GREENCASTLE COMMON COUNCIL
REGULAR SESSION
TUESDAY, NOVEMBER 13, 2001 7:00 P.M. CITY HALL
The Greencastle Common Council met in Regular Session Tuesday, November 13, 2001, 7:00
p.m. at City Hall. Mayor Michael called the meeting to Order. On the Roll Call, the following
were found to be present: Councilor Roach, Councilor Hammer, Councilor Crampton, Councilor
Liechty and Councilor Rokicki.
Public Petitions and Comments
Margie Secrest and Kim Duell were present to question the lack of sidewalks on Shadowlawn,
especially with the new school opening.
Seminary Street Neighbors were present to discuss speeding and excess amounts of traffic on
East Seminary Street.
• Department Reports were given by all Department Heads. Cemetery Superintendent Robinson
stated the Cemetery Board would like to see the October lot sales be put into the Cemetery
Ground Improvement Fund. Superintendent Robinson stated in 2000 there were seventeen lots
sold during the sale and in 2001 nineteen lots were sold. CT Jones stated the 2002 Budget has
already been approved which includes the revenue from October lot sales. Council agreed to look
into this for 2003.
Engineer Morrow stated INDOT did their inspection on South Jackson Street today and released
the street to the City.
Motion to approve minutes from October 9, 2001, Regular Session; October 17, 2001, Special
Session and October 18, 2001, Special Session was made by Councilor Roach, seconded by
Councilor Rokicki. Vote was unanimous.
Motion to approve City claims was made by Councilor Liechty, seconded by Councilor Rokicki.
Vote was unanimous.
Ordinance 2001 -8, An Ordinance Fixing the Salaries of Elected Officers of the City of
Greencastle for the Year 2001, second reading. Motion to approve made by Councilor Roach,
seconded by Councilor Crampton. Vote was unanimous.
0 Resolution 2001 -37, Resolution Recognizing the Accomplishments of the Greencastle Civic
e League and the Volunteers Who Gave the Citizens of Greencastle and Its Visitors the Emerald
Palace, was read by Mayor Michael. Motion to approve made by Councilor Hammer, seconded
by Councilor Liechty. Vote was unanimous.
Resolution 2001 -38, Resolution Recognizing the Accomplishments of the Volunteers Who Gave
the Citizens of Greencastle and Its Visitors the Emerald Palace, was read by Mayor Michael.
Motion to approve made by Councilor Roach, seconded by Councilor Liechty. Vote was
unanimous.
Resolution 2001 -39, A Resolution of the City of Greencastle, Indiana, Approving Issuance of
Park District Refunding Bonds. Councilor Roach made the Motion to waive the reading of
Resolution 2001 -39, seconded by Councilor Crampton. Vote was unanimous. Motion to
approve Resolution 2001 -39 was made by Councilor Hammer, seconded by Councilor Roach.
Vote was unanimous.
Ordinance 2001 -14, An Ordinance of the City of Greencastle, Indiana, Authorizing the Issuance
and Sale of Bonds of said City for the Purpose of Providing Funds to be Used for the Acquisition
and Renovation of a Building to be Used as a City Police Station, Together with All Necessary
Appurtenances, Related Improvements and Equipment, and Incidental Expenses in Connection
Therewith and on Account of the Issuance of Bonds Thereof, first reading. Motion to waive
reading was made by Councilor Crampton, seconded by Councilor Hammer. Vote was
unanimous. Motion to approve made by Councilor Crampton, seconded by Councilor Hammer.

Ordinance 2001 -15, An Ordinance of the City of Greencastle, Indiana, Appropriating the
Proceeds of the General Obligation Bonds of 2001, first reading, was read by Mayor Michael.
Motion to approve made by Councilor Hammer, seconded by Councilor Crampton. Vote was
unanimous.
Resolution 2001 -40, A Resolution Authorizing Transfer of Appropriation in the 2001 Budget for
the City of Greencastle, was read by Mayor Michael. Motion to approve made by Councilor
Rokicki, seconded by Councilor Roach. Vote was unanimous.
Resolution 2001 -41, A Resolution Appropriating Insurance Reimbursement, was read by Mayor
Michael. Motion to approve made by Councilor Roach, seconded by Councilor Liechty. Vote
was unanimous.
Resolution 2001 -42, A Resolution Appropriating CAGIT Funds (from City Hall Non - reverting
Fund) and Fire Service Charge Account, was read by Mayor Michael. Motion to approve made
by Councilor Rokicki, seconded by Councilor Crampton. Vote was unanimous.
Greencastle Township Trustee Thelma Bumgardner was present to discuss the Township
Contract with the Fire Department. Ms. Bumgardner stated it is possible that they will receive
® only $17,000.00 for the cumulative fund instead of $20,000.00. Nis. Bumgardner stated she
wants to make sure the Council and Board of Works understand that she can only put in the
cumulative fund what she receives and therefore, the amount could be less. Consensus of Council
O is to forward the agreement to Board of Works for approval.
South Jackson Street resident Wally Estes request the Council restrict weight limits on South
Jackson Street. Councilmembers requested that a Resolution be prepared for weight limit on
South Jackson Street with the engineer suggesting what the weight limit should be.
Chief Hendrich stated they are still reviewing the bids for the new Police Department.
Ordinance 2001 -16, An Ordinance Establishing a School Zone and Reducing the Speed Limit
Within the City of Greencastle, Indiana, Putnam County, first reading, was read by Mayor
Michael. Motion to approve made by Councilor Roach, seconded by Councilor Rokicki.
Motion to adjourn made by Councilor Rokicki, seconded by Councilor Hammer. Vote was
unanimous.
