SUMMARY STATEMENT: During late January and early February, the City, with the assistance of Horrocks Engineers, conducted formal bidding for the 2nd Street and Lenora Street – Phase
1B Surface Improvements construction contract. The project consists of surface utility, sidewalk, streetscape and roadway section and paving improvements. Attached is a site plan of
the project and a staging plan that shows how the project will be completed in phases.
The project (1B) is the second half of Phase 1 of the Downtown Core Reconstruction project. Phase 1A (subsurface utilities) was constructed during summer and fall 2018. Phase 1B will
require at least 120 days to construct and will begin in early April and be completed in mid-August. Per Council’s direction at the 8/24/18 work session various bid alternatives are
included to substitute concrete sidewalks with paver sidewalks in select locations. Street lighting within the project area is not included in this Project as the City is currently
applying for Community Development Block Grant (CDBG) funding to complete the street lighting.
Based on feedback from bidders, the bid opening has been extended until 2/22/19. Once the bid opening is complete, staff and Horrocks will evaluate the bid results, confirm the responsive
low bidder and provide their recommendation for contract award, based on available funding. This recommendation will be provided at the 2/28/19 City Council meeting.
Also attached is a draft version of the Contract. This contract is currently being revised by the City Attorney to include additional language to clarify compliance with applicable Idaho
statutes. A final version of the Contract will be provided at the meeting.
RECOMMENDED ACTION: Award the 2nd Street and Lenora Street – Phase 1B Surface Improvements contract and authorize the Mayor to sign all necessary documents.
