ROLL CALL President Hassett called the Special Meeting of the Midpeninsula Regional Open Space District Board of Directors to order at 9:00 a.m. Members Present: Curt Riffle, Cecily Harris,Nonette Hanko, Yoriko Kishimoto,Jed Cyr and Larry Hassett Members Absent: Pete Siemens Staff Present: General Manager Steve Abbors, General Counsel Sue Schectman, Operations Manager David Sanguinetti, Real Property Manager Mike Williams, Administrative Services Manager Kate Drayson, District Clerk Michelle Radcliffe, Maintenance and Resource Supervisor Craig Beckman, Deputy District Clerk Anna Duong, Senior Resource Planner Kirk Lenington, Lead Open Space Technician Rick Parry, Senior Real Property Planner Sandy Sommer, Human Resources Manager Annetta Spiegel, Senior Management Analyst Lynn Tottori, Senior Planner Meredith Manning, Volunteer Coordinator Paul McKowan, Open Space Planner 11 Tina Hugg, GIS Coordinator Casey Cleve, and Administrative Assistant Nicole Perez. Meeting 11-16 Page 2 11. BOARD BUSINESS A. Agenda Item I —Board Workshop: Discussion of Development of the District's Strategic Plan and Strategic Planning Process Administrative Services Manager Kate Drayson Introduced Strategic Plan Consultant Lester Olmstead-Rose of La Piana Consulting to the Board. Mr. Olmstead-Rose provided an overview of the meeting agenda and the ground rules for the workshop. Ms. Drayson explained the progress the Board has completed in regards to the Strategic Plan and stated that at the Board workshop of May 25, 2011,the Ad Hoc Committee recommended that the Board implement all parts of the District mission well by following three strategies: 1) Enhancing regional collaboration and synergy with other land conservation organizations towards a conservation vision; 2) Evaluate and garner support for a regional conservation vision; and 3) Enhance District financial and staffing resources to fund the whole mission and increase natural resource management and public access. General Manager Steve Abbors stated that there were a number of conditions that brought the Board and staff together to discuss a strategic plan. He explained that the District will run out of money to purchase additional land in 2017 and that the District is in an economic time where resources are limited. Mr. Abhors stated that this discussion is needed to"set things in motion" so that the District is sustainable financially and that he hopes to get clear direction from the Board on how to proceed strategically. Staff presented proposed"Desired Outcomes and Quality Standards"to identify what it looks like when the District implements its mission well. Senior Resource Planner Kirk Lenington summarized the proposed outcomes related to protecting and restoring the natural environment. Discussion was held on how to measure success for the outcomes and whether certain components of the outcomes were necessary. Clarifying questions were asked by the Board, staff, and public. Public Comment: Comments and questions were heard from the following speakers: Real Property Specialist Elaina Cuzick, Open Space Technician Brennon McKibbin, Open Space Technician Eric Stanton, Senior Planner Meredith Manning, Supervising Ranger Dennis Danielson, and Peninsula Open Space Trust(POST)Conservation Director Mark Landgraff. Senior Planner Meredith Manning summarized the proposed outcomes relating to public access and education. Discussion was held on how to get the community more involved with the District and on how visitors rate how satisfied they are. Public Comment: Comments and questions were heard from the following speakers: Mark Landgraff, Elaina Cuzick, Brennan McKibbin, Equipment Maintenance Operator Grant Kern, and Supervising Ranger Dennis Danielson. Senior Real Planner Sandy Sommer summarized the proposed outcomes regarding regional open space greenbelt preservation. Discussion was held on how the District can be more strategic when acquiring land and the consensus of the group felt that the District not only needs to increase its financial resources but its staff resources as well. Clarifying questions were asked by the Board, staff, and public. Meeting 11-16 Page 4 Mr. Abbors read into record Director Siemen's comments regarding the Strategic Plan stating that the most important element is identifying which lands need to be acquired that will help the District complete its mission. Public Comment: Comments and questions were heard from the following speakers: Elaina Cuzick and Dennis Danielson. After discussion, the Board entered into break-out groups where discussion of the strategy roadmaps pertaining to the Ad Hoc's recommendations was held. Public Comments: Comments and questions were heard from the following speakers: Walter Moore, Elaina Cuzick, Dennis Danielson, Ken Nitz, Eric Stanton, Grant Kern, and Brennon McKinnon. Discussion was held on what the next steps of the Strategic Plan entailed and the Board determined that the Ad Hoc Committee would continue fleshing out the details in order to return to the Board with a recommendation on July 27h. Motion: Upon motion by Director Riffle, seconded by Director Cyr, and unanimously passed,the Board approved the Strategic Plan Ad Hoc Committee's recommendation of implementing all parts of the District mission well by following the three strategies of: 1) Enhancing regional collaboration and synergy with other land conservation organizations towards a conservation vision; 2) Evaluate and garner support for a regional conservation vision; and 3) Enhance District financial and staffing resources to fund the whole mission and increase natural resource management and public access. (Vote: 6-0-0; Absent: Siemens) 111. ADJOURNMENT President Hassett adjourned the Special Meeting of the Board of Directors of the Midpeninsula Regional Open Space District at 3:53 p.m. Michelle Radcliffe, CMC District Clerk
