MEETING MINUTES for SEPTEMBER 25, 2007
1) Call to Order
The September 25, 2007 Recreation & Parks Commission meeting was called to
order at 5 p.m.
II /III) Invocation & Pledge
Mr Greg Woods gave the Invocation and the Pledge of Allegiance was led by
Commissioner Julio Mendoza.
IV) Roll Call Chairperson Reed - Present
Commissioner Espeseth - Absent
Commissioner Mendoza — Present
Vice Chairperson Salazar — Present
V) Agenda Posting The Agenda was duly posted for the September 2007 meeting
as prescribed by the Brown Act.
VI) Approval of Past Minutes Chairperson Reed requests that a motion be made for
approval of the minutes for the Recreation & Parks Commission meetinq� held in
August 2007 and the special meeting /workshop held on August 30 Vice
Chairperson Salazar motions that the minutes be approved. Commissioner Mendoza
seconds the motion. All Commissioners vote in favor of approving the minutes as
written and the motion is carried Ayes 3 Noes. 0
Chairperson Reed noted one correction to the special meeting /workshop minutes of
8/30/07 She stated that she said "the Personnel Board is recommending all sorts of
workshops for their commissioners" (not the Traffic and Parking Commission)
VII) Correspondence None
VIII) Public Orals - Ms. Lucy Hernandez, resident at 3921 Lugo, was in the
audience She welcomed Vice Chairperson Salazar to the Commission. She hopes
everyone is doing well. She is concerned about the condition of the children's
playgrounds in Lynwood City Park. The sand needs refreshing and cleaning on a
weekly basis. Ms. Hernandez stated that she sees cigarette butts and other debris in
the sand She is also concerned about children running barefoot in the sand and
injuring themselves. Commissioner Mendoza agreed that there is debris and glass in
the sand and children can be cut or injured in some way Vice Chairperson Salazar
asked how often the playgrounds are cleaned Mr Trejo stated that the sand is
turned over once monthly However checking and cleaning the sand lots is to occur
on a daily basis Chairperson Reed stated that she is in the park early in the morning
and she has seen displaced sand being put back where it belongs, however it is not
being cleaned. She stated that the City is working on a maintenance schedule
IX) Scheduled Matters
A. Special Event Budget Report — Mr Trejo passed out a brief overview of the
adopted special events budget. He stated that next month he will provide a quarterly
report for specific events. Chairperson Reed states that it's possible this money may

not all be spent. Mr Trejo remarked that it probably will all be spent. The
Department is working on a very tight budget for special events. We may look for
sponsorships to help supplement our budget. Chairperson Reed commented on the
high cost for security for Christmas and Fourth of July events Commissioner
Mendoza commented on the high cost for the Citywide Posada and Winter
Wonderland. Mr Trejo stated that it is a conservative figure and a joint venture with
the World Literacy Crusade. This amount would be higher if we were to cover all
expenses. The City has been providing street closures but no other assistance for
the neighborhood Posadas held yearly There is a citywide toy drive to collect toys
for the Community Services Day Any toys leftover from Community Services Day
are used for the Citywide Posada.
X) Staff Report s
A. Facility Usage Report — Attached for review Vice Chairperson Salazar
asked about "Pathway" on the Facility Usage Report. Mr Trejo stated that it is
a continuation school at the L.0 S D Chairperson Reed commented that no
fees are being waived.
Chairperson Reed asked if there is a new fee schedule for the City Mr Trejo
stated that there is except for the Senior Center A formula is being worked
out to include square footage, type of usage, and amounts charged by
surrounding cities.
B Division Monthly Reports — The report was handed out by Mr Trejo Mr Trejo
asked the Commission if they would consider a Quarterly Division Report
since much of the information stays the same within each season
Chairperson Reed stated that she looks at the reports closely and they do
seem to stay the same Mr Trejo stated that only the excursions and special
events change on a monthly basis and they are listed on the calendar of
activities Chairperson Reed asks for a motion to approve that the monthly
report be turned into a quarterly report. Vice Chairperson Salazar makes a
motion to approve the quarterly report. Commissioner Mendoza seconds the
motion. All vote in favor and the motion is passed Ayes 3 Noes 0 Mr
Trejo thanks the Commission and
stated that he will provide information on excursions and special events.
Chairperson Reed requested that senior citizen program information be taken
out of the (now quarterly) division report and be included in the Senior
Advisory Board Minutes.
C Current Programs /Activity Report — Los Amigos Picnic and Health Fair - Mr
Trejo reported that the health fair component of the Los Amigos Picnic and
Health Fair was cancelled due to the rainy weather The exhibition games and
ribbon - cutting ceremony for the playground equipment were also cancelled
However, approximately 300 meals were handed out in the community
Chairperson Reed stated that she found out about the cancellation of the
event through a Councilperson

10/31/07 — Annual Halloween Festival in Lynwood City Park - Mr Trejo stated
that the Halloween Festival includes a pumpkin carving contest, costume
parade contest, activity booths. Instead of a haunted house we now have a
haunted maze due to building and safety requirements Mr Trejo informs Vice
Chairperson Salazar that traditionally the Recreation & Parks Commissioners
serve as judges for the costume parade The whole event is held in the park
between the small soccer field and the train depot. He will provide an update
at the 10/23/07 Recreation & Parks Commission meeting
Veterans Memorial Monument — Mr Trejo invited the Commissioners to come
out to the unveiling of a new Veterans Memorial Monument at the Veterans
Day Ceremony to be held on 11/8/07 Commissioner Mendoza stated that
previous plans for an elaborate water monument at Bateman Hall had to be
scrapped due to the expense The Veterans Day Ceremony is usually very
short. Chairperson Reed commented that this program has always started on
time Commissioner Mendoza stated that the Department has put on some
really great programs in the past that have included the Buffalo Soldiers and
the Vietnam Moving Wall.
XI) Commission Orals (Please abide by the 3- minute time limit for each Commissioner)
• Commissioner Espeseth — Absent
• Commissioner Mendoza — Inquired about the status of Ham Park.
Has it been placed on the back burner?
• Chairperson Reed — She stated that the new park should help with the wear and
tear on Lynwood City Park ball fields. The new park looks very nice, it's really
clean She stated that a lobbyist gave a brief report at the last Council meeting
Funding is needed for phases II and III There should be a ground- breaking
ceremony in March 2008 for phase I There will be no need for soccer goals. It
will be open space until buildings go up Mr Trejo stated that currently the
underground components are being worked on. Once landscaping is visible,
phase I of the project will be very near completion. Chairperson Reed has
recently checked on Commissioner Espeseth. She stated that one Commissioner
from the Community Affairs Commission should attend HRMAC Workshops on a
consistent basis in order to bring back information to their Commission and to the
community A dynamic speaker from HRMAC came to the last Clergy Council
meeting and spoke on gang violence

Vice Chairperson Salazar — Provided two web addresses www.aysol288.org
and www.lynwoodsoccer.com He stated that Gus Hernandez has a sports
spreadsheet divided by age, gender and teams (three- hundred girls and six -
hundred boys) Vice Chairperson Salazar commented that 900 youth are
practicing in the park and overcrowding and lack of parking are issues Now that
it's getting dark earlier, those that have been practicing at Hosler Middle School
want to come back to the park where they have some light for practice.
XII) Adjournment
The meeting was adjourned at 5 50 p.m. to the next regularly scheduled meeting to
be held on October 23, 2007 in the Lynwood City Hall Council Chambers.
