REGULAR MEETING MAY 18, 1976
The Lynwood Redevelopment Agency met in the City Hall,
11330 Bullis Road, on above date at 11:30 p.m.
Chairman Rowe in the chair.
Members Byork, Green, Morris, Higgins and Rowe
answered the roll call.
Also present were Executive Director Wright and
General Council Murphy.
The meeting of the Lynwood Redevelopment Agency was
recessed for the purpose of holding a joint public
hearing with the Lynwood City Council to hear
arguments for and against the Amendment of
Redevelopment Project Area "A." The following
excerpt for the minutes of the Lynwood City Council
meeting held on May 18, 1976 is the record of the
joint public hearing.
"The joint City Council- Lynwood Redevelopment Agency Joint meeting -
meeting was called to order. City Council
Councilmen Byork, Green, Higgins, Morris and Rowe and LRA
answered the roll call.

"PUBLIC HEARING
The Mayor announced that the City Council and the
Lynwood Redevelopment Agency were now in joint
session for the purpose of hearing arguments for
and against the Amendment of Redevelopment Project
Area "A." A report on the proposed Amendment was
presented by the City Manager who presented
Resolution No. LRA 76 -8 entitled: "A RESOLUTION
OF THE LYNWOOD REDEVELOPMENT AGENCY RECOMMENDING
AN AMENDMENT TO THE OFFICIAL REDEVELOPMENT PLAN
FOR REDEVELOPMENT PROJECT AREA 'A'."
Noes: None.
Absent: None.
"The Mayor inquired if there were any present
who wished to speak in favor of or in opposition
to the Amendment of Redevelopment Project Area
"A." As there was no response, he declared the
hearing closed.
"It was moved by Mr. Morris, seconded by Mr. Byork,
that Resolution No. LRA 76 -8 be adopted.
Roll Call:
Ayes. Members Byork, Green, Higgins, Morris and
Rowe.
';An Ordinance entitled: "AN ORDINANCE OF THE.CITY
COUNCIL OF THE CITY OF LYNWOOD APPROVING AND
ADOPTING AN AMENDMENT TO ORDINANCE NO. 945, AS
AMENDED, AND TO THE OFFICIAL REDEVELOPMENT PLAN
FOR REDEVELOPMENT PROJECT AREA 'A'." was
presented for first reading. It was moved by
Councilman Green, seconded by Councilman Morris,
that the Ordinance be read by title only.

AND ORDERING WARRANTS DRAWN THEREFOR." was
presented. It was,moved by Mr. Green, seconded
by Mr. Morris, that Resolution No. LRA 76 -9 be
adopted.

It was moved by Mr. Morris, seconded by Mr. Byork,
and carried, that the meeting be adjourned.

the roll call.
Also present were Executive Director Wright and
General Counsel Murphy.
Mr. Jules Geltman, 420 N. Palm Drive, Beverly Hills,
developer for the central business area, presented a
progress report on the proposed redevelopment indicating
that new interest is being shown in the project. He was
asked if current administrative changes in the City would
in any way affect the project, and he responded that the
usage is unaffected by people; that the project stands
on its own. Possible ways in which the City or the
Chamber of Commerce could be of help to Mr. Geltman were
discussed.
Mr. Frank Fargo, of Wainwright and Ramsey, expressed
satisfaction with Mr. Geltman's report and requested
that he be furnished with a biographic sketch of each
Agency member for material he is preparing. He also
discussed possible availability of Federal assistance
such as small business loans and the like, should the
City Council indicate their intention to enlarge the
impact area.
It was moved by Mr. Morris, seconded by Mr. Byork, and
carried, that the meeting adjourn.
