The following were noted present: Roll Call Councilmember Vincent Bellino " Jorge Diaz Dennis DiMascio " Randy Krum Susan Naples " Joseph Sitarz Also noted present was Kathleen M. Barney, MMC and Borough Also Noted Present Attorney Robert J. Bergen, Esq. The Clerk stated that the 2013 Annual Notice was mailed to The Statarent of Meeting Notice Home News Tribune, The Star Ledger and posted on the bulletin board on January 3, 2013. Notice was also published in The Home News Tribune and the Star Ledger on January 8, 2013. The Meeting was opened with a minute of silent prayer and the Silent Prayer/ Pledge of Allegiarre Pledge of Allegiance led by Mayor Daniel J. Reiman. Minutes for Approval Wrwtes for Approval Upon MMS &C, by Councilmembers Sitarz and Bellino and unanimous affirmative vote of the full membership present the minutes of July 18, 2013 were approved as transcribed and engrossed by the Clerk. 1. August 1, 2013 Camendations Commendation - a. Danielle Gruskowski Memorial Scholarship — Stephanie Elliot Caments Mayor Reiman said we have a couple of commendations for this evening. First he asked Diane Gruskowski to join him. We are going to be doing a presentation on behalf of my charity trust fund, for the annual Danielle Gruskowski Memorial Scholarship. Diane Gruskowski spoke but was inaudible. SteOianie Elliot Stephanie Elliot, the recipient of the Scholarship Award was asked to read her winning essay. Mayor Reiman then presented the commendation to Stephanie Elliot. b. Middlesex Borough, Sayreville & Carteret OEM - 3` of July Festival. Sayreville OEM could not attend the meeting. 3rd of July Festival Mayor Reiman said that every year we host a Festival at the Waterfront Park. We started this maybe seven or eight years ago. More than ten thousand people go there every July to celebrate our Independence Day. It is truly a beautiful waterfront park. There is a lot more expansion we're going to do, including a river walk and God willing, a ferry terminal. A lot of staff are volunteers. Our members of Carteret's Emergency management, Middlesex Borough and Sayreville OEM Volunteered their time on so many holidays but especially the 4` of July celebration, Canrendations to: Mayor Reiman presented commendations to Middlesex Borough Middlesex Boror #i Carteret OEM and Carteret 's OEM. The Sayreville OEM could not attend. 2. Argust 1, 2013 ORDINANCES — First Reading 1. #13 -10 Authorizing Acquisition of Certain Real Property. ORDINANCE #13 -10 was introduced and adopted on First Reading and the Clerk authorized and directed to advertise same for Public Hearing to be held on August 15, 2013, Upon MMS &C by Councilmembers Sitarz and Naples. Upon individual roll call vote Councilmembers Bellino, Diaz, DiMascio, Krum, Naples and Sitarz voted in the affirmative. ORDINANCE #13 -10 "AUTHORIZING ACQUISITION OF CERTAIN REAL PROPERTY" Mayor Reiman asked the Municipal Clerk if she advertised the Public Hearing for this evening. The Municipal Clerk replied yes. The Clerk stated that Ordinance #13 -8 was introduced and passed upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on July 11, 2013. It was duly published in The Home News Tribune on July 16, 2013, with notice that it will be considered for final passage after Public Hearing to be held August 1, 2013 at approximately 6:00 P.M. Closed There being no comments or objections to the Ordinance the Mayor declared the Public Hearing to be closed upon MMS &C by Councilmembers Diaz and Sitarz and unanimous affirmative vote of the full membership present. REIMAN Advertised as Finally Adopted: _ August 10, 2013 Caments Mayor Reiman stated that that Ordinance #13 -9 is a sister Ordinance to #13 -8, "Acquisition of Certain Real Property'. This is 4. August 1, 2013 for the expansion of the intersection of Roosevelt, Minue and Post Boulevard in West Carteret as part of the upgrade to that intersection and a three million dollar road improvement program. The Clerk stated that Ordinance #13 -9 was introduced and passed Ordinarre #13-9 upon First Reading at a Regular Meeting of the Borough Council of the Borough of Carteret held on July 11, 2013. Mayor Reiman said they have gone out to bid several times on various parcels that the Borough owns. This authorizes the sale of Caurents 68 Essex Street as well as potential vacant lots on Chrome and Salem and other areas in town. BUSINESS TO BE ADDED — Mayor — a) Appointment — Police Officer, Frank Kerekes. There is an appointment tonight off the Civil Service list for a Police Officer, full time. Frank Kerekes - My appointment with Council consent. The Mayor asked if all were in favor. The Council all voted aye. b) Proclamation — National Night Out- August 6, 2013. BOROUGH OF CARTERET MIDDLESEX COUNTY, NEW JERSEY NATIONAL NIGHT OUT 2013 WHEREAS, the National Association of Town Watch (NATW) is sponsoring a unique nationwide crime, drug and violence prevention program on August 6 , 2013 called "National Night Out "; and WHEREAS, the "30` Annual National Night Out" provides a unique opportunity for the Borough of Carteret to join forces with thousands of other communities across the country in promoting cooperative, police- community crime prevention efforts; and WHEREAS, the Crime Prevention Unit plays a vital role in assisting the Carteret Police Department through joint crime, drug and violence prevention efforts in the Borough of Carteret; Re: Ibyor's Appointirent Police Officer Funk Kerekes Proclamation 'National Night Out' 8/6/1.3 9. August 1, 2013 WHEREAS, it is essential that all citizens of the Borough of Carteret be aware of the importance of crime prevention programs and the impact that their participation can have on reducing crime, drugs and violence in the Borough of Carteret; and Proclamtion (Continued) WHEREAS, police — community partnerships, neighborhood safety, awareness and co- operation are important themes of the "NATIONAL NIGHT OUT" program; NOW, THEREFORE, WE, THE MAYOR AND COUNCIL, do hereby call upon the citizens of the Borough of Carteret to join the Carteret Police Department's Crime Prevention Unit and the National Association of Town Watch in supporting the "30 Annual National Night Out" on August 6 2013 as "National Night Out" in the Borough of Carteret. FURTHER, LET IT BE RESOLVED THAT WE, The Mayor and Council do hereby proclaim Tuesday, August 6 2013 as "NATIONAL NIGHT OUT" in the Borough of Carteret.
