A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD
AUTHORIZING TWO CONTRACTS THE FIRST WITH HAYER CONSULTANTS, INC.
AND THE SECOND WITH JAS PACIFIC, INC. TO PROVIDE PROFESSIONAL
BUILDING PLAN -CHECK AND INSPECTION SERVICES AND AUTHORIZING THE
MAYOR TO EXECUTE THE CONTRACT FOR A MONTH -TO -MONTH TERM NOT TO
EXCEED THREE MONTHS
WHEREAS, the City of Lynwood is in need of consultants to perform
professional plan -check review and inspection services, and
WHEREAS, the State Law requires that only State Licensed Engineers review
the work of other State Licensed Engineers; and
WHEREAS, the City of Lynwood does not have a plan check program in place
and does not have the required Licensed Structural, Electrical, Plumbing and
Mechanical Engineers to perform complete plan -check in house; and
WHEREAS, it would not be cost efficient for the city to hire a group of
Professional Engineers and to create a new plan -check division at this time; and
WHEREAS, the Plan -Check Consultants will complete the plan -check process
in a more efficient and effective manner; and
WHEREAS, the Plan -Check Consultants will be responsible for any legal issue
concerning plan -check and building inspection services; and
WHEREAS, the Plan -Check Consultants have all the required state bonds and
liability insurances to perform the Professional Plan -Check and inspections; and
WHEREAS, the City of Lynwood would benefit by having more than one plan -
check consultant serving the community; and
WHEREAS, the City Council wishes to approve contracts with the Plan -Check
Consultants on a month -to -month basis, not to exceed three months, while a Request
for Proposal (RFP) for such services may be awarded.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LYNWOOD DOES
HEREBY FIND, PROCLAIM, ORDER AND RESOLVE AS FOLLOWS:
Section 1. That the City Council authorizes the Mayor to execute two contracts
between the City of Lynwood and Hayer Consulting and JAS Pacific, Inc. to perform
Professional Plan -Check and Inspection services for the City on a month -to -month basis
not to exceed three months while a Request for Proposal (RFP) for such services may
be awarded, approved to form by the City Attorney. Staff Recommends that the City
Council extends the contract as per Exceptions in Section 6- 3.13(3) of the Lynwood
Municipal Code (LMC).
Section 2 . The Mayor is hereby authorized to execute the contract in a form to
be approved by the City Attorney.
Section 3. That this Resolution is to be given effect immediately upon
adoption.
