RESOLUTION AUTHORIZING A PROFESSIONAL SERVICES CONTRACT
FOR ENGINEERING SERVICES WITH T &M ASSOCIATES —
DESIGN, CONSTRUCTION ADAHNI;STRATION AND OBSERVATION
WESLEY PLACE FORCE MAIN AND GRAVITY SEWER REPAIR
WHEREAS, the Borough of Carteret is in need of engineering and inspection related
services with regard to Design, Construction Administration and Observation for Wesley
Place Force Main and Gravity Sewer Repair; and
WHEREAS, the Borough's Consulting Engineers, T &M Associates, possess the
requisite skill and expertise for said services; and
WHEREAS, T &M Associates has submitted a proposal to provide said engineering
services at a total cost not to exceed $105,600.00; and
WHEREAS, the Mayor and Council have reviewed said proposal;
WHEREAS, the Chief Financial Officer has certified that funds are or will be available
for said purpose.
NOW, THEREFORE, BE IT RESOLVED by the Mayor and Council of the Borough
of Carteret, County of Middlesex, State of New Jersey, as follows:
1. That the proposal from T &M Associates for engineering and inspection
related services with regard to Design, Construction Administration and
Observation for Wesley Place Force Main and Gravity Sewer Repair at a total
cost not to exceed $105,600.00 at the rate set forth in T &M's existing contract
with the Borough is hereby approved.
2. That annexed hereto is a copy of said proposal.
3. That this action is approved as an award of a professional services contract
pursuant to N.J.S.A. 40A:11- 5(1)(a) in accordance with the Borough's Fair
and Open Process as authorized by law.
4. That a copy of this resolution be forwarded to the Borough's Purchasing
Department and T &M Associates.

T &M Associates is pleased to submit this Scope of Services and Fee Estimate to provide engineering
services to the Borough for the repair of the Borough's force main and gravity sewer on Wesley Place
in Woodbridge. The proposed scope of services covers design engineering and construction
administration and observation services for the proposed repair work. Also included in our fee
estimate are the efforts to date related to the initial meetings, investigations, development of
alternatives and concept plans, cost estimates, and the final pipe inspection coordination,
observation and evaluation and summary report.
In late June 2013, T &M was advised of a sinkhole on Wesley Place in Woodbridge which was
confirmed to be over the Borough's 27" PCCP force main. The sinkhole is located approximately 10'
downstream of an air release manhole at a high point on the force main and about 800' east of
Tonlyn Place. Deterioration of the gravity sewer manholes downstream of this location from Harmony
Way to the meter chamber and beyond the meter chamber was also observed.
The 27" prestressed concrete cylinder pipe force main conveys the Borough's sewage from the
Roosevelt Avenue Pump Station, down Roosevelt Avenue to Port Reading Road, through an
easement on the Amerada Hess property, along Wesley Place and ultimately discharges to the
Woodbridge sanitary sewer system at the intersection of Tonlyn Place and Central Avenue. This force
main only handles sewage from Carteret's main pump station and does not have any other users or
connections from Woodbridge.
Based on the most recent interior investigation of the force main and gravity sewer, replacement of
approximately 710 LF of the force main is proposed from the vicinity of Old Road to the gravity
system at Harmony Way, Additionally, lining of 275 LF of gravity sewer to the manhole on Tonlyn
Place downstream of the meter chamber and rehabilitation of related manholes is proposed.

