ROLL CALL President Hassett called the Special Meeting to order at 5:05 p.m. Members Present: Curt Riffle, Pete Siemens, Cecily Harris, Nonette Hanko, Yoriko Kishimoto, Jed Cyr and Larry Hassett Members Absent: None Staff Present: General Manager Steve Abhors, General Counsel Sue Schectman, Interim Assistant General Counsel James Atencio, Public Affairs Manager Rudy Jurgensen, Planning Manager Ana Ruiz, Operations Manager David Sanguinetti, Real Property Manager Mike Williams, Administrative Services Manager Kate Drayson, Real Property Specialist Michael Reeves, Assistant Program Coordinator Jennifer Williams, Skyline Area Superintendent Brian Malone, District Clerk Michelle Radcliffe, Maintenance and Resource Supervisor Craig Beckman, GIS Coordinator Casey Cleve, Deputy District Clerk Anna Duong, Communications Specialist Leigh Ann Gessner, Supervising Ranger Tom Lausten, Senior Resource Planner Kirk Lenington, Lead Open Space Technician Rick Parry, Senior Real Property Planner Sandy Sommer, Acting Human Resources Manager Annetta Spiegel, Senior Management Analyst Lynn Tottori. r-- Meeting 11-08 Page 2 II. ORAL COMMUNICATIONS There were none. III. ADOPTION OF AGENDA Motion: Upon motion by Director Riffle, seconded by Director Cyr, and unanimously passed,the Board adopted the agenda as amended. (Vote: 7-0-0) IV. ADOPTION OF CONSENT CALENDAR Motion: Upon motion by Director Kishimoto, seconded by Director Siemens, and unanimously passed,the Board approved adoption of the Consent Calendar to approve the Minutes of March 9,2011,as amended; and Revised Claims 11-05. (Vote: 7-0-0) V. BOARD BUSINESS A. Agenda Item 5—Consideration of Strategic Plan Ad Hoc Committee Recommendations (R-11-52) Administrative Services Manager Kate Drayson provided a status update on the work of the Strategic Plan Ad Hoc Committee to date. The Committee presented its recommendations for the proposed Identity Statement, Strategy Screen, and Big Questions. Discussion was held by the Board and the Committee's recommendations, with direction to the Strategic Plan Ad Hoc Committee and staff to follow-up on a few issues. B. Agenda Item 6—Board Workshop The Board held a workshop to discuss the Districts Strategic Plan. No action was taken. VI. INFORMATIONAL REPORTS COMMITTEE REPORTS Director Hanko reported that the Legislative, Funding and Public Affairs Committee met on March 251"to finalize the District survey. STAFF REPORTS Real Property Manager Mike Williams reported that he attended a Farm Bureau Meeting with Resource Specialist I Clayton Koopman. A grant application was submitted to the California Coastal Conservancy for the purchase of the POST Silva property. General Manager Steve Abbors reported on his trip to Washington, DC and stated that the District was well received by Senator Barbara Boxer and Congressman Mike Honda's office. He stated that Boxer's and Honda's staff is looking forward to the District's new Grant Administrator position. Meeting 11-08 Page 3 DIRECTOR REPORTS The Directors submitted their compensable meeting forms to the District Clerk. Director Riffle shared an article regarding the Santa Clara Valley Conservation Plan with the Board. He also reported that he attended the retirement event for City of Mountain View City Manager Kevin Duggan and shared that Mr. Duggan spent his first three hours of retirement hiking a District preserve. Director Harris stated that she is attending a conference on how to engage youth in conservation. Director Kishimoto stated that she visited Thomwood Open Space Preserve and shared her experience with the Board. Director Hanko reported that she attended the Santa Clara County Board of Supervisors meeting on March 2 9th and spoke under Public Comment regarding the Parkland Acquisition Plan. Director Siemens reported that he attended the Special Districts Special Meeting and shared information from a presentation provided by California Forward. President Hassett thanked Director Riffle for attending the retirement event and the Mountain View City Council meeting honoring Mr. Duggan. He also acknowledged Planning Manager Ana Ruiz, Kirk Lenington, and field staff for their response on the Bear Creek Redwoods/Alma College petroleum release. V`11. ADJOURNMENT President Hassett adjourned the Regular Meeting of the Board of Directors of the Midpeninsula Regional Open Space District at 9:31 p.m. Michelle Radcliffe, CMC District Clerk
