutierrez a little background on the agenda items and past Veterans Day Ceremonies. Irene Garcia, 2737 u1` Street stated that she has a copy of a CD her niece made for her husband while she was in Iraq. Ms. Garcia stated that she is eager to see the monument go up. She has many family members in Iraq as well as on military ships. Board Member Mendoza asked Mr. Gutierrez if he still has his uniform. Mr. Gutierrez stated that he does. He also stated that he has Veteran friends and wanted to know if they must be Lynwood residents. The Board Members responded "no ", that all Veterans are welcome at the meeting. Mr. Trejo stated that the item for the Veterans Memorial Monument will be heard before the City Council at the October 4, 2007 meeting. THE CORRECT DATE IS OCTOBER 2,2007- PUBLIC ORALS: Continued Ms. Pearline Calderon, 4010 Josephine Street suggested that a pin or rosette be given to the parents and family members of Veterans at the Veterans Day Ceremony on 11/8/07. Board Member Calderon stated that he was elected Chairman of the Veterans Committee on the Area Agency on Aging but he resigned due to his hearing impairment. Ms. Calderon was nominated in his place and she accepted the position. Chairperson congratulates Ms. Calderon on her nomination. Her job is to acquire information on Veterans resources and to make them available to all Veterans. Many Veterans don't know how or where to acquire benefits to which they're entitled. She is attending various veterans meetings and senior centers to find out their needs and how services can be improved. She also wants to know what their City Councils do for them. Some of the issues being addressed are: burial plots, filling out forms, homeless veterans, legal services for veterans in the jail system. Many people are diagnosed as being mentally impaired and they are really suffering from Post Traumatic Stress Syndrome /Disorder. She will speak to Chairperson Beimer after the meeting. X. BOARD MEMBER ORALS: ➢ WOOD - Left the meeting at 5:15 p.m. due to an emergency. ➢ FORD - Absent ➢ PEREZ - Absent ➢ CALDERON -He stated that Veterans have special needs, i.e. Post Traumatic Stress Syndrome /Disorder and this must be impressed on the Country. It is now recognized as a service connected condition. He's written to several Congress Members. Veterans should be recognized for their sacrifice. Women are being drafted and serving in Iraq and Afghanistan. ➢ MENDOZA - He hopes there is no opposition to the Veterans Memorial Monument. He is thankful to Mr. Trejo. He's done a good job on this project. ➢ WILLIAMS - Absent ➢ BEIMER - He suggested that the Memorial Monument be unveiled in honor of the late Hawn Reed, a former Veterans Affairs Council Board Member. XI.
