A Regular Meeting of the Mayor and Council of the Borough of Com:il Meetirg
Carteret was called to order by Mayor Daniel J. Reiman at 6:00
P.M., Thursday, September 19, 2013, Council Chambers, 61 Cooke
Avenue, Carteret, New Jersey.
Upon individual roll call the following were noted present:
Councilmember Vincent Bellino

Noted absent were Councilmembers Jorge Diaz and Randy Krum.
Also noted present was Kathleen M. Barney, Municipal Clerk and
Robert J. Bergen, Borough Attorney.
The meeting was opened with a minute of Silent Prayer and the
Pledge of Allegiance led by Mayor Daniel J. Reiman.
The Clerk stated that on January 3, 2013 in full compliance with
the Open Public Meeting Act, a notice of tonight's meeting was
sent to The Home News Tribune, The Star Ledger and posted on
the bulletin board. Notice was also published in The Home News
Tribune and The Star Ledger on January 8, 2013.
Upon MMS &C by Councilmembers DiMascio and Sitarz and
unanimous affirmative vote of the four (4) membership present,
the minutes of September 3, 2013 were approved as transcribed
and engrossed by the Clerk.

Mayor ReinRan Mayor Reiman swore in Dennis McFadden as Deputy Police Chief
Score in Deputy of the Carteret Police Department effective July.22, 2013.

Mayor Reiman spoke about Deputy Chief McFadden. He said has
been a fixture in the Police Department for many years. He said
he has had the opportunity to work with him in one capacity or
another for close to twenty (20) years and certainly for the past
twelve (12) years as Mayor and Council prior to. We are happy to
make this promotion and to finally have this swearing in. The
motion took effect awhile ago but it was difficult to assemble the
Mc Fadden clan. We are all here and we are looking at a lot of
good things happening in the department under him.

Ordinance #13 -17 was introduced and adopted on First Reading
and the Clerk authorized and directed to advertise same for Public

ORDINANCE — First Reading -
Ordinance #13 -18 Capital Improvement Ordinance from
Developer Impact Fees Providing for Various Capital
Improvements and Land Acquisition.
Ordinance #13 -18 was introduced and adopted on First Reading
and the Clerk authorized and directed to advertise same for Public
Hearing to be held October 17, 2013 upon MMS &C by
Councilmembers Sitarz and Bellino. Upon individual roll call vote
Councilmembers Bellino, DiMascio, Naples and Sitarz voted in the
affirmative. Councilmembers Diaz and Krum were noted absent.

Upon MMS &C by Councilmembers Sitarz and DiMascio and Open to Public
unanimous affirmative vote of the four (4) Councilmembers
present, the public portion on Resolutions /Agenda Items and New
Business was opened to the public.
There were no comments or questions from the public.
After no discussion, upon MMS &C by Councilmembers Sitarz and
Naples and unanimous affirmative vote of the four (4) Closed to Public
Councilmembers present, the public portion was closed.

Resolutions RESOLUTIONS:
Mayor Reiman read the resolutions into the record.
1. #13 -168 Authorizing the Submission of the Best Practice
Inventory.
Mayor Reiman explained that this was basically a check list that
C nments the Financial Officer provides every year in coordination with the
State with regard to certain procedures and policies. It is to make
sure we are exceeding the law in terms of going out in getting
quotes and bids and purchasing. We are one of the top scores in
the State when it comes to the best practice list. I think we scored
about 94% which is probably the top ten in the State.

Contract with the NJDOT for Industrial Road Improvements.

Sewer Television Inspection Contract.
The Mayor said this is coordinating so that we have a utility
Caments contractor under emergency contracts so that we can go out and
T.V. the sewer lines. As you know, prior to any road work, we will
televise or put a camera down the sewer system so we can see if
there are any cracks or problems.

