Information Systems      Eco Devo Planner  Originator  SUMMARY STATEMENT: The Idaho Transportation Department (ITD), in conjunction with the Local Highway Technical Assistance Council (LTHAC) administers federal grant funding through the Transportation Alternatives Program (TAP) (formerly known as Community Choices for Idaho). The TAP program provides grants up to $500,000 for the construction of pedestrian facilities that improve non-driver access to public transportation, schools and/or business centers. A local cash match of at least 7.34% is required. The project is subject to Davis-Bacon wage requirements. The grant’s project completion timeline (2022 or 2023) coincides with the City’s planned reconstruction of 1st Street as part of Phase 3B of the Downtown Core Project. Therefore, the grant request will be targeted toward construction of pedestrian infrastructure (sidewalk, curb and gutter, street trees, cross walks, etc.) along the east and west sides of 1st Street between E. Lake Street (SH55) and Park Street. Funding to extend sidewalk on the east side of 1st Street from Park Street south to the community center will also be proposed as bid-alternate part of the project and constructed if adequate funding is made available. This would provide a safe pedestrian connection between the Community Center, High School, railroad pathway, Idaho Street separated pathway, mountain bike pump track, and skate park to downtown core businesses, the Transit Center, City services and the Library.
