RESOLUTION EXPRESSING A LIMITED OBJECTION TO THE PROPOSED WATER
QUALITY MANAGEMENT (WQM) PLAN AMENDMENT ENTITLED:
MIDDLESEX COUNTY FUTURE WASTEWATER SERVICE AREA MAP
WHEREAS, the Borough of Carteret (`Borough ") does have a desire for the orderly
development of wastewater facilities within the Lower Raritan - Middlesex County WQM area;
and
WHEREAS, the New Jersey Department of Environmental Protection ( NJDEP) requires that
proposed wastewater treatment and conveyance facilities and wastewater service areas, as well
as related subjects, be in conformance with an approved WQM plan; and
WHEREAS, the NJDEP has established the WQM plan amendment procedure as the method of
incorporating unplanhed facilities into a WQM plan; and
EREAS, a proposed WQM plan amendment was previously noticed in the New Jersey
ster on May 6, 2013 for a Proposed Amendment to the Lower Raritan- Middlesex County

has been prepared by the Middlesex County Office of Planning Division of Comprehensive

EREAS, by Resolution 13 -69, the Borough has previously expressed its disapproval of this

October 7, 2013 for Future Wastewater Service Area (FWSA) map has been prepared by the

, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough of

The Borough of Carteret hereby expresses its disapproval of the amendment
entitled Middlesex County Future Wastewater Service Area Map and publicly
noticed on October 7, 2013, prepared by the Middlesex County Office of
Planning Division of Comprehensive Planning and the Environment, and for
the purpose of its incorporation into the applicable WQM plan(s), to the extent
that the same fails to include property located in the Borough identified as Lot
21 in Block 903, Lots 8 -10 and 12 -21 in Block 10, and Lots 8, 10 -14 and 28 in
Block 11.01 on the Tax Map of the Borough, with regard to which the
Borough Planning Board has granted certain preliminary and final site plan
approval;
2. This expressed disapproval shall also be submitted to the NJDEP in
accordance with N.J.A.C. 7:15 -3.4 and the Middlesex County Office of
Planning Division of Comprehensive Planning and the Environment.
3. That any other resolution of the Borough expressing consent to the above
described WQM plan amendment(s) which does reflect the within disapproval
is hereby rejected and rescinded to the extent thereof.
