In order that all interested parties have an opportunity to speak, please limit your comments to the specific item under discussion. Each speaker's time may be limited so a maximum number of persons may be heard. Please step forward and speak into the microphone, as your comments will be recorded. 1. CALL TO ORDER 2. ROLL CALL: Councilmembers Drake, McCormack, Schneider, Susman, and Mayor Florian 3. PLEDGE OF ALLEGIANCE PUBLIC COMMENT This is the time set aside for the public to address the Council on any matter not on the agenda. Testimony related to any agendized matter should be addressed at the time that item is considered. Comments are limited to a maximum of three minutes. 5. PRESENTATIONS - None CONSENT CALENDAR (One motion approves all of the following actions.) 6.1 Minutes of May 19, 1998 Special. Recommendation: Council approve. 6.2 Minutes of May 21, 1998 Regular. Recommendation: Council approve. 6.3 Minutes of June 1, 1998 Special. Recommendation: Council approve. 6.4 Revised Job Classification List. Recommendation: Council accept the revised Job Classification and Job Classification List per the David M. Griffith & Associates (DMG) report, moving the Administrative Secretary position from Grade 5 to Grade 6. PUBLIC HI~ARINGS 7.1 Appeal of a Planning Commission Action to Deny Land Use Application 97-105/CUP; Edgar Stratton, Owner/Appellant. Recommendation: Council uphold the Planning Commission action to deny the conditional use permit application based upon the findings made by the Planning Commission. 7.2 Determine Parcel Charges for Town Special Service Areas (TSSAs) and Permanent Road Divisions (PRDs). Recommendation: Council hold the public hearing and adopt Resolution 98-22 adopting the assessment rate for TSSAs and PRDs. COUNCIL IMMEDIATE PRIORITIES 8.1 Victory Highway Eagle Monument. Recommendation: Council approve the siting and construction of the proposed Victory Highway Eagle monument and authorize the Town Manager to execute the agreement with Caltrans for the project. 8.2 8.3 8.4 8.5 Award of Bid for Construction of the Western Undercrossing. Recommendation: Council award the construction contract for the Western Undercrnssing to Burdick Excavating Co., Inc. Kings Beach, CA for the bid amount of $1,243,886.49. Southwest Gas Status Report (Oral Report). Recommendation: Council provide direction as desired. Development Code Status Report (Oral Report). Recommendation: Council provide direction as desired. Highway 267 By-Pass Status Report (Oral Report). Recommendation: Council provide direction as desired. STAFF REPORTS 9.1 Used Forklift Purchase. Recommendation: Council approve specifications and authorize the Public Works Department to request bids for the purchase of a used forklift and authorize said purchase. 9.2 Review of Comments on TROA EHilEIS. Recommendation: Council authorize the Mayor to sign the comments on the Draft EIIUEIS and a joint Truckee River Basin Water Group letter identifying key issues to the region. 10. COUNCILMEMBER REPORTS: During this time the Councilmembers may make a brief announcement or update each other on various other meetings they have attended since the last Council meeting. Furthermore, a Councilmember may provide a reference to staff for factual information, request staff to report back to the body of a subsequent meeting concerning any matter, or may direct staff to place a matter of business on a future agenda. However, no action will be taken at this meeting during this time. 11. CLOSED SESSION regarding litigation against Nevada County pursuant to Government Code Section 54956.9, matter of anticipated litigation (1 case) pursuant to Government Code Section 54956.9, and labor negotiations between the Labor Negotiator (Town Manager) and the Town of Truckee Employees Association pursuant to Government Code Section 54957.6 12. ADJOURNMENT. NOTE: Agenda packets will be available for public review by Tuesday morning. Review copies of the packets will be available at the Library, Truckee Town Hall, and The Copy Center.
