Minutes of the Regular Meeting
September 27, 2007
CALL TO ORDER
Commissioner Beimer called the meeting to order at 6 p.m.
INVOCATION
Chairman Beimer delivered the invocation.
PLEDGE OF ALLEGIANCE
Vice Chairman White led the Commissioners in the pledge of allegiance.
ACKNOWLEDGEMENT OF POSTING
Staff acknowledged the posting of the Traffic and Parking Commission on September 24,
2007
ROLL CALL
Commissioner Beimer, Commissioner White, Commissioner Garcia and Commissioner
Calderon were present at the meeting. Josef Kekula and Emmanuel NgNvu were also
present at the meeting.
APPROVAL OF MINUTES FOR THE FOLLOWING MONTHS

Commissioner Garcia pointed that Albert Mendoza, a resident of 2733 Fernwood Drive
should be addressed as Julio Mendoza instead and the address is Fernwood Avenue.
Vice Chairman White then made a motion to accept minutes as corrected and
Commissioner Garcia seconded the motion. A vote was taken and all voted in favor to
approve the minutes with corrections.

SCHEDULED MATTERS
ITEM 97 HANDICAP PARKING REQUEST 3275 MAGNOLIA AVENUE
Staff reiterated that resident of the above address had previously requested a handicap
parking space and it was denied because the resident has on site parking facilities. Staff
also stated that the application fee of $50.00 is now in effect which is non - refundable.
The $50.00 has always been a stipulated rule, and is a processing fee.
Vice Chairman White said that he would go along with staff recommendation to deny the
request, since they have on site parking. Commissioner Garcia and Commissioner
Calderon concurred to staff s recommendation to deny the handicap request. A vote was
taken and all voted in favor of staff recommendation to deny request.
ITEM #8 HANDICAP PARKING REQUEST 4330 CORTLAND STREET
Staff stated that pictures showed they have garage parking and additional parking space
in the rear of the property The existing garage is under investigation by the code
enforcement to determine if it is a garage conversion.
Vice Chairman White did not inspect the property to vote. Therefore, he decided to
abstain.
Commissioner Calderon agreed to what Vice Chairman White said, because she needs to
visit the place and then make a decision.
Commissioner Garcia concurred with staff recommendation to deny the handicap request.
Chairman Beimer then concluded that Commissioners will visit 4330 Cortland Street and
make a decision.
REVIEW OF UPCOMING ITEMS
Staff mentioned that an engineering consultant has been working on "Safe Route to
School" plan he said that we have the latest revision and hoping to get the final report by
next month.
Staff is working on speed bumps policy and will bring it to the Commissioners for
recommendation before taking it to the City Council for approval.
Staff added that Plaza Mexico will be hosting an event, called "Expo Mexico" to be held
on 13 October, this weekend.

Commissioner Garcia made a comment that Plaza Mexico parking spaces are smaller
than the normal eight feet width of parking spaces.
Staff is currently working on a civic center parking plan, the proposal has been completed
and forward for final revision and possible corrections.
Officer Whitaker reiterated that he is currently working on a Comprehensive parking
program. He also said that he is looking into the issue of covered vehicles.
INFORMATIONAL ITEMS

COMMISSIONER ORAL COMMUNICATIONS
Commissioner Garcia said that the sign "no right turn on red" located on Martin Luther
King Jr Boulevard and Ernestine Avenue should say "no right turn on red when crossing
the cross walk'
Commissioner Calderon said that it looks like canopies are corning back again in the
driveway Officer Whitaker said that he will discuss that with code enforcement.
Vice Chairman White reinforced what Commissioner Garcia said regarding no right turn
on red. He suggested making signs with symbols might help to elaborate what that sign
means because of language barriers some drivers are experiencing.
Staff responded that "MUTCD" Manual on Uniform Traffic Control Devices requires
that signs be consistent with establish standards to avoid confusion.
Vice Chairman White talked about installation of surveillance camera in the alleys. He
further stated that it would help the city to capture people disposing couches and other
unwanted materials in the Alleys. He said that such implementation would be viable
solution to this problem.
Vice Chairman White also stated that the last meeting with the new Captain was very
informative; one of the topics discussed was surveillance cameras.
Chairman Beimer questioned the red curb paint at the school premises. He said that the
paint should be white instead.
ADJOURNMENT
Commissioner Garcia moved the motion to adjourn. Commissioner Calderon seconded
the motion and motion adjourned at 7 15 p.m.

SUBJECT: ON STREET HANDICAP PARKING REQUEST
4330 CORTLAND STREET
APPLICANT JUAN VALENZUELA
PURPOSE:
To recommend that the Traffic, Parking and Safety Commission (TPC) review the
application for an on- street handicap parking space in front of 4330 Cortland Street.
BACKGROUND:
The applicant Mr Juan Valenzuela applied for handicap parking on September 5, 2007
Staff reviewed the application and performed a site inspection (see attached photos)
ANALYSIS:
Pursuant to City Council Resolution 79 -89, because the applicant has access to an on-
site parking facility, which is a garage located in the back of the property that can be
accessed through the Alley, staff recommends denial of this request.

Staff recommends that the Traffic, Parking and Safety Commission review this
application and concur with staff's denial of the on- street handicapped - parking request

This letter is to certify that the above mentioned individual is a patient of mine
and was seen in my office today. Mr. Valencia fell from 6 feet high injuring his head, left
arm, loosing memory and coordination. He also fractured his left wrist. Mr Valencia
suffered a second accident andinjured his back while moving a compressor weighing 380
lbs. An angiogram done is September 2001 revealed he has Coronary Insufficiency and
Angina Pectoris. Pt has lost' 75% of his memory and also has Labyrinthitis and
Hypertension. Mr. Valenzuela is frequently falling due to feeling dizzy most of the time
and having possible Spinal Stenosis with intermittent Claudication. He has difficulty to
expressing his problems due to memory loss and Chronic Depression. Mr. Valenzueld
has also been diagnosed with the following: Spondilitis, Osteoporosis and
Osteoarthritis. Due to the findings he is permanent and completely disabled. He is
unable to walk for long distances and requires a placard or parking space that will shorten
his distance face to lace. If you have an
