MARCH 10, 1998
Town Barn
The Hillsborough Town Board met in Closed Session on March 10, 1998 in the Town
Barn for the purpose of discussing property acquisition. Present for the Closed Session were
Mayor Horace H. Johnson, Sr., Commissioners Richard Simpson, Catherine Martin, Frances
Dancy, Evelyn Lloyd, and Commissioner Kenneth Chavious. Staff present were Town Manager
Eric Peterson, Finance Director Sherry Carter, Town Engineer Tom Hartye, and Town Attorney
Mike Brough.
Town Engineer Tom Hartye reported on the mitigation land which is required for the 404
Permit in Hurdle Mills. The property owner is not interested in selling all of the land but may be
able to be convinced to sell the five acres needed. Hartye stated that he is still working with the
regulation agency. In order to obtain the Permit, the Town needs to acquire the land and deed or
agreement of sale. The land in question would only appraise for $2,000 - $3,000 per acre but the
property owner will not sell for that amount. The Town does not want to get involved in
condemnation of this property. By consensus, the Board agreed to give the Town Engineer and
the Town Manager the authority to negotiate the purchase price with the property owner up to a
maximum of $5,000 per acre.
