HomeMy Public PortalAboutM 1982-09-21 - LRA9, T C) REGULAR MEETING SEPTEMBER 21, 1982 The Lynwood Redevelopment Agency met in a regular session in the City Hall, 11330 Bullis Road, on above date at 10:18 p.m. Chairman Thompson in the chair. Members Byork, Green, Morris, Rowe, and Thompson answered the roll call. Also present were Executive Director Gomez and General " Counsel McEwen. It was moved by Mr. Morris, seconded by Mr. Green, and carried, that the minutes of September 7, 1982, be approved as written. RES No LRA RESOLUTION NO. LRA 82 -30 entitled: "A RESOLUTION OF THE 82 -30 REDEVELOPMENT AGENCY OF THE CITY OF LYNWOOD, CALIFORNIA Emergency APPROVING PROCEDURES FOR EMERGENCY WARRANTS AND AMENDMENTS Warrants TO BUDGET." was presented. It was moved by Mr. Morris, seconded by Mr. Green, that the resolution be adopted. ROLL CALL: Ayes: Members Byork, Green, Morris, Rowe, Thompson Noes: None Absent: None SURE -GRIP Planning Director Read gave background on the Sure -Grip Property International property which is located within the original area designated as Redevelopment Project Area "A ". At various times during the past several years the agency has been in contact with the owner of the property, Mr. Harry Ball. In February 1980, Mr. Ball formally requested that the Agency purchase his property. At the direction of the Agency, a full narrative appraisal was prepared. An offer was made to Mr. Ball based on the appraisal. However, the offer was contingent upon the relocation of Sure -Grip to a site within the City of Lynwood. This contingency was placed on the offer due to the fact that the Agency had no immediate need for the property. In March 1981, the City's Economic Director notified the Agency that Sure -Grip had been unsuc- cessful in their attempt to find an acceptable, available site within the City of Lynwood, and recommended that the Agency adopt a position regarding acquisition. Minutes of the March 17, 1981, noted that Mr. Ball requested that the Agency advise him within six months of its position. On September 4, 1981, Mr. Ball submitted an offer for purchase of the prop= erty which provided for a phased payment by LRA over a period of four years. Subsequent discussions occurred with staff and Mr. Ball reiterated his offer. On June 15, 1982, LRA directed staff to negotiate for purchase of The Sure -Grip International property. BALL HC Ball AND IONE L. BALL." was presented. It was moved by Mr. Morris seconded by Mr. Green, that the resolution be adopted.
