RESOLUTION NO. 21-9911
A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF OPA-
LOCKA, FLORIDA, AUTHORIZING THE APPROPRIATE CITY
OFFICIAL TO SUBMIT A GRANT APPLICATION TO THE REBUILD
FLORIDA MITIGATION GENERAL INFRASTRUCTURE PROGRAM
FOR SIXTEEN MILLION DOLLARS ($16,000,000.00) TO BE USED TO
IMPROVE THE STORMWATER DRAINAGE INFRASTRUCTURE
FOR THE COMMERCE NORTH SECTION OF THE CITY OF OPA-
LOCKA; PROVIDING FOR INCORPORATION OF RECITALS;
PROVIDING FOR AN EFFECTIVE DATE
WHEREAS, the State of Florida annually provides a grant program, the Rebuild Florida
Mitigation General Infrastructure Program, to fund large scale and high impact local, multi -
jurisdictional and regional investments that include upgrading water, sewer, solid waste,
communications, energy, transportation, health, and medical and other public
infrastructure projects that will reduce hazard risks; and
WHEREAS, the City of Opa-Locka ("City") has a history of significant storm -related
flooding due to an inadequate stormwater drainage system; and
WHEREAS, the City has engaged a consulting firm to develop a stormwater master
plan for the City; and
WHEREAS, as the result of the nearly completed stormwater master plan, the
Commerce North section of the City has been prioritized as the area for the initial
investment in the improvement of the City's stormwater infrastructure at an estimated
cost of $16.0 million; and
WHEREAS, the City has engaged its Grant Writing Firm, RMPK Funding, Inc.
("RMPK Funding") to assist the City's staff in the preparation and submission of grant
applications; and
WHEREAS, RMPK Funding has recommended that the City apply for a Rebuild
Florida Mitigation General Infrastructure Program for Sixteen Million Dollars
($16,000,000.00) to address City stormwater issues and has assisted City staff in preparing
a grant application, due by September 17, 2021.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE CITY COMMISSION OF
THE CITY OF OPA- LOCKA, FLORIDA:
SECTION 1. The recitals to the preamble herein are incorporated by reference.

SECTION 2. AUTHORIZATION
The City Commission of the City of Opa-Locka, Florida hereby authorizes the City
Manager to submit a grant application for Sixteen Million Dollars ($16,000,000.00) to the
Rebuild Florida Mitigation General Infrastructure Program by September 17, 2021 to be used
to enhance the stormwater drainage infrastructure in the Commerce North section of the
City of Opa-Locka.
SECTION 3. SCRIVENER'S ERRORS
Sections of this Resolution may be renumbered or re -lettered and corrections of
typographical errors, which do not affect the intent of this Resolution may be authorized
by the City Manager, or the City Manager's designee, without need of public hearing, by
filing a corrected copy of same with the City Clerk.
SECTION 4. EFFECTIVE DATE
This Resolution shall take effect upon the adoption and is subject to the approval of the
Governor or Governor's Designee.

Rebuilding Florida Grant Submission To Improve the Stormwater Drainage Infrastructure in the
Commerce North Section of the City of Opa-locka
Staff Summary:
Issue / Recommendation - Staff recommends the City Commission approve the submission of a grant to
enhance the stormwater drainage infrastructure in the Commerce North section of the City.
History - The City has had a history of significant flooding due to an inadequate stormwater drainage
infrastructure. Consequently, the City has commissioned development of a stormwater master plan which is
nearing completion. An area of the City that has been prioritized as the initial area for drainage system
improvement is the Commerce North section of the City.
Current Activity - Staff has been working extensively with the City's grant writing firm, RMPK Funding,
approved by the Commission in January 2021. Consequently, there are a series of proposed grant applications
in the pipeline, including one to enhance the drainage infrastructure for the Commerce North section of the
City. The grant application is to be submitted on September 17, 2021, under the annual Rebuild Florida
Mitigation General Infrastructure Program which is designed to fund large projects. In April, twenty counties
and cities were awarded $150 million from the FY 20 program, including $14.7 million for the City of Miami
and $17.7 million for the City of North Miami Beach.
To fund this project, a grant application for $16.0 million is to be submitted. There is no match requirement.
All design activity undertaken after the grant has been awarded and all construction costs will be covered by
the grant. Notification as to whether the City has been awarded this grant is anticipated to be around April,
2022.
Financial Impact
The only expense associated with this grant application is for the grant writing services. The contract for these
services involved establishing a $25,000 budget in the Non -Department Division, Other Professional Services.
Results have been excellent so far with the one grant application prepared and submitted so far, at a cost of
$3,000, has resulted in receipt of a grant for up to $150,000 for improvement of the Ingram Park trail, with the
City required to fund 20% of the project cost.

* This account has a budget of $144,350, including $25,000 for grant writing services, of which $3,000 has
been used thus far. However, other unanticipated pressing needs arose which were approved by the State and
charged to this account, but for which there hasn't been time yet to submit a budget amendment to cover these
additional needs. Consequently, currently there are insufficient available funds in this account for this expense.
This will be corrected in the forthcoming Budget Amendment #4.
Proposed Action:
Staff recommends the City Commission authorize the City Manager to submit a grant application to the Rebuild
Florida Mitigation General Infrastructure Program for $16.0 million to improve the drainage infrastructure in
the Commerce North section of the City.
