The Lynwood Redevelopment Agency met in an adjourned
j regular session in the City Hall, 11330 Bullis Road, on
i above date at 8:05 p.m.
Chairman Morris in the chair.
Members Byork, Henning, Rowe, Thompson and Morris answered
' the roll call.
Also present were Executive Director Gomez and General
Counsel Feldman.
It was moved by Mr. Byork, seconded by Mr. Thompson, and
carried, that the minutes of May 1, 1984 be approved as
written.

It was moved by Mr. Thompson, seconded by Mr. Byork, that C of C reques
the request from the Lynwood Chamber of Commerce to use Annual Carniv
redevelopment agency property on Long Beach for their annual
carnival be approved.

Absent: None
Administrative Analyst Borton commented on the UDAG Grant UDAG GRANT
and stated the five main points were as follows: Discussion
1. Appraisal of three properties for a bid of $6,500
2. Furniture, Fixtures and Equipment - $2,500
3. Obtain relocation services for two businesses
' 4. Sign the Exclusive Negotiating Agreement for up to
$25,000 to cover costs
5. Authorize for the Reuse Appraisal
Director of Community Development Segal explained how costs
are recovered. A motion was made by Mr. Rowe, seconded by
Mr. Thompson, to approve the above.

The City Manager stated that there was need to discuss the POTENTIAL
potential annexation which was a separate issue from re- ANNEXATION
development. The Annexation is at Alameda and Imperial, Alameda/
northwest corner. Discussion was held by the Mayor and Imperial
Mr. Hill regarding Certificates of Participation. The City
would receive tax increment monies which would then be put
into the redevelopment area. A Joint Powers Agreement is
made with the County. The redevelopment program does not
influence the annexation. Advantages and disadvantages were
explained by Director of Community Development Segal. A
meeting must be held with the County to discuss the whole
process. A workshop was set up for June 11, 1984 at 5 p.m.
' Mr. Henning questioned the Exclusive Negotiating Agreement. Ex Negotiat
The City Attorney presented a copy of the revised agreement ing Agmt
to all members. It will be sent to the developer,after
members have studies it for signature.
The meeting was adjourned to June 5, 1984.
