Department Approvals Initials Originator or Supporter   Mayor / Council     City Manager /    Clerk     Treasurer     Community Development  Originator   Police Department     Public Works     Golf Course    COST IMPACT: N/A Parks and Recreation    FUNDING SOURCE: N/A Airport      Library    TIMELINE: ASAP Information Systems      Grant Coordinator    SUMMARY STATEMENT: St. Luke’s McCall has submitted Planned Unit Development Final Plan (PUD-18-01), and Subdivision Final Plat (SUB-18-01) applications to relocate of a portion of the Hewitt Street right-of-way and combine seven parcels into one lot of record to facilitate the expansion and renovation of the McCall Medical Center. The applicant has proposed parking areas fronting public rights-of-way as an alleviation to the McCall City Code development standards (MCC 3.8.06). The associated Development Agreement proposes to complete all deferred infrastructure improvements by December 31, 2022. Snow Management and Stormwater Maintenance Agreements detail responsibilities for snow removal and storage, and maintenance of a shared regional stormwater facility on City property at the Central Idaho Historical Museum site. These documents have been reviewed by the City Attorney. At its February 5, 2019 regularly scheduled meeting, the McCall Area Planning and Zoning Commission held a properly noticed public hearing at which no one testified in support or opposition to the project, approved the associated Design Review application (DR-18-65) and unanimously recommended the PUD Final Plan, Subdivision Final Plat, and Development Agreement for approval to City Council. Attached find: Staff Report, draft Findings of Fact and Conclusions of Law, project plans, Development Agreement, Snow Management Agreement, and Stormwater Agreement, appendices to the Stormwater Agreement are available upon request.  RECOMMENDED ACTION: Hold the public hearing. Approve PUD-18-01, SUB-18-01, Development Agreement, Snow Management Agreement and Stormwater Shared Maintenance Agreement as recommended by the McCall Area Planning and Zoning Commission and authorize the Mayor to sign all necessary documents.