A. DESIGN ENGINEE
Survey and Basemappine
T &M will perform topographic survey of Wesley Place from Old Road to the gravity manhole
downstream of the meter chamber. The topographic survey will locate visible utilities, valve boxes,
storm sewer lines, sanitary sewer, etc., within the roadway or easement and to 5' beyond the curb or
edge of pavement. It will also locate the meter chamber and adjacent features. (it is assumed the
Borough will coordinate with Woodbridge for access to the meter chamber site.) Using the field
survey information, basemaps will be prepared at a scale of 1" = 20'. These maps will be forwarded
to underground utility companies including gas, telephone, water, electric and cable to confirm or
obtain additional utility location and depth Information. All proposed construction is anticipated to
occur within existing Township rights -of -way or easements. Preparation of easement descriptions
and /or easement mapping is specifically excluded from this task. Our proposal assumes the cost for
Police officers for traffic control (if necessary) will be covered by the Borough.
Soil
T &M recommends geotechnical work Including the completion of two soli borings along the proposed
route of the force main repair and preparation of a geotechnical report. it is proposed to advance the
soil borings to a depth of approximately 10 to 15 feet. It is assumed the Borough road opening
permit fees will be waived and any costs to cover Police officers required for traffic control will be
borne by the Borough.
The geotechnical report will present soil conditions and findings, and will provide recommendations
related to dewatering, pipe foundation, bedding and trench backfill. The borings and report will be
included in the contract documents for use by the contractors In developing their bids for the
proposed storm sewer replacement.
Preparation of Construction Plans and Specifications
Utilizing the survey information and basemapping prepared under the first task and the utility
information gathered from the respective utility companies, T &M will prepare construction plans for a
new parallel force main and the repair of the gravity sewer and manholes. Construction details,
Including but not limited to, piping, manholes, bedding, trench backfill, pavement restoration, etc.,
will be incorporated Into the construction plans.
Construction specifications will be prepared in Construction Specification Institute (CSI) format and
we will utilize T &M's standard front end documents including Information for Bidders (IBs), General
Conditions (GCs), Special Provisions (SPs) and Proposal Form.
Permittintt
This project is anticipated to disturb more than 5,000 SF and accordingly will require Soil Erosion
and Sediment Control Certification from the Freehold Soil Conservation District. T &M will prepare
and submit the necessary permit package, including the application forms executed by the Borough,
plans and application fee. The estimated application fee is $900 and it is assumed the Borough will
pay the fee directly.

Bidding)?hase
Upon completion of the construction plans and specifications, we will forward a draft set of the
documents to the Borough for review and authorization to proceed with bidding. Upon authorization
from the Borough, T &M will assist Carteret In advertising the project for bids and in responding to
questions arising during the bidding phase from prospective bidders. T &M will attend the receipt of
bids with appropriate Borough officials and will assist the Borough in the bid review process
including an evaluation of the contractor's bid submissions. As part of this effort, T &M will prepare a
bid tabulation sheet comparing the various bids received, review the credentials of the low bidder
and prepare a recommendation of award.
B. CONSTRUCTION ADMINISTRATION AND OBSERVATION
T &M will provide the following services relative to construction administration and observation:
• Assist the Borough In preparation of contracts for review by the Borough Attorney and
execution by the contractor and Carteret.
• Arrange for and attend a preconstructlon meeting with the contractor, Borough
representatives, Police Department, and affected utility owners.
• Review shop drawings for the proposed pipe, manholes, lining, and other specific Items of
work.
• Provide contract administration services during the construction of the project including
correspondence, contractor /client meetings, utility meetings, review of payment requests,
and preparation of payment certificates and change orders if required.
• Construction observation services during the new force main construction and the gravity
sewer lining and manhole rehabilitation, final testing of the improvements, and restoration.
Our scope of services and fee assumes an active construction period of approximately 4
weeks.
• Once construction has been completed, we will prepare a final punchiist and closeout
documents for the project.
• Prepare final payment certificate and change order and transmit closeout documents to the
Borough.
• T &M will prepare record drawings of the completed sewer construction based on information
provided to us from the contractor awarded the project,

PROJECT FEE AND SCHEDULE
T &M is prepared to commence the survey and design services outlined above immediately upon
authorization from the Borough. Note that once plans are finalized, required permit applications will
be submitted. Freehold SCD certification will take an estimated 30 -45 days to obtain, however, we
will attempt to get SCD Approval to proceed as soon as possible given the circumstances.
Professional services will be billed monthly and in accordance with our current Engineering Contract.
A breakdown of the proposed costs for the various engineering services identified above is as
follows:
A. Design Engineering
• Survey, Design Engineering; SCD Permit Application $32,600
• Soil Borings and Geotechnical Report $6,500
B. Bid Phase Engineering $3,900
C. Construction Phase Services $37,600
TOTAL $80,600
Preliminary Engineering
In addition to the above Design and Construction Phase services, the following emergency and
support services have been provided to the Borough for the project.
Sinkhole and Sewer Line investigation and Preliminary Engineering Services
• Sink hole investigation
• Emergency contractor coordination and oversight
• Develop and review alternative repair options
• Repair option detailed construction cost estimates
• Prepare summary report of findings and recommendations for repair
• Prepare and review Internal pipe Investigation alternatives and arrangements
• Oversight of internal sewer Investigations
• Review of internal investigation videos and reports
Preliminary Engineering - Meetings, investigations, alternatives, costs, etc. $25,000
The total costs for the investigation, design and construction phase services Is a not -to- exceed fee of
$105,600.
