Re: Agenda Item—Transfer of Funds Request
As you recall, as a follow up to the attached emails Raeleen Parsons, Purchasing Agent indicated at
the May 19tit Committee of the Whole Budget Meeting that quotes were being obtained to restore
the Administration Building's historic front doors.
Attached please find follow up correspondence from Ms. Parsons and Thomas J. Tracy, Town
Auditor/Assistant Town Manager for Finance regarding the results of obtaining quotes and
respectfully requesting funding in order to move forward with the restoration of the Administration
(Town Hall) Building's historic exterior and interior wood doors and the replacement of the doors'
hardware.
Monies are available to fund this restoration project from Full Time Salaries accounts as a result of
positions being unfilled for a portion of Fiscal Year 2016.
Therefore, given all of the above, I respectfully request the attached transfer be placed on the
July 12, 2016 Town Council Agenda.

Hello Mr. Driscoll,
Earlier today, I received a telephone call from Clifton (Doc)Willoughby, 98 Langdon Ave., 617-924-7521, He informed
me that he visited your office today and spoke to staff about the maintenance of the Town Hall; specifically, the oak
doors at the main entrance, Mr. Willoughby stressed the importance of preserving the beautiful oak doors and the need
for them to be professionally treated to enhance and protect for years to come; he stressed "professionally", Also, the
mortar in the joints on the front stairs is disintegrating and needs to be repointed,
I hope these two items can be reviewed and addressed; along with the underlying causes that created the peeling paint
in various locations in the "Hall". Residents are observant and take pride in maintaining public property. These are their
tax dollars at work. Thank you.

Town Hall. He will be here on Friday between 10 and 10:30AM.
He (lid some work at the Commander's Mansion and said lie just restored historic doors at the North Andover Steven's
Memorial Library.

RE: Town Hall Historic Front Door Restorations
Back in May 2016, your office requested the assistance of the Purchasing Department to seek
additional quotes to restore the Town Hall front doors. To date, three quotes were sought and
two were received to perform the work. Quotes to do this work were received from Thomas
Barber Restoration& Construction Company in the amount of$19,500, and another from Eagle
Restoration & Contracting, Company in the amount of$38,200.00. A third quote was sought but
not received. Additionally, you will recall that the Purchasing Department and Auditing
Department mentioned this matter during the department budget presentations.
The work is described as restoring the exterior and interior wood doors located in the
Administration Building on Main Street. The existing condition of the doors show cracked
panels, deteriorated finish and moldings both inside and outside of the doors. An exterior and
interior temporary wall will be constructed during restoration while the interior doors are
removed and refinished off site. The exterior doors will not be removed as work will be done on
site. This entrance will not be functional during the restoration procedure which is estimated to
take one month to complete. This work is intended to restore and preserve the Town Hall
historic wood doors for years to come.
The Purchasing Department is recommending Thomas Barber Restoration& Construction
Company be awarded the work in the amount of$19,500. Once the work begins, Thomas
Barber will assess the extent of repairs needed to the door hardware which not part of this
restoration project. The estimated cost of the hardware replacement is $5,500 which work will
be performed by another vendor. The total cost for the door restorations and hardware is
$25,000.00.
At this time, it is respectfully requested that $25,000 be authorized and allocated to restore the
Town Hall wood doors and hardware.
