ON TUESDAY, OCTOBER 23, 2007 IN THE LYNWOOD CITY HALL COUNCIL CHAMBERS. recreatn \commission agendas & minutes \recreation & parks 2007.September agenda & August minutes CITY OF LYNWOOD RECREATION & PARKS COMMISSION MEETING MINUTES for AUGUST 28, 2007 1) Call to Order The August 28, 2007 Recreation & Parks Commission meeting was called to order at 5:14 p.m. 11/111) Invocation & Pledge Mrs. Pearline Calderon gave the Invocation and the Pledge of Allegiance was led by Vice Chairperson Daniel Salazar. IV) Roll Call Chairperson Reed - Present Commissioner Espeseth - Absent Commissioner Mendoza - Present Vice Chairperson Salazar - Present V) Agenda Posting The Agenda was duly posted for the August 2007 meeting as prescribed by the Brown Act. VI) Approval of Past Minutes Chairperson Reed requests that a motion be made for approval of the minutes for the Recreation & Parks Commission meeting held in July 2007. Commissioner Mendoza motions that the minutes be approved. Vice Chairperson Salazar seconds the motion. All Commissioners vote in favor of approving the minutes as written and the motion is carried. Ayes: 3 Noes: 0 VII) Correspondence None VIII) Public Orals Charles Wood, L.S.A. President is concerned about the smelly water accumulating in the park near Birch Street. He also stated that the maintenance crew is not edging the sidewalks and the grass is growing up onto the sidewalks. Mr. Wood also complained about the cleanliness of the restrooms on the weekends. Staff has no equipment or expertise to clean the bathrooms so they were locked. They used to be cleaned at 7 a.m. and again at 3 p.m. but this is no longer happening. Mr. Wood also stated that Baseball is going well. The Soccer opening was good. There were lots of teams in attendance. Daniel Salazar is doing a fine job. Daniel is also a Soccer coach. Mr. Wood expressed his continued interest in occupying a position on the Recreation & Parks Commission. He stated that the new City Manager, Roger Haley used to be a T -ball coach. Public Orals - Continued Irene Garcia also expressed her concern over mosquitoes breeding in the park. She stated that she and Board Member Mendoza walk through the park and have seen the standing water puddles, the grass growing on the sidewalks. The restrooms have no usable toilet paper and there's paper strewn all over the floor. Mr. Trejo stated that the issue of standing water in the park has been addressed with the Public Works Department. He stated that the whole park has a drainage problem. The Public Works Department is doing a survey of all of the problem areas in the park. Previously Trejo thought that broken sprinkler heads were the culprits and were responsible for causing the drainage problem. He stated that drainage will be a priority issue with the new park. Chairperson Reed stated that the sprinklers are set too high. She stated that there is a broken water fountain at Hosler Middle School. She is concerned about problems with the West Nile Virus. Mr. Wood stated that the park is being over - watered. It should only be watered every other day. Ms. Garcia stated that anyone can slip and fall. The City should supply more trash cans as they are always full of trash. There is litter everywhere. Mr. Trejo stated that patrons move the trash cans throughout the park. Ms. Lien Stringfield stated that the population in the park is high on the weekends and that causes the problems with the restrooms. Vice Chairperson Salazar stated that Soccer and Baseball are big programs and with both going on at the same time there are large numbers of patrons using the facilities. Pearline Calderon observed staff riding the gator at CVS twice. They were not being responsible. She also saw them riding the gator behind the Library. The City would be responsible if they were in an accident or hit someone's car. Ms. Calderon also commented on the great calendar provided by Mr. Trejo. He stated that the Marketing Department was responsible for the design. He also stated that the City is working with Plaza Mexico, St. Francis Medical Center and the Chamber of Commerce to put together a master citywide calendar of major events. Public Orals - Continued Chairperson Reed mentioned the tragic death of Bill, Margaret Araujo's husband. Bateman Hall will be the site of the repast. A candlelight prayer vigil planned at the Senior Center has been cancelled. Chairperson Reed mentioned that all details are being worked out with Mrs. Araujo. 'Someone close to her is working with the City. Burial info will be given to everyone when it becomes available. IX) Scheduled Matters A. Special Event Budget Report - Mr. Trejo stated that he is unable to provide a full report until the budget is approved and adopted. X) Staff Reports: A. Facility Usage Report - Attached for review. Chairperson Reed stated that the Latino Chamber of Commerce no longer has a non - profit status. She would like to know why they are using Bateman Hall. Mr. Trejo stated that the Department will look into this. They will be required to go through the application process. Chairperson Reed requests that AARP be removed from the Facility Usage Report. B. Division Monthly Reports - Mr Trejo to provide at meeting on 8/30/07. C. Current Programs /Activity Report - Mr. Trejo announced the date change for the 3 r Annual Los Amigos Picnic and Health Fair. The