A RESOLUTION OF THE VILLAGE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA WAIVING
VILLAGE PERMIT FEES FOR SOLAR PANELS; AND
PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the Village of Key Biscayne (the "Village") recognizes the importance of
developing and using alternative energies, and reducing greenhouse gas emissions; and
WHEREAS, the Village Council acknowledges that photovoltaic solar energy offers
many potential benefits, including: lower electricity costs for homeowners, businesses, and the
Village of Key Biscayne; reduced dependence on imported, depleting and polluted fuels;
pollution -free electricity generation; reduced water use: and contribution to a more resilient
electric grid; and
WHEREAS, increased solar -generated electricity, including customer -sited systems on
residential and commercial properties, is vital to maximize the utilization of Florida's abundance
of sunlight; and
WHEREAS, photovoltaic solar panels ("solar panels") offer a renewable energy measure
that can be implemented by individual residents and businesses alike within the Village; and
WHEREAS, the Village Council acknowledges that financial constraints may deter
Village residents and local businesses from installing solar panels on their property; and
WHEREAS, in its commitment to the preservation and enhancement to encourage
prudent sustainability practices of the Village environment, the Village desires to incentivize the
use of solar panels in the Village by waiving Village permit fees; and
WHEREAS, the Village Council finds that this Resolution is necessary for the
preservation of the environment, public health, safety and welfare of the Village's residents.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE
VILLAGE OF KEY BISCAYNE, FLORIDA, AS FOLLOWS:
Section 1. Recitals Adopted. The above recitals are true and correct and
incorporated herein by this reference.
Section 2. Waiving Permit Fees for Solar Panels. I'he Village Council hereby
waives the Village permit fees for solar panels. Any outside agency required fee charges are still
required to be paid.
Section 3. Effective Date. That this Resolution shall be effective immediately upon
adoption hereof
