SUMMARY STATEMENT:
Through the Capital Improvement Planning Process, the Parks Department budgeted to construct the Wooley Boardwalk Pathway section along Wooley Avenue during the FY19 construction season.
The CIP budget was approved by Council during the FY19 budget process. This project falls under CIP #2859-20818-13 Wooley Boardwalk Project. A formal bid process has been done and was
advertised for two full weeks in the Star News and on the Idaho AGC and Association of General Contractors of America website and plan room. The project was broken down into four bid
alternates with a fifth alternative to (bid alt. 2) for modular pre-manufactures systems. We received significant interest in the project from eight separate contractors. A public bid
opening took place on February 19 and we ended up with two formal bids for all four bid alternates, and one partial formal bid for bid alternate one only. Attached is the bid number
summary sheet. After careful review of the submitted bid numbers and the budget, staff would like to move forward with a contract award to Falvey LLC. for bid alternates 1-3 ($357,842.80)
as they were the responsive low bidder for this combination of bid alternates.
Parks staff is prepared to complete Bid Alternate 4 in house which consists of the pathway connections on each end of the boardwalk and have planned for this as a contingency.
Included in this agenda bill is a copy of the draft construction contract and the bid summary. Funding for this contract will cover (Bid alternative 1-3) A complete set of construction
plans is available upon request. Construction for this project will begin in early to mid-spring and be complete by June 30 dependent upon material availability.
RECOMMENDED ACTION:
Approve staff to issue a “Notice of Award” to Falvey’s LLC, the responsive low bidder for the project, approve the contract with Falvey’s LLC for the Wooley Boardwalk Project in the
amount of $357,842.80, and authorize the Mayor to sign all necessary documents.