date has been changed to 9/22/07. There will also be a ribbon - cutting ceremony for the playground equipment in Los Amigos Park on that same day. XU Commission Orals (Please abide by the 3- minute time limit for each Commissioner) • Commissioner Espeseth - Absent • Commissioner Mendoza - Stated that he has mentioned the water drainage problem in the park many times. He has been told that the sprinkler heads are broken. He was happy to announce that the dump area on Fernwood Avenue is currently being cleaned. This area may be developed into a pocket park. • Chairperson Reed - No comment • Vice Chairperson Salazar - No comment XIU Adjournment The meeting was adjourned at 6:00 P.M. in a moment of silence for the passing of Mr. William Araujo. The next regularly scheduled meeting will be held on October 23, 2007 in the Lynwood City Hall Council Chambers. CITY OF LYNWOOD RECREATION & PARKS COMMISSION SPECIAL MEETING MINUTES for AUGUST 30, 2007 U Call to Order - A special meeting of the Recreation & Parks Commission was called to order at 5:00 p.m. on August 30, 2007. II /III) Invocation & Pledge Chairperson Reed gave the Invocation and led the Pledge of Allegiance. IV) Roll Call Chairperson Reed - Present Commissioner Espeseth - Absent Commissioner Mendoza - Present Vice Chairperson Salazar - Present V) Agenda Posting The Agenda was duly posted for the special meeting held on August 30, 2007 as prescribed by the Brown Act. VIII) Public Orals None IX) Scheduled Matters A. Commissioner Training Workshop - Chairperson Reed stated that Vice Chairperson Salazar brought up a good question, when he asked at a previous meeting, what the roles and responsibilities of the Commissioners are. Mr. Jose Trejo, Interim Deputy Director provided a leather folder with a blank tablet as well as six handouts on various materials related to the responsibilities of the Commissioners. The materials are: 1) Roles of a Commissioner, 2) Scope of Commission, 3) Attendance 4) Review of Past Goals and Objectives, 5) The Brown Act, 6) Robert's Rules of Order. Once the City Clerk updates information in the Commissioner's Handbook, copies will be provided to the Commissioners. Mr. Trejo stated that some of the materials are outdated and refer to a cable company that no longer exists. In the past the City advertised many of their programs through cable television. Chairperson Reed stated that we can make a recommendation to Council to update Commission materials so they can know where to better focus their attention as a Commission. She stated that the Traffic and Parking Commission is recommending all sorts of workshops for their commissioners. Vice Chairperson Salazar read the document entitled "Responsibilities of Commission ". Every Commissioner should follow these rules as outlined in the handout. Scheduled Matters Some of the past goals of the Commission were to provide an Adult Softball Program for the City of Lynwood and to improve communication between staff and the Senior Advisory Board. Mr. Trejo stated that the Department has been cutting back on special event costs since 2002 and the budget is about one -third of what it used to be. Plaza Mexico is more independent and established and they have taken charge of Fiestas Patrias events. They no longer require as much assistance from the City as they once did. Mr. Trejo informs vice Chairperson Salazar that valuable information can be found on the Internet for the California Parks and Recreation Society (CPRS) and the National Recreation and Park Association (NRPA). Various topics were discussed by the Commission: Anyone can be removed from the Commission at Council's discretion at any time. The organization of the Commission takes place in July. Meetings used to be from 6 p.m. to 7 p.m. but were changed from 5 p.m. to 6 p.m. so that Commissioners can attend the Block Watch meeting at 6 P.M. Robert's Rules of order explain how meetings should be held and the procedures that are to be followed. Chairperson Reed and Commissioner Mendoza assist with planning of events, vice Chairperson Salazar is involved with AYSO Soccer. Commissioner Mendoza stated that the Recreation & Parks Commissioners should be notified of events before the Community Affairs Commission is notified. Vice Chairperson Salazar stated that the Recreation Commissioners are bypassed. Shouldn't events be coming to the Recreation & Parks Commission for approval? Chairperson Reed stated that citizens go directly to the Council for approval of requests. They cited a Coach that didn't follow the rules - he went directly to Council to request more space to play ball. vice Chairperson Salazar met with Council Member Leticia Vasquez on people going over the heads of the Commissioners. Mutual respect for positions and responsibilities is needed. Mr. Trejo stated that there has been an improvement over the years. Council used to override the Commission and give fee waivers to all. Commissioner Mendoza stated that the role of the Recreation Commissioners is to make recommendations to Council. He also stated that the Commissioners are out in the community and they see more of what goes on. Chairperson Reed stated that the Commission serves as the eyes and ears of the Council. vice Chairperson Salazar stated that sports program staff should be required to attend Recreation & Parks Commission meetings.
