We have the following initial comments regarding the draft scope of work (SOW) for this project.
The ADO also received the following FAA comments regarding airspace case no. 2019-ANM-2642-NRA (ALP Update, summary of these comments included in referenced airspace determination):
“The proposal violates the criteria given in the siting standard, FCM-S4-1994, for the ASOS serving McCall Municipal (MYL) airport. The proposal is expected to produce jet blasts within
the vicinity of the facility. The proposal may affect the wind sensor data. No objection to the proposal with the provision that the proponent implements measures that will prohibit
jet blast from affecting the ASOS wind sensor e.g. restricting jet blasts to an area outside a 500' radius from the wind sensor. Mitigation proposals are to be reviewed and approved
by FAA Tech Ops prior to implementation”.
Recommend that the referenced ASOS impacts, are addressed early on in this project to ensure mitigation of any potential ASOS impacts.
The revised ALP indicates “remarking” of the apron area in order to accommodate large jets, twins etc. as a result of relocating the taxiway. As previously advised, this project can
support reconfiguration/rehabilitation of the portion of the apron impacted by the taxiway relocation project as indicated in the supplemental grant application. See attached MYL supplemental
grant application. This should be clarified in the SOW.
Task 2.10 references FAA “airspace check of RW 27 end elevation”. What does this refer to eg. not aware there is a plan to change the RW end?
Phase 3, design/construction required to be in accordance with current AC’s including 150/5300-13 and 150/5370-10H.
Task 3.11 regarding final CSPP. Note FAA review includes airspace coordination with other FAA divisions which normally takes 45-60 working days to receive FAA comments and issue determination.
Please include this review time in the project schedule.
Task 3.12 indicates use of pavement millings for use in taxiway shoulders. Note that all materials and construction (including use of pavement millings) must meet applicable FAA specifications
such as P207, P-152 etc. unless FAA approved MOS.
Note that 150/5370-10H requires the following (Page 2, section 5):
Where entire paragraphs are not applicable, the text should be deleted and “Not Used” entered after the paragraph number, do not renumber specification paragraphs. A modification of
standards (MOS) in accordance with FAA Order 5100.1 is required for any deviation from standard specifications applicable to material and construction methods required to accommodate
an unusual local condition on a specific project. Note that adding a new section and/or item requires a MOS.
Note modification of FAA standards (MOS) may take substantial time for FAA coordination and approval including use of FAA MOS tool in FAA ADIP portal. Recommend that FAA standards are
not proposed for modification unless project requires and consideration given for time for coordination and approval.
Project schedule should also include submittal of design report during 65% plan submittal in order to confirm and coordinate any proposed modification of FAA standards (MOS). Note that
this coordination often takes several weeks to complete coordination.
Task 5.6 should also include preparation of bid cost/price analysis as applicable in accordance with FAA Order 5100.38 as part of recommendation of award.
Phases 4, 5 and 6 indicate up to 8 weekly teleconferences with FAA and owner. Is this really the intent to include FAA in all of these? Seems more reasonable to include up to 2 teleconferences
with FAA during phases 3 and 4?
Task 8.2 regarding DBE program/goals, please provide ADO with copy of DBE approvals for grant documentation.
Section 4, project schedule indicates record of negotiations submitted 10/18/19. When is IFE planned for completion?
Please also include dates for initial coordination of 404 permit and anticipated time for wetland mitigation plan approval as previously advised.
Regarding WHSV, recommend that this scope include preparation of wildlife hazard management plan. AIP development including wildlife fencing requires plan acceptance by sponsor. WHSV
and plan should also address wildlife attractant issues associated with wetland mitigation as applicable.
FAA will also need confirmation that the proposed perimeter/wildlife fencing has been analyzed with respect to NEPA.
