A RESOLUTION OF THE SUCCESSOR AGENCY TO THE LYNWOOD
REDEVELOPMENT AGENCY AMENDING THE DRAFT RECOGNIZED OBLIGATION
PAYMENT SCHEDULE AND THE ENFORCEABLE OBLIGATION PAYMENT
SCHEDULE AND AUTHORIZING VASQUEZ AND COMPANY TO CONDUCT A CLOSE
OUT AUDIT OF THE FORMER LYNWOOD REDEVELOPMENT AGENCY
WHEREAS, on December 29, 2011, the California Supreme Court issued its
opinion in the case Califomia Redevelopment Association, et al. v. Ana Matosantos, etc., et
al., Case No. S196861, and upheld the validity of Assembly Billx1 26 ( "AB1x 26 ") and
invalidated Assembly Billx1 27 and extended certain deadlines in ABx1 26; and
WHEREAS, the Court's decision results in the implementation of ABx1 26 which
dissolves all the redevelopment agencies in the State of California as of February 1, 2012;
and
WHEREAS, the City Council elected to serve as the Successor Agency to the
Lynwood Redevelopment Agency and elected to have the Lynwood Housing Authority
serve as the Successor Agency to the housing assets and functions previously performed
by the Lynwood Redevelopment Agency; and
WHEREAS, ABx1 26 also requires successor agencies to prepare, by March 1,
2012, a draft Recognized Obligation Payment Schedule (ROPS) and requires former
redevelopment agencies to prepare an Enforceable Obligation Payment Schedule (EOPS);
and
WHEREAS, certain payments are necessary to be included in the Draft ROPS and
EOPS in order for the Successor Agency to meet its obligations.
NOW, THEREFORE, THE LYNWOOD REDEVELOPMENT AGENCY DOES
HEREBY RESOLVE AS FOLLOWS:
Section 1. Recitals The Recitals set forth above are true and correct and
incorporated herein by reference.
Section 2. Approval to Amend the Draft Recognized Obligation Payment
Schedule and Enforceable Obligation Payment Schedule The Agency hereby
approves amendments to the Enforceable Obligation Payment Schedule and Draft
Recognized Obligation Payment Schedule, in substantially the form attached hereto as
Exhibit A and Exhibit B respectively, and authorizes staff to make format changes as
necessary.
Section 3. Authorization for a Close -Out Audit Authorize Vasquez and
Company to conduct a close out audit for the estimated cost of $21,000 and waiving the
bidding process to ensure compliance with the May 15, 2012 deadline set forth by the Los
Angeles County Auditor - Controller.
