I. ROLL CALL
President Riffle called the Special Meeting of the Midpeninsula Regional Open Space
District Board of Directors to order at 7:07 p.m.
Members Present: Jed Cyr, Yoriko Kishimoto, Pete Siemens, Larry Hassett,Nonette
Hanko, Cecily Harris, and Curt Riffle
Members Absent: None
Staff Present: General Manager Steve Abhors, General Counsel Sheryl
Schaffner, Interim General Manager Ana Ruiz, Administrative
Services Manager Kate Drayson, Real Property Manager Mike
Williams,Natural Resources Manager Kirk Lenington, Acting
Public Affairs Manager Renee Fitzsimons, Acting Planning
Manager Meredith Manning, Senior Planner Sandy Sommer,
Planner III Matt Baldzikowski, Planner 11 Julie Andersen, Media
Communications Specialist Peggy Koenig, Management Analyst
Gordon Baillie, and District Clerk Michelle Radcliffe.
II. ORAL COMMUNICATIONS
There were none.
III. ADOPTION OF AGENDA
Motion: Upon motion by Director Hanko, seconded by Director Kishimoto,the Board
adopted the agenda. (Vote: 7-0-0)

IV. ADOPTION OF CONSENT CALENDAR
General Manager Steve Abbors pulled Agenda Item #5 for Board discussion, stating that
it would be heard before Agenda Item #6.
Motion: Upon motion by Director Cyr, seconded by Director Hanko, the Board
approved adoption of the Consent Calendar to approve the Revised Claims No. 12-35;
the Minutes of October 10,2012,as amended; and Approved Amendments to the
District's Conflict of Interest Code.,(Vote: 7-0-0)
V. BOARD BUSINESS
1. Agenda Item #5—Adopt a Resolution Appointing Director Pete Siemens as the
Midpeninsula Regional Open Space District's Representative with the Santa Clara
County Special District's Association (R-12-106)
Mr. Abbors explained that the District has a history of participating in activities of the
Santa Clara County Special District's Association (SCCSDA)and that the Board has
not formally designated who will represent the District in these activities. He stated
that that the SCCSDA is seeking acknowledgment of the Board's designation for
insurance purposes and that although he is listed as the alternate representative,
Director Kishimoto has expressed interest in being the alternate representative. Brief
discussion ensued.
Motion: Upon motion by Director Hanko, seconded by Director Hassett,the Board
adopted a resolution appointing Director Pete Siemens as the District representative
and Director Kishimoto as the alternate representative with the Santa Clara County
Special District's Association. (Vote: 7-0-0)
2. Agenda Item #6— Informational Presentation from the National Marine Fisheries
Service Regarding the Central California Coast Coho Salmon Evolutionarily
Significant Unit Final Recovery Plan (R-12-105)
Planner 11 Julie Andersen introduced John Ambrose of National Marine Fisheries
(NMFS) and explained that an informational presentation on the Central Coast Coho
(CCC) Salmon Evolutionarily Significant Unit(ESU) Final Recovery Plan will be
given. Mr. Ambrose stated that NMFS issued a Final Recovery Plan for the CCC
Salmon ESU in September 2012 and explained that the Recovery Plan serves as a
road map for restoration of listed species and their ecosystems to the point that it no
longer needs protection under the Endangered Species Act. He then presented the
plan to the Board of Directors. Discussion ensued.
No action was taken by the Board.

3. Agenda Item #7— Informational Report on the District-Wide Interpretive Plan (R-
12-102)
Acting Public Affairs Manager Ren6e Fitzsimons provided an informational
presentation on the District-Wide Interpretive Plan. She explained that the plan was
developed to provide the District with a broadly-scoped analysis and understanding of
the diverse natural and cultural history assets that are found in District preserves.
Brief discussion ensued.
No action was taken by the Board.
VI. INFORMATIONAL REPORTS
COMMITTEE REPORTS
Director Siemens reported that the Facilities Committee met and will be recommending
to the Board that the Committee be changed to a Standing Committee.
STAFF REPORTS
Natural Resources Manager Kirk Lenington provided an update on Ponds DR07 and
DR08.
Interim Assistant General Manager Ana Ruiz reported that Tina Hugg and Meredith
Manning will be co-managing the Planning Department.
Administrative Services Manager Kate Drayson provided an update on the Integrated
Accounting and Financial Software.
Operations Manager David Sanguinetti reported that new Ranger Andrew Verbrugge
begins work with the District on October 291h.
Docent Program Manager Ren6e Fitzsimons reported that she and Volunteer Program
Manager Paul McKowan will be co-managing the Public Affairs Department. She
reported that the new Media Communications Supervisor Shelly Lewis will begin on
November 51h
General Counsel Sheryl Schaffner reported that Tamara Gallanter of Shute, Mihaly,
Weinberger, LLP has been contracted to be the Interim Assistant General Counsel.
General Manager Steve Abbors reported that the Grants Specialist position will be moved
up in the hiring priority list to assist with the capacity issues expected with the Mount
Umunhum decision. Director Harris questioned if there is a plan determined yet for the
fundraising efforts and partnerships that may come from the Mount Umunhum decision.
The Board stated they would like an update on the next steps in January 2013.
Mr. Abbors further noted that project tours were held for members of the Santa Clara
County Board of Supervisors and their staff on October 16 th and October 17 1h and that the
th
graduation for the Santa Clara County Leadership Academy will be held on October 25

DIRECTOR REPORTS
The Directors submitted their compensable meeting forms to the District Clerk.
There were no updates from the Board.
V11. ADJOURNMENT
President Riffle adjourned the Regular Meeting of the Board of Directors of the
Midpeninsula Regional Open Space District at 9:26 p.m.