Upon MMS &C by Councilmembers Sitarz and DiMascio all bills Bill List
appearing on the prepared list, properly audited and signed were
ordered to be paid. Upon individual roll call vote Councilmembers
Bellino, DiMascio, Naples and Sitarz voted in the affirmative.
Councilmembers Diaz and Krum were noted absent.

2. Inspection of Buildings— August 2013
Upon MMS &C by Councilmembers Sitarz and Bellino and
unanimous affirmative vote of the four (4) Councilmembers
present, all Reports were ordered to be received and placed on
file.
COMMITTEES —
BUILDINGS & GROUNDS- Councilwoman Naples reported that the
department is continuing to work on improvements in the old
library on Carteret Avenue. It will be used as a Cultural Heritage
and Historical Center. Also, they are in the process of doing
energy audits and changing energy companies perhaps to see if
the facilities are being utilized at maximum potential and not
wasting money with empty space. Progress.
FINANCE & ADMINISTRATION- Councilman Diaz is absent.
Progress in that department.
FIRE & DOMESTIC PREPAREDNESS- Councilman Krum is absent.
Progress in that department.
PARKS, RECREATION & PUBLIC PROPERTY- Councilman Bellino
reported that they had the lake in Carteret Park filled again and
there are fish in it. He said he didn't know if you can see the fish
as of yet but it looks pretty good. He said he spoke to a lot of the

residents and people are really happy with the Parks Department.
They are looking forward to next summer's concerts by the
Waterfront.
Mayor Reiman said they have the Latin Festival down at the
Discussion Waterfront on Saturday from 4:00 P.M. until midnight. The
decking replacement is currently under construction and part of
the pier is going to be closed off for safety reasons. We'll be able
to use about two - thirds (2/3) of the pier. The walkway should be
paved but the mini golf course won't be ready.
Police POLICE- Councilman Sitarz reported that the last three (3) police
cars are now being outfitted and will be on the road in the next
week or two. It will be a total of nine (9) cars. Some will be used
for road work and others will be taken out and sent to the Office
of Emergency Management.
Mayor Reiman said that we have approximately 20 to 21 police
Discussion cars. They will be looking at transferring some to different
departments.
Councilman Sitarz reported Progress.
Public tlorks PUBLIC WORKS- Councilman DiMascio reported that everyone he
spoke to in town about the roads getting paved are happy. They
said they haven't been paved in years. We started once a week
garbage pickup. He reported Progress.
Beard of Education BOARD OF EDUCATION LIAISON- Councilwoman Naples reported
that on Thursday, September 26` Carteret High School Guidance
Department, Mrs. Derillo and her staff are sponsoring a College
and Career Fair from 6:00 P.M. to 8:00 P.M. in the high school
cafeteria. It is open to all.

Mayor Reiman said for those of you who didn't know, we have
partnered with the Boys & Girls Club. About a year and one half
ago, the School District lost their Grant for CASA, which is a Discaussion Re:
Federally funded Program under the 21 Century Learning Grant. Boys & Girls Club
Federal dollars go to the State and the DOA does a competitive
Grant application process. Mayor said the grant was lost for after
school programming at the Middle School and nothing has been
done about it. We partnered with B &G Club to expand afterschool
activities and tutoring programs. We have a long term lease with
St. Elias' gym and classrooms and so we are going to allow them,
the Boys & Girls Club, to use that space for after school activities
for sixth, seventh and eighth graders. The application process is
ongoing. We have it available on line, on face book and in our
office. We have reached out to the Middle School so they can
send out applications. The Borough will provide transportation,
via bus from the middle school to here and they will be supervised
by the Boys & Girls Club program. It is a three to four hour day,
afterschool activity, first come, first serve for the first 100
students.
Councilmember DiMascio asked if it was five (5) days a week.
Mayor Reiman replied yes.
After no further discussion, upon MMS &C by Councilmembers Adjawrod
Sitarz and Bellino and unanimous affirmative vote of the four (4)
members present, the meeting was adjourned at approximately
6:11 P.M.
