HomeMy Public PortalAbout2007-04-30 Induction Meeting411 BAL HARBOUR VILLAGE COUNCIL MEETING MINUTES INDUCTION MEETING - APRIL 309 2007 The Induction Meeting of the Bal Harbour Village Council was held on Monday, April 30, 2007, at the Bal Harbour Village Hall Council Chambers (655 — 96th Street, Bal Harbour, Florida). 1. CALL TO ORDER /ROLL CALL: The meeting was called to order at 10:00 a.m. by Mayor Roth. The following were present: Mayor Seymour Roth Assistant Mayor Howard J. Berlin Councilman Joel S. Jacobi Councilman Jean Rosenfield Councilman Jaime M. Sanz Councilman -Elect Martin Packer Alfred J. Treppeda, Village Manager Ellisa L. Horvath, Village Clerk Richard J. Weiss, Village Attorney As a quorum was determined to be present, the meeting commenced. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Mayor Roth. 3. CERTIFICATION OF APRIL 179 2007 VILLAGE ELECTION BY VILLAGE CLERK: Mrs. Horvath certified that Martin Packer was elected (unopposed) as the Councilman from District 2 and Joel Jacobi was elected (Joel Jacobi 346 votes and Lynne Bloch- Mullen 150 votes) as the Councilman from District 4. 4. OATH OF OFFICE - COUNCILMAN JOEL S. JACOBI AND COUNCILMAN MARTIN PACKER: Mrs. Horvath administered the oath of office to Councilman Jacobi and Councilman Packer. Mayor Roth expressed his enjoyment on serving on the Council for eight years. He wished the new Council luck and offered his assistance. Mayor Roth stepped down. Councilman Packer joined the Council. 5. APPOINTMENT OF TEMPORARY MEETING CHAIRPERSON: Councilman Jacobi offered to serve as the Temporary Chairman. A motion was offered by Councilman Sanz and seconded by Councilman Berlin to appoint Councilman Jacobi as the TemporaryMeetine Chairperson. The motion carried unanimously (5- 6. ELECTION OF MAYOR: A nomination was offered by Councilman Jacobi Bat Harbour Village Council Induction Meeting Minutes 04/30/2007 to elect Councilman Berlin as Mayor. He explained that the Village needs a strong Mayor that knows the budget well in order to deal with the upcoming property tax reform. He also noted that Councilman Berlin previously served the Village as Mayor. The nomination was seconded by Councilman Rosenfield. There being no additional nominations, the nominations were closed. A motion was offered by Councilman Jacobi and seconded by Councilman Rosenfield to elect Councilman Berlin as Mayor. The motion carried unanimously (5 -0). 7. OATH OF OFFICE - MAYOR: Mrs. Horvath administered the oath of office to Mayor Berlin. Councilman Jacobi turned the meeting over to Mayor Berlin to Chair. S. ELECTION OF ASSISTANT MAYOR: A nomination was offered by Councilman Jacobi to elect Councilman Rosenfield as Assistant Mayor. He explained that she has worked hard for the community and also knows the budget well. The nomination was seconded by Councilman Packer. There being no additional nominations, the nominations were closed. A motion was offered by Councilman Jacobi and seconded by Councilman Packer to elect Councilman Rosenfeld as Assistant Mayor. The motion carried unanimously (5 -0). 9. OATH OF OFFICE — ASSISTANT MAYOR: Mrs. Horvath administered the oath of office to Assistant Mayor Rosenfield. 10. SELECTION OF REGULAR MEETING DATE AND TIME: A motion was offered by Assistant Mayor Rosenfield and seconded by Councilman Sanz for the regular Council meeting date to remain as the third Tuesday of each month at 9:00 a.m. The motion carried unanimously (5 -0). Mayor Berlin thanked Seymour Roth for his service to the community. He also thanked the Council for entrusting him to serve as Mayor again. Mr. Treppeda requested direction from the Council on scheduling a Special Meeting to consider an Ordinance for the additional Senior Citizen Homestead Tax Exemption of $50,000, which must be passed by June 1, 2007. It was the consensus of the Council to schedule a Special Meeting to consider an ordinance for first reading and to schedule the second reading at the regular May meeting. 11.
