HomeMy Public PortalAbout160_040_20140114ParkingCommitteeMinutes CITY OF TYBEE ISLAND PARKING COMMITTEE MINUTES January 14, 2014 ATTENDEES Council Committee representatives: Bill Garbett, Paul Wolff, Rob Callahan Staff Committee representatives: Diane Schleicher, Pete Ryerson, Denise Dubuque, Dianne Otto, Chantel Morton, and Acting City Marshal Bruce Saunders GUESTS Ms.Joey Burrell CALL TO ORDER Mr. Bill Garbett called the meeting to order. APPROVAL OF MINUTES Mr. Wolff made a motion to approve the minutes. Mr. Callahan seconded the motion.The minutes were approved. New Business I. Organizational a. Mr. Garbett was nominated to continue as chairman of the parking committee. The approval was unanimous. b. The committee discussed meeting dates and times. The unanimous decision was to meet the second Tuesday, bimonthly, at 5:00pm. II. Discuss the concept of smaller parking spaces for golf cart parking near the beach (This will require a text amendment because parking space sizes are codified) Ms. Schleicher stated that it is possible that a golf cart only or LSV only on the beachside streets is possible for space that is too small for a car, but big enough for the LSV or golf cart. Ms. Burrell stated that she and the mayor had ridden around the island and found more than 70 potential spots for these sized vehicles. She said that all they spots they found were "dirt" spots, too small for cars. The committee discussed LSV's and the requirements with the State. Mr. Garbett stated that this sounds like something that would open more regular parking spaces and help golf cart owners. He said that he thought this idea should be pursued, map out some spaces and get signs for them, which is another expense. Ms. Schleicher said that the signs have to be for LSV and for golf carts. Ms. Burrell said that she thought these spots could be for decal. The committee discussed places to park golf carts that are too small for cars. They also discussed parking place requirements. Mr. Wolff asked if Ms. Burrell would share her list of places that she had noted for parking with parking services. Ms. Otto advised that a legal parking space is 9 X 18 for straight in parking and 9 X 20 for diagonal. She suggested that motorcycles be included in these spaces. Ms. Schleicher said that the parking spaces could be worked on this month. She said that some guidance would be needed from Zoning as to what dimensions would make sense for these spaces. Mr. Callahan asked about including SMART cars in this project. The committee decided that SMART cars should not be included, as they have doors which would present problems and they are, in fact, cars. Ms. Burrell will send her list to Ms. Schleicher and she will send it to the committee members. Mr. Callahan asked if the fee would be the same for the LSV, golf carts and motorcycles. The committee discussed decal and pay to park. It was decided that they could pay to park. Ms. Schleicher stated that pay to park signs would be posted. III. Parking Staff Update Ms. Dubuque stated that there is an Honor Box that was at the police department. Her suggestion is to put it at Jaycee Park. She explained the use of an honor box and it is not enforced, but there is the potential to bring in revenue. It is completely and honor system. Ms. Schleicher stated that it would have to go before council. Mr. Wolff made a motion to send the suggestion to put the Honor Box at Jaycee Park to council. Mr. Garbett seconded. The motion carried unanimously. Mr. Callahan asked how much it would be. Ms. Dubuque stated that it would be $1.50 an hour, but it was on the honor system. So they would pay whatever. She said that there would be a sign. Mr. Wolff asked if parking was still ahead of budget. Ms. Dubuque stated that parking is 52% of budget as of the end of December. She said last year March and April were quiet because of the weather. She also stated that parking is up $50,000. above last year. Mr. Garbett asked for an update on repairs of pay and displays. Mr. Ryerson said that it is a daily thing for repairs because of the environment. Mr. Garbett asked for an update on parking for November and December at the next meeting. Ms. Schleicher stated that last December parking made about $42,700 and in January it was just under $60, 000. Mr. Garbett stated that when the question was asked a few years ago about making parking free in December/January, the previous finance director said that parking made $30,000 per month. He asked if it could be determined how much was made in each lot. Mr. Ryerson stated that it could be broken down. The committee discussed the free parking. Ms. Schleicher stated that it would be confusing to visitors and they may end up disgruntled if it is free one month, then charge. Mr. Wolff said that the businesses did not make more money as a result of free parking. Ms. Schleicher said that when Tourism Council was given the numbers, they backed off of the idea. IV. Old Business Ms. Schleicher said that a recommendation came from parking and it was being held to go to council, to raise the rates south of Fourteenth Street, including Butler Ave. She said that $1350 is the fee from Duncan to change. Mr. Garbett said that the parking fee is $1.50 an hour west of Butler Ave and on the beach side is $2.00 an hour, from Fourteenth street south. Ms. Schleicher verified that the rate would go to $2.00 per hour, everything south of AJ's, east of Butler, and west of Butler, south of Fourteenth on Butler. Ms. Dubuque asked about the meters at the Shrine Club for increased rates. She advised that it is only four meters. Mr. Wolff made a motion to increase the rates at the north end at the Shrine Club and Museum. Mr. Callahan seconded. The vote was unanimous. Ms. Schleicher said that she would put it on the agenda as well. Mr. Wolff made a motion to adjourn the meeting. Mrs. Garbett seconded. The meeting was adjourned.
