CITY OF TYBEE ISLAND
March 13, 2014
5:30 P.M.
ATTENDEES: Paul Wolff, Diane Schleicher, Rob Callahan, Joe Wilson, Barry Brown,
Stan Bearden, Chris Stovall and Monty Parks. George Reese (absent)
Approve the minutes of the previous meetings—Paul Wolff called the meeting to order;
asked for a motion to approve the minutes from the 2.13.14 meeting. Rob Callahan so
moved. Barry Brown seconded. Vote was unanimous.
Old Business:
I. Update on Jones Avenue and Sewer Force Main from#6 Lift Station:
a. Thomas and Hutton, Chris Stovall
i. Waiting to Execute Contract until GEFA Loan Approval in March
2014—Chris Stovall states, everything is moving forward; we have
the contracts to the contractors, with notice to him, not to execute
until we get the actual GEFA approval, which should be on March
18th; the bid is good for 60 days, which puts us to mid-April.
II. Update on Hwy 80 Trails Project
a. Review cost with in-house work on sections due to boardwalk
requirements over marsh areas—Joe Wilson states, I have not come up
with all the numbers I need; I've got the linear footage; it's very similar to
what I do on crossovers.
b. Review schedule of approval by various state and federal entities
III. Elevation to FEMA standards of Well House—Thomas and Hutton, Chris Stovall
a. FEMA grant—Chris Stovall states,there's good news and bad news; 75%
funding is potential; there's a 2 1/2 year wait to find out if you have
funding; the application is about 5 pages; the guidelines for filling out the
application is 149 pages; the pre-app is pretty basic; we would work
directly with Joe Eddenfield,with GEMA; it takes until around November
to find out if it's fundable; then you can move forward on the remainder;
b. Compare added costs of grant requirements versus paying project out of
water fund
New Business:
I. Discuss the need for a sludge digester for the WWTP—Chris Stovall states, that
we can reduce the chemical costs with the sludge digester; it's really that
length of time that your press has to run; if you're running more liquid sludge
through it, it's having to run twice as long. Stan Bearden states,we can only
pump out about 30,000 gallons out of those digesters that we have now, a day,
out of both of them; we need to be pumping 60,000 gallons a day out of both
of them. Paul Wolff asked if we can get some hard numbers; the whole bit;
what the options are; what companies have these things; what operation and
maintenance cost are; everything.
II. Review list of sewer force mains that need replacing in the next five years
a. Review cost estimates in anticipation of the budgeting process
With no further business to discuss, Barry Brown motioned to adjourn. Paul
Wolff seconded.
A quorum of city council members may be present which would constitute a meeting.
